CALL TO ORDER Mr. Leslie called the meeting to order August 7, 2000 at 6:03 p.m. ITEM 2. APPROVAL OF THE MINUTES APPROVED MOTION: Mr. Wolff made a motion, seconded by Mr. Turnage, to approve the minutes of the June 5, 2000 meeting. Motion carried 4-0. ITEM 3. RECREATION, ATHLETICS, SENIOR ADULTS, TEENS AND TENNIS CENTER REPORT Ms. Loftice updated the Board on the following: The 2"d Annual Rec Fest celebration was held on July 22"d at North East Mall in Hurst. The event attracted over 1,000 people who joined in to help celebrate National Parks and Recreation Month. The Fall Brochure was mailed out on July 29th. Fall Classes will begin the week of August 21 St. A professional musical production is being planned as the kick off event for the Cultural Arts Division. The date is presently pending for the production, "Always...Patsy Cline" but will be scheduled for October or November. The 5'h Annual Registration Party is scheduled for Saturday, August 12th. The event will be held at the Recreation Center from 9:30 a.m. - 1:30 p.m. This year's theme is "Fall Registration Round-Up". Bursey Senior Center held their Games Night on July 10th with 40 seniors in attendance. They also had 45 participants at the July Luncheon which had an Italian Feast theme. Bursey Senior Center will be hosting a"Comics Day" on August 17'h. Seniors are invited to share their best jokes and the winners will receive a free dinner to Spring Creek BBQ. Twenty-one seniors at Dan Echols Senior Center completed the "55 Alive" driving class. The Texas Trail Blazers entertained the Dan Echols Senior Center during their July Luncheon where the special guest was Ruth Shutter from Kay Grainger's office. Dan Echols Senior Center also held a pinochle tournament on July 22"d with 18 participants. The TAAF Girl's Fast Pitch State Softball Tournament was held on July 14`h - 16th at Walker's Creek, Northfield and Fossil Creek Parks as well as three sites in Hurst. This historical event drew 178 teams from across the State. Adult soccer leagues have been suspended this Fall at Green Valley Community Park due to the extensive adult play over the past several years. The suspension will allow the newty planted turf to get established. The adults will have access to the BISD fields, which they currently use for practice. Two teen trips were planned this summer, Turner Falls and a canoe trip down the Brazos. Park and Recrearion Board Minutes August 7, 2000 2 "the edge" starts on August 14`h with new programs. Some of the classes being offered are Native American Mask Making, Jr. Achievement Program, Self Esteem, Positive Choices, Sport Skills, and Making a Scrap Book of Family & Friends. The Richland Tennis Center hosted the Richland Championship North Major Zone Tournament on July 7th _ 9tn. There were 384 participants, 334 singles players and 50 doubles teams. The tournament played at three different sites. The event drew one of the largest entries ever for a tennis tournament in Tarrant County. Richland Tennis Center's revenue has increased 9% for FY 99/00 for a total of $183,880 over last year's total of $170,141. ITEM 4. PARK OPERATIONS AND CAPITAL IMPROVEMENT PROGRAM STATUS REPORT Mr. Thornton updated the Board on the following: Staff received the Master Funding Agreement from TxDOT for the Walker's Creek Trail and Bike Transit Station. The agreement is scheduled for approval by City Council in August. Cross Timbers Park is substantially complete with the contractor working on punch list items. Thornbridge Park is substantially complete. The regrading of the channel took place today and the contractor is now working on punch list items. Bid documents have been issued for Standard Park Signage and the City Entry Way Signs. The contractor is slowly finishing up the Spring Tree Planting Project. ITEM 5. AQUATIC REPORT Mr. Swartz updated the Board on the following: NRHZO is winding down their 2000 Season. This is the first year they have stayed open when BISD goes back to school. It has been very successful. Attendance is up over 1998 and 1999 by 10%. At this time attendance is approaching 220,000. NRH2O received tremendous publicity due to the "Survive Wolf Island" promotion. Channet 4, 5 and 8 covered portions of the event. "Good Morning Texas" held a live broadcast during the promotion. This is the 3~d consecutive year that "Good Morning Texas" has held a live broadcast at NRH2O. The event was a great success and staff hopes to host others like it in the future. Park and Recreation Board Minutes August 7, 2000 3 ITEM 6. FY 2000/01 CAPITAL IMPROVEMENT PROGRAM BUDGET PRESENATION Mr. Browne presented the 2000/01 Capital Improvement Program Budget and the 2000/01 Capital Improvement Program Aquatic Park Budget to the Park and Recreation Board. He also announced that sales tax revenue collected to date is $26,489,885. City Council will meet and vote on the Budget at their September 25th meeting. The Board asked when we would reach buildout. Staff responded that we will be building 10 neighborhood parks between now and 2005 and the trail system should be complete by 2005. We will probably be at 90% within the next five years, but then we will need to look at renovating and updating facilities. ITEM 7. PARK USE POLICY UPDATE Ms. Loftice reviewed the "draft" of the Park Use Policy, which was included in the Park and Recreation Boards packets. Mr. Leslie commented that we need more grills in the parks. Mr. Wolff wanted to know if personal grills could be brought into the park? Staff said they would need to research that. The Board also suggested posting reservation times on pavilions so people who come to the park can tell if the pavilion has been reserved. Mr. Browne thanked the Board for their input. ITEM 8. OTHER INFORMATIONAL ITEMS Mr. Browne announced what service enhancements will be approved in the upcoming budget, purchase of: a batwing mower, two ballfield groomers, reel mower, rotary broom and mobile sound stage. A part-time Senior Center Attendant was also approved and funding for the Cultural Arts Program in the amount of $31,000. Mr. Turnage inquired if the management of Iron Horse Golf Course was discussed at Budget Retreat and if staff would have any input in that decision. ITEM 9.
