HomeMy WebLinkAboutPRB 1994-04-04 Minutes MINUTES OF THE PARKS AND RECREATION BOARD OF THE CITY OF NORTH RICHLAND HlLLS, TEXAS, HELD IN THE CITY HALL PRE-COUNCIL CHAMBERS, 7301 NORTHEAST LOOP 820 APRIL 4, 1994 - 6:30P.M. ATTENDANCE Present: Don Tipps Chairman Sharon Battles Vice Chairwoman J. Douglass Davis Board Member Bobbie Lambert Board Member Rick Work Board Member Pam Jackson Board Member Ann Perchard STAFF: Jim Browne Director of Community Services Bill Thornton Parks and Public Grounds Manager Sharon Davis Assistant Recreation Superintendent Christina Lopez Secretary Absent : Denny Stout Board Member 1. CALL TO ORDER Mr. Tipps called the meeting to order April 4, 1994 at 6:35 p.m. 2. APPROVAL OF THE MINUTES Mr. Lambert made a motion, seconded. by Mr. Davis, to approve the minutes of the March 7, 1994 meeting.. Motion carried 5-0. 3. PARKS, PUBLlC GROUNDS, AND CIP REPORTS Mr. Thomton provided a report of continued maintenance to all parks, public grounds, and special ~ projects covered by both divisions. Adventure World has set their "put together" days which are May 14, 15, 21 & 22. ' 4. t RECREATION, ATHLETICS AND SENIOR ADULT SERVICES Ms. Davis provided a report of activities in recreation, athletics, and senior adult services. E Staff is currently working with the Northeast Human Services Project in developing programs for 11 - 14 year olds. One possible program is an after school pilot program at North Richland Middle School. This program would be in cooperation with BISD. A staff person would work with the kids at the North Richland Middle School location and pa~ticipate in various activities. The City would seek grant funds to help pay this staff person. The department has been monitoring In-Line Skating and Street Hockey. The Board came to a consensus to observe the Grapevine In-Line Hockey program for awhile to see how this program develops. . The City Council has expressed verbally that Northfield Park softball fields be structured for adult usage and Richfield Park and Fossil Creek Park ballfields for youth usage. Since this is not a written policy or ordinance it is difficult to enforce. Ms. Battles made a motion, seconded by, Ms. Perchard, for staff to formalize a policy and ordinance stating Northfield Park softball fields will be for adult usage. Motion carried 6-0 5. OTHER ITEMS NOT ON AGENDA Mr. Lambert inquired about the lights for the Library Parking Lot. Mr. Browne stated he would research that issue and look for possible funding sources. Ms. Perchard asked the Board if they would like to purchase a brick in the Adventure World Playground. All of the Board members will donate $4 for the brick which costs $30, the additional funds will be donated for the playground equipment. ~ Mr.Tipps asked if any of the Board members would like to participate in the Expo. Mr. Browne invited the Board members to stop by the Parks and Recreation Booth which will have several projects on display. 6.
