CALL TO ORDER
Mr. Tipps called the meeting to order April 6, 1998 at 6:10 p.m.
ITEM 2.
APPROVAL OF THE MINUTES
Mr. Pena made a motion, seconded by Mr. Work, to approve the minutes of the March 2,
1998 meeting. (Motion passed 5-0)
ITEM 3.
RECREATION, ATHLETICS, SENIOR ADULTS AND
TENNIS CENTER REPORTS
Ms. Walsh updated the Board on the following:
The Easter Egg Hunt was held on Saturday, April 4. We have over 10,000 eggs for children
under 10 years of age to hunt. The hunt also had a bounce house, petting zoo, clowns and
arts & craft area.
Friday Night Out was held on March 20th with over 600 students in attendance.
The summer brochure should be mailed out in early May.
Spring Break Camp will be held on April 6-10 and is full at this time with a waiting list.
The Recreation Attendants will host a youth 3 on 3 Basketball Tournament on April 25'n
The Bursey Road Seniors visited the Ballpark in Arlington for a tour of the facility, they also
traveled to Natchez, Mississippi attending a musical, home tours and a comedy.
Bursey Road Center's exercise class has had a great turnout, the class is packed.
The Swingin' Seniors competed in the Line Dance Competition at the Annual Texas Hoe
Down on March 21 St and took home the trophy for the Senior Division.
The Corporate Challenge VIP luncheon was held on March 13, with 50 people in attendance.
The Corporate challenge will run from April 25th thru May 25tn
Richland Tennis Center has six ladies teams, one mixed doubles team, and three metro
teams competing in the Tennis Competitors of Dallas Spring Season.
USTA Spring ladies tennis leagues started March 6 with five ladies teams who call Richland
Tennis Center "home".

PARK OPERATIONS AND CAPITAL IMPROVEMENT PROGRAM
STATUS REPORT
Mr. Thornton updated the Board on the following:
Progress on the Calloway Branch Trail and Little Bear Creek Trail are contingent upon Texas
Department of Transportation. Staff is working on the paperwork for the acquisition of
necessary property, and anticipates another eight months for the design.
North Electric Trail is under construction. The bridge connecting Holiday Lane to the new
ball fields, located on school property, is the first priority, then the trail construction will begin.
The Department received a$300,000 TPWD Grant for the Thornbridge Neighborhood Park
project. Staff will begin in-house design in May.
The route maps for the Phase I Bike Route Signage and Signs is under revisions. Maps
should be printed soon.
Staff met with the hospital regarding the North Hills Mall Multi-Use Trail. Once the
preliminary design is complete the plans will be submitted to TxDOT for approval.
Construction continues on the Girls Fast Pitch Softball Complex. The project should be
completed in May. "Trees for Tots" were planted at this site along the entry drive.
Staff is awaiting final execution of the contract with TPWD for the 100 Acre City Park.
The contract was awarded to the Woodrose Company for the installation of standard park
signage. The entry and rules & regulations signs will be installed at Linda Spurlock Park,
Northfield Park, Green Valley Community Park, Richfield Park and Richland Tennis Center.
Staff will take the Cottonbelt TxDOT Agreement to Council on April 23 for approval. This is a
joint agreement with Southlake and Colleyville, and allows the project to be bid as one
project.
The Park System Master Plan "Executive Committee" will hold their Kickoff Meeting tonight
immediately after Park Board. A tour of existing facilities has been completed with the
consultants for the Park System Master Plan project. City Council held a goal setting
workshop and showed that four of the top eight City "successes" are Parks and Recreation
Department projects and include the Richland Tennis Center, Park Development, NRH2O
and Youth programs.
Bids open March 31 for the renovation of the Richfield Park playground. The entire
playground will be replaced. Award of contract will be at the April 13 City Council meeting.

AQUATICS REPORT
Mr. Chris Swartz updated the Board on the following:
NRH2O staff conducted a survey of starting wages at area businesses. The starting wage at
NRH2O was increased from $5 per hour to $5.50 per hour to keep the highest quality team
members as possible. This is the first wage increase since 1995.
NRH2O hefd job fairs on March 7th and March 14'h. Both were very successful, attracting 145
candidates appfying for positions as food cooks, cashiers, office team, lifeguards, park
services, ticket takers and maintenance team members. Currently there are over 200
seasonal team members hired. Staff will hire approximately 225 - 250 people based on their
availability. Lifeguard classes have been held, 70-75 guards have been trained.
NRH2O is currently upgrading the computer ticketing and point of sale system with a new
release that will help speed up tickets and season pass processing. The new platform
promises improved performance and increased stability.
Mr. Swartz asked the Park Board to introduce themselves to the 1998 Management Team at
NRHaO whenever they are at the park. The management team is highly visible and will be
wearing "teal" colored shirts this year. The Management Team consists of:

Perez - Operations Coordinator, Colin Trudo - Operations Supervisor, Chris Swartz - Park
Manager, Kelli Carter - Revenue Coordinator, Rachel Whitley - Revenue Supervisor.

NRH2O currently has both Season Passes and one-day tickets on sale. Beginning mid April,
they will start processing season passes (issuing the cards). They will also begin registering
participants in the Learn to Swim classes, Junior Guard classes and Birthday Parties around
the middle of April.

OTHER INFORMATIONAL ITEMS
Ms. Battles inquired about no parking signs for Dawn Street at Linda Spurlock Park. She
would like to see no parking signs placed on one side of the street. Staff commented that the
Public Works has already begun the process of bringing that request to City Council for their
approval.
Mr. Browne informed the Board that Sharon Davis, Assistant Recreation Superintendent, was
chosen to receive the "Young Professional Award" for the NRPA Southwest Region, which
encompasses a five State Region.
The Parks and Recreation Department have been chosen as a NRPA Gold Medal Finalist for
the third year in a row. The other finalists are Champaign Park District, Champaign, IL., City
of Westminster, CO., and Lawrence Parks & Recreation Department, Lawrence, KS. Staff
will be putting another video together for the final judging, which will be submitted by May
22nd
Mr. Don Tipps informed the Park Board that this would be his last meeting. Mr. Tipps is on
the ballot for the next City Council Election and with no bearing to the results of the election
has chosen not to seek a re-appointment to the Park Board.

Ms. Battles made a motion, seconded by Ms. Jackson, to adjourn the meeting at 6:45 p.m.
(Motion carried 6-0).
