CALLED TO ORDER : Mr. Tipps, Chairman at 6:30 P.M..
APPROVAL OF THE MINIITEB: Mr. Davis made a motion to amend the
minutes submitted to include himself to the
list of Board Members in Attendance.
Mr. Fenimore seconded the motion. Mr. Davis
made a motion to accept the minutes as
amended. Mr. Fenimore seconded the motion.
Vote was unanimous in favor of the motion by
those in attendance at the April 1, 1990
Board meeting.
NEW BUSINE88 :
ITEM 3: YOUTH BPORTB ASSOCIATIONS REPORT
No one was present to represent the Richland Youth Association or North
Richland Girls Softball League.
ITEM 4: PARR MASTER PLAN IIPDATE
Discussion was held on the Parks, Recreation and Open Space Master Plan
and potential projects. The Plan will be presented to Council on May
13, 1991 for adoption. Mr. Browne mentioned the importance of getting
a clear understanding of the contents of the Plan.
Mr. Fenimore made a motion to present the Parks, Recreation and Open
Space Master Plan to City Council for adoption. Mr. Davis seconded the
motion. Vote was unanimous in favor of the motion.
Mr. Browne stated that the step after adoption would be for the Board
to outline the top priorities for recommendation. A possible workshop
might be needed for this outline.
ITEM 5: AMERICA T8E BEAUTIFOL - TEXAS INITIATIVE GRANT PROGRAM
Mr. Hightshoe explained that the Parks and Recreation Department, in
conjunction with the Parent Teacher Organization of North Ridge
Elementary School, is currently considering the development of a joint
educational and environmental tree farm project. This project will be
submitted for consideration of a matching funds (approximately $10,000)
grant from the America the Beautiful - Texas Initiative Grant Program.
The community will be asked to be involved in this project.
Irrigation, fencing, etc., would be included in the tree farm.
Brochures giving "tree" information will be presented.
Mr. Browne stated that he will be sending a letter the Birdville ISD
with further information on the tree farm project.
Mr. Fenimore made a motion to have this project continue forward. Ms.
Battles seconded the motion.
ITEM 6: RICHFIELD PARR LIaHTING PROJECT
Mr. Browne gave the following information:
On April 8, 1991 the City Council authorized Staff to prepare bid
specifications for the replacement of the Richfield Park Sports
Lighting System. Staff has also contracted a structural engineer to
inspect the existing park lighting structures. The lighting system
engineering is in progress and dates have been coordinated with the RYA
for the least amount of interference with their scheduled program.
Further discussion was held.
ITEM 7: PARRS AND PUBLIC GROUNDS MAINTENANCE DIVISION REPORT
Mr. Giacomarro gave the following report:
Norich Park: Inclement weather has prohibited Staff from mowing.
Fossil Creek Park: The North Richland Girls Softball League have
installed a vent-a-hood in the concession facility.
Northfield Park: At each ballfield all dugout benches were stolen (22
benches). Street lights have also been shot out.
Richfield Park: This park has also had light lenses shot out. Of the
216 trees planted on Earth Day, 15 trees were pulled out of the ground.
Over 1,000 bedding plants will be planted around the City.
Weed killer was put out on the Watauga Road median. The Rufe
Snow/Glenview Drive median was run over and damaged during the heavy
rains. The Public Grounds Division has purchased a Soil Analysis Kit
giving the Department a considerable amount of savings from sending out
samples to the Agricultural Department of Texas A&M.
ITEM 8: RECREATION/ATHLETICS AND SENIOR ADULT REPORTS
RECREATION:
Registration for classes for Session III has gone well. A dance
performance was done by our Dance Classes at the North Hills Mall on
April 6, 1991. The Summer "Leisure Brochure" has been proofed and will
be printed soon for mailing and distribution by mid-May. A new counter
and plexi-glass enclosure are currently being installed at the
Recreation Center.
ATHLETICS•
The Spring Volleyball Leagues have completed their season. Summer Sand
Volleyball Leagues will be offered. The TAAF State Co-Rec Volleyball
Tournament had 20 tea~ participate. The 1991 SportsFest will end on
May 11, 1991 with an awards banquet at 2 P.M..
SENIOR ADULT CENTER:
There were 50 participants at the Volunteer Breakfast on April 30,
1991. A trip to Tres Rios Bluegrass Festival was taken by 11 Senior
Adults. A good time was had by all. (See attached copy of the Bursey
Road Senior Adult Center Report.)
The Glenview Senior Adult Center is scheduled to open in July. The new
roof has been put in place.
ITEM 10: DISCOSSION OF OTBER ZTEMS
Mr. David Allen, 7133 Meadow Park Drive N., North Richland Hills
presented a video tape on a"Community Tennis Association" by the U. S.
Tennis Association. Discussion was held on a tennis center.
Mr. Browne stated that the Cities of Arlington and Colleyville have
passed bond program for more parks. Mr. Browne stressed the importance
of keeping momentum going and maximizing the Master Plan.
Ms. Walsh advised the Board that a contract was signed for the Hot
Rods, Apple Pie and Softball to be held on October 19-20, 1991.
ADJOURNMENT : Mr. Fenimore made a motion adjourn. Ms. Battles
seconded the motion. Vote was unanimous in
favor of the motion to adjourn at 7:25 P.M..
