CALLED TO ORDER : Mr. Tipps, Chairperson at 6:30 P.M..
APPROVAL OF THE MINUTES: Mr. Davis made a motion accept the minutes
as submitted. Mr. Allen seconded the
motion. Vote was unanimous in favor the
motion.
NEW BUSINE88 :
ITEM 3: INTRODUCTION OF NEW APPOINTEES
Mr. Browne stated that Mr. Russ Mitchell had been appointed to
Place 5 to fill vacancy created by Mr. Oscar Trevino's resignation.
Mr. Mitchell was not present due to prior commitments.
ITEM 4: ELECTION OF OFFICERS
Mr. Davis made a motion to keep Mr. Tipps as Chairperson. Mr. Allen
seconded the motion. Discussion was held. Vote was unanimous in favor
of the motion, re-electing Mr. Tipps as Chairperson.
Mr. Allen nominated Ms. Battles for the office of Vice Chairperson. Mr.
Davis seconded the motion. Discussion was held. Vote was unanimous in
favor of the motion electing Ms. Battles as Vice Chairperson.
ITEM 5: YOUTH SPORTS ASSOCIATIONS' REPORT
Roy Sotelo, Vice President, Richland Youth Association introduced Mr.
Jackie Scruggs as the new Vice President for the Association.
Mr. Scruggs gave the following report:
The football season has begun and the lights look great. Mr. Scruggs
stated that he will work with the Parks and Recreation Board in all
aspects to ensure success of all projects.
Mr. Sotelo extended an invitation to the City Council, Board and Staff
to a Carnival and Appreciation Night on Saturday, October 19, 1991 for
the Richfield Park Lighting Ceremony at 6:00 P.M..
Mr. Jim Streit, Commissioner, North Richland Girls Softball League gave
the following report:
There will possibly be 6-8 tournament teams for the upcoming year. A
final clean-up at the park is being done for the winter months.
ITEM 6: RICHFIELD PARR LIGHTINa PROJECT IIPDATE
Mr. Browne stated that the Richfield Park Lighting Project was completed
and field tested on October 1, 1991. The light levels and uniformity
ratios all meet or exceed the initial criteria specified . The project
was completed on schedule and on budget. The Parks Division staff did a
lot of the demonlition and support work saving the City much money.
ITEM 7: DAN ECHOLS SENIOR ADIILT CENTER UPDATE
Ms. Walsh stated that the Dan Echols Senior Adult Center opened to the
public on September 9, 1991. Participation has been good and comments
have been very favorable. The "Grand Opening and Ribbon Cutting
Ceremony" was held on October 5, 1991 at 10:00 A.M.. Ms. Tia England
was introduced as the Dan Echols Senior Adult Center Director provided
by Tarrant Senior Services. Ms. England thanked Mr. Browne, Ms. Walsh
and Ms. Gonzalez for the work that has been done for the Center.
Mr. Tipps stated that he had attended the "Grand Opening and Ribbon
Cutting Ceremony" and is very proud of the facility and expressed his
appreciation to Staff.
ITEM 8: CITY/SCHOOL COMMITTEE UPDATE
Mr. Browne stated that a copy of the Schrickel, Rollins and Associates,
Inc. proposal is attached. The Birdville I.S.D. Board of Trustees voted
to authorize spending up to $2,500 for their half of the site plan.
Staff will present a comparable proposal to City Council on October 14,
1991.
Ms. Battles made a motion to support and endorse the funding for a"site
plan" and to take the proposal to Council for $2,250 for the City's
share of one-half of the cost for this plan.. Mr. Al1en seconded the
motion. Discussion was held. Vote was unanimous in favor of the
motion.
ITEM 9: CITY COtTNCIL GOALS
Mr. Browne stated that the Council had held a"Goal Setting" Workshop on
September 17, 1991 for the upcoming year. Many of the City Council's
goals involved the Parks and Recreation Department, which is very
excitng. A summary of those goals were attached in the report for the
Board~s information and discussion. Mr. Browne discussed the goals with
the Board as set by Council. Discussion was held on the goals.
ITEM 10: PARRB AND PIIBLIC GROUND MAINTENANCE DIVISION REPORT
Mr. Giacomarro gave the following report:
Northfield Park : The Fall Softball Leagues will wind up their season
in November. Volleyball leagues will conclude this
month.
