CALL TO ORDER Mr. Tipps called the meeting to order December 1, 1997 at 6:02 p.m. ITEM 2. APPROVAL OF THE MINUTES (Passes 6-0) Ms. Jackson made a motion, seconded by Ms. Miller, to approve the minutes of the November 3, 1997 meeting. ITEM 3. RECREATION, ATHLETICS, SENIOR ADULTS AND TENNIS CENTER REPORTS Ms. Walsh updated the Board on the following: The Friday Night Out Teen Dance had approximately 400 students in attendance for the November 21 st event. The Texas Recreation and Park Society Regions 5 and 6 Conference held in Grapevine hosted over 400 park and recreation professionals. Several staff members were asked to speak at the conference with "Customer Service" as the topic. The Dan Echols Senior Center was contacted by the Oprah Winfrey Studios for a possible perFormance or video taping of the group. They will receive notification in December if they have been selected to be guests on the show. The Dan Echols Seniors hosted a Thanksgiving Luncheon on November 19th catered by Ryan's Steakhouse with more than 100 seniors in attendance. The Corporate Challenge Steering Committee meeting has been scheduled with plans of a promotional video being produced for the event. The Richland Tennis Center hosted the TTA 12's Zone Team Invitational on November 15 -16. The top 12 year old players from across the State of Texas competed for two days. TTA voiced a desire to host more tournaments at the facility. November group tennis lessons consisted of 60 juniors and 61 adults participating in the program. 4. PARK OPERATIONS AND CAPITAL IMPROVEMENT PROGRAM STATUS REPORT Mr. Thornton updated the Board on the following: The North Electric Trail bids are scheduled to be opened on November 7th, with award of contract in December. Little Bear Creek Trail development is underway with preparation of the preliminary pedestrian and equestrian layout. Work has begun on the final plats for the acquisition of parkland in the Thornbridge subdivision. The grant application is under review with notification expected by TPWD in January. The North Hills Mall Multi-Use Trail preliminary design work has begun. Upon completion the design will be submitted to TxDOT for approval. The Girls Fast Pitch Softball Complex is expected to be completed in late December or January. A$500,000 grant was awarded by the Texas Parks and Wildlife Department in August for the baseball fields at the City Park site. The consultant is proceeding with completion of the plans and specifications. Construction documents for the 1998 NRH2O improvements are being prepared for advertisement. The Cottonbelt Trail inter-local agreement befinreen Southlake, Colleyville and North Richland Hills is being prepared for submission to TxDOT. This agreement includes commitments for the shared costs, consultant service fees and construction contract. 5. AQUATICS REPORT Mr. Swartz updated the Board on the following: The NRH2O Family Waterpark Master Plan and Business Plan was unanimously approved at the November 10, 1997 City Council meeting. City Council authorized the City Manager and the Parks and Recreation Department to determine the best strategy for a pricing structure based on height and not age. Mr. Swartz stated that a poll was taken in the State of Texas and 70% of similar findings use a height of 48" for admission. The contract has been signed with NBGS, New Braunfels General Store, for the purchase of the Master Blaster. 6. ELECTION OF CHAIRMAN AND VICE-CHAIRMAN (PASSES 6 - 0) Mr. Tipps made a call for nominations for Chairman and Vice-Chairman for 1997/98. Ms. Perchard nominated Don Tipps as Chairman and Sharon Battles as Vice-Chairman. Mr. Pena seconded the motion. Motion carried (6-0). 7. OTHER INFORMATIONAL ITEMS Mr. Browne invited the Board members to attend a ribbon cutting ceremony tentatively scheduled for December 16th at 10:00 a.m. The ceremonies will begin at Glenview Neighborhood Park and continue to Mullendore Elementary School Playground and Dan Echols Senior Adult Center where refreshments will be served. Invitations will be mailed to Board members. 8.
