ITEM 1.
CALL TO ORDER
Mr. Leslie called the meeting to order March 6, 2000 at 6:03 p.m.
ITEM 2.
APPROVAL OF THE MINUTES
APPROVED
MOTION:
Mr. Turnage made a motion, seconded by Mr. Appling, to approve the minutes of the
February 7, 2000 meeting.
Motion carried 5-0.
ITEM 3.
RECREATION, ATHLETICS, SENIOR ADULTS, TEENS AND TENNIS CENTER REPORT
Ms. Loftice updated the Board on the following:
Winter Break Camp was held at the Recreation Center the week of February 28'h during the
BISD school break with 27 kids in attendance. A field trip to the new Blue Line Ice Complex was
one of the highlights for the week.
The Master Works Music Series is kicking off March 7~' at 7:00 p.m. at Bursey Senior Center with
a perFormance by Heather Mills (5 years old).
Easter In The Park is scheduled for April 15th at Green Valley Community Park. Wells Fargo is
sponsoring the event again this year in the amount of $1,200. The hunt will begin at 10:00 a.m.
Bursey Road Senior Center will hold their Covered Dish Luncheon on March 16`h with a St
Patrick's Day theme. The Center is also planning a Las Vegas Night on March 20th and a
fashion show on March 30th with fashions from Dress Barn.
Dan Echols Senior Center held a 55 Alive Defensive Driving program on February 14th and 15tn
with twenty-eight seniors participating. They also had forty-three seniors take a trip to Bossier
City on February 15th
North Hills Corporate Challenge is scheduled for April 29th - May 13th. A new event added this
year is the 5K run. A VIP sneak peak luncheon is scheduled for March 21S' at the Recreation
Center.
The Dallas Mavericks sponsored a NBA 2-Ball competition at the Recreation Center on February
29tn with 30 kids participating. The area finals will be held in Dallas.
Janet and Jim Sundberg (former Texas Ranger) will be hosting a presentation on Youth Sports
at the Recreation Center on March 28th. The program is open to everyone who would like to
attend. Mr. Sundberg is connected with Youth Services and they will do all the marketing and
promoting of the presentation.
On February 18`h, forty-finro students from three school sites participated in `the edge' "lock-in"
at the Recreation Center. The event was held as a"reward" program for students with great
attendance.
Camp Fire Boys and Girls will be holding "Special Sitter" classes at North Ridge Middle School.
The program will teach the teens how to baby-sit for children with special needs as well as
others.
Richland Tennis Center hosted the RTC President's Cup high school tennis tournament on
Friday, February 18th. Sixteen schools participated with 123 players. Birdville High School and
Haltom High School were used as additional sites.

Richland Tennis Center is pleased to announce the addition of Cynthia Copenhaver as an
Assistant Tennis Professional.
ITEM 4.
PARK OPERATIONS AND CAPITAL IMPROVEMENT PROGRAM STATUS REPORT
Mr. Thornton updated the Board on the following:
Newman, Jackson, Bieberstein, Inc. is preparing the easement descriptions to be submitted to
TxDOT for use in securing the necessary easements to construct the Calloway Branch Trail. The
next step is acquisition of the easements from BISD and Kimberly Clark.
The consultant has completed the additional survey work necessary for preparing the detailed
design and easement/acquisition descriptions for the Cottonbelt Trail. The detailed plans and
specification are now being prepared and should be submitted to TxDOT by the end of April.
TxDOT review is estimated to take four to seven months.
TxDOT has reviewed the proposed contract for the South Electric Trail and the consultant is
making the requested changes.
Bids will open on March 16~' for installation of sod for the baseball fields at Cross Timbers Park.
Award of bid will be taken to the March 27th City Council Meeting. The sod will be installed
sometime in April. The sod being installed on the ballfields will be 419 TIF and Buffalo Grass
in other areas.
Dean Construction was awarded the bid for construction of Thornbridge Park. Construction is
anticipated to begin at the end of March. The park is scheduled to be complete around June
2000. Mr. Leslie wanted to know if Dean Construction has worked on any other projects with
NRH. Staff responded that they constructed Green Valley Community Park and is currently
working on Cross Timbers Park.
Locations are being identified for the City Entry Way Signage. The City entryway signs will be
included with the bid for Phase II of the Uniform Standard Park Signage which will be out for bid
in late May.
Staff has collected all site data for the City Image Study and will be developing preliminary
recommendations regarding paving and traffic signals.
Bids were opened on February 16th for the Spring Tree Planting project and awarded to Irricon.
Completion is tentatively scheduled for May 2000.
ITEM 5.
UPDATE ON PARKLAND DEDICATION AMENDMENT TO THE ZONING ORDINANCE
Mr. Browne updated the Park and Recreation Board on the Parkland Dedication Amendment
to the Zoning Ordinance. City Council voted against the amendment at their February meeting
4-3. Councilmen Mitchell requested that the item be placed back on the agenda for the March

27tn City Council meeting for further discussion. Councilman Mitchell's request passed 5-1.