Richfield Park . The lighting project is complete.
Norich Park . Normal park maintenance. Security lights will be in
service soon.
Fossil Creek Park: Normal maintenance is being done.
The Rita Beth Maintenance Facility is being constructed. Funds were
available to refurbish the pole barn.
Mr. Kevin Brock, of the Church of Jesus Christ of Latter Day Saints, and
his youth group painted playgrounds and picnic areas at Fossil Creek
Park and Richfield Park. Five (5) businesses in North Richland Hills
donated supplies for their project.
The funds from the recently won grants will be received shortly after
the Resolutions have approved for these projects.
ITEM 11: RECREATION, ATHLETICS AND SENIOR ADULT REPORTS
Ms. Walsh gave the following report:
1. Recreation Center programs, classes and activity report.
A. A record high of enrollment was completed in September to make
the revenues received for 90/91 total to $268,500.
B. Registration for "One Day Classes", which is the new trend,
is doing very well.
C. The 1991 Halloween "Boo Bash" Carnival will be held at North
Hills Mall. Approximately 40,000 people are expected. NCNB has
been secured as a sponsor with a donation of $1,000.00.
Ghost stories will be held at the Recreation Center and a
Pre-School Halloween carnival will be held in the gym.
2. Athletic programs, tournaments and activity report.
A. Basketball registration is currently being accepted.
B. Women's Volleyball League has six teams registered.
C. The Wednesday and Friday leagues of sand volleyball end in
October.
D. The Fort Worth Christian School Board has declined the offer
of shared use of their school property and the Recreation Center
gym. The City requested use of the gym on Wednesday evening
which proved to be a conflict for their school/church
obligations.
E. The Annual 5K Run was held on September 28, 1991 at the
Recreation Center with 71 runners participating. "Open Arms"
received the proceeds which totalled to $736.00.
F. The Hot Rods, Apple Pie and Baseball Special Event will be held
on October 19 and 20 at Northfield Park.
G. NYSCA Certification classes are being held for football.
3. Senior Adult Center programs, classes, and activity report.
A. Senior Adult Center - Bursey Road - Update
1. The seniors at the NRH Senior Adult Center on Bursey Road
voted 56 to 11 to rename the Center "Bursey Road Senior
Adult Center".
Mr. Davis made a motion to recommend to Council to rename
the Senior Adult Center "Bursey Road Senior Adult Center".
Mr. Allen seconded the nomination. Vote was unanimous in
favor of the motion.
2. A bar-b-que dinner was held at Sammy's Restaurant on
September 10, 1991 with 85 in attendance. The choir group
entertained.
3. Line dancing demonstration was held at the National Meals
Planners Association at the Worthington Hotel.
4. The Seniors served as hosts and hostesses at the United Way
Luncheon and were paid $100 for that service.
5. Southwestern Bell sponsored a trip to the State Fair, 25
seniors participated on October 3, 1991.
B. Dan Echols Senior Adult Center - Update .
The Director has begun ceramics, exercise and table games.
The AARP is meeting in this facility. Some seniors are
visiting both Centers and some seniors who live in the southern
part of the City are now attending the Dan Echols Senior Adult
Center.
4. Staff
A. Mr. Dave Hinson resigned as a Recreation Attendant due to his
full-time work responsibilities. Ms. Susan Hunter is the new
Recreation Attendant. She is a senior at UTA majoring in
recreation and is a collegiate basketball official.
Vickie Loftice, Assistant Superintendent of Recreation, has been
accepted to participate in the Chamber of Commerce Leadership
Institute for 1991/92.
ITEM 12: DI$CIISSION OF OTHER ITEMS
Mr. Browne stated that the budget had been adopted by Council with the
addition of a Public Grounds Foreman position. Interviews for that
position will be held on October 10, 1991.
Mr. Walsh asked that the Board mark their calendars for October 31,
Halloween "Boo Bash" at North Hills Mall.
ADJOURNMENT : Mr. Davis made a motion adjourn. Ms. Battles
seconded the motion. Vote was unanimous in
favor of the motion to adjourn at 7:38 P.M..