USER FEES AT RICHLAND TENNIS CENTER FOR NON NRH/BISD RESIDENTS
It was requested that an item be placed on the March Park and Recreation Board Agenda
pertaining to charging non-resident fees at Richland Tennis Center.
Mr. Browne updated the Park and Recreation Board on the user fees charged at the Richland
Tennis Center. He explained that the Joint Use Agreement with BISD includes a provision that
excludes district students and families from being charged non-resident fees since BISD was a
partner in construction costs and land use for the facility.
The Park and Recreation Board concurred with staff's position to leave the fee structure as it
currently is at the Tennis Center.

OTHER INFORMATIONAL ITEMS
Mr. Pena asked if we have given any thought to holding off on the tree planting until it rains a
little more. Staff responded that we have had some rain and moisture recently and most of the
trees are being planted where there is irrigation and when irrigation is not available, they will be
using the tree gators (a self contained watering system).
Mr. Turnage inquired about the cost of Thornbridge Park compared to Brandonwood Park. Staff
responded that the value of the site is based on the value of the land donated to the City. The
park is designed to fall within the amount of the grant funds received. Thombridge Park has 30+
acres and is valued at $300,000 compared to Brandonwood's 2 acres. Also Brandonwood will
not have a bridge and the trail will be shorter.
Mr. Turnage complimented staff on all the work completed at Walker's Creek Park regarding the
regrading of the ballfields. He said the ballfields drain very well after all the rains we have had
recently. He also drove over to Hurst and noticed that they had 1" of water standing on their
fields.
The Board wanted to know when the Town Center Recreation Center Developer Agreement
would be presented to City Council. Mr. Thornton responded that staff has reviewed a draft and
that Steve Norwood is coordinating the agreement. Mr. Pena wanted to make sure that if the
Developer Agreement needs to be presented to the Park and Recreation Board for their review
that they have plenty of time to review it. Mr. Pena also wanted to know if the developer is
sticking to the promises that were made in the beginning at the hearings. He hopes that
someone recognizes this and holds them to what they promised. Mr. Browne commented that
at a staff level they are doing their best to do that. Staff will keep the Park and Recreation Board
informed.

Mr. Browne updated the Park and Recreation Board on the development of a Park Use Policy
that will cover group activities, special events, mass gatherings and athletic facility use. Staff
will be bringing this to the Park Board in the upcoming months for their review.
Mr. Browne announced that Dr Pepper Bottling Company had been awarded the Exclusive
Pouring Rights for the entire Park System. The proposal is worth $750,000 and covers a 5-year
period. Dr Pepper will provide North Richland Hills with the following:
•$20,000 a year for NRH2O marketing support,
• 50 designated radio spots for NRH2O,
• an "on can" offer on 4 million cans each year,
•$3,000 to Rich{and Tennis Center for promotional tournament
• 20 Electronic Scoreboards at the following parks; Walker's Creek, Richfield, Northfield, Cross
Timbers and Fossil Creek Parks,
• alf necessary equipment necessary to vend their products,
• complimentary products for up to six special events,
•"point of sale" signs, menu boards, clocks and Dr Pepper promotional banners.
Mr. Thornton announced that Ms. Patty Moos has accepted a position with the City of Keller and
wanted the Board to know that much of what we see in NRH parks at this time is a tribute to
Patty's skills.
Mr. Turnage commented that the Sponsor Appreciation Golf Tournament was very nice.
Ms. Loftice announced that Corporate Challenge will begin soon and if anyone is interested in
participating to let staff know.
Ms. Loftice also announced that the City if recruiting volunteers for the Olympic Trials to be held
in April, May and June. Ms. Loftice has been working with Ms. Strathatos in contacting
businesses looking for volunteers for the three events. If anyone would like to volunteer, your
help would be very much appreciated.
