NEW BIISINESS :
ITEM 4: YOUTH SPORTS ASSOCIATIONS REPORT
Mr. Roy Sotelo, Vice President, RYA, gave the following report:
Basketball registration began January 5, 149~ and will continue
through January. Mr. Bill Smith, Field Maintenance Director, has
resigned. Mr. Bill Woods will replace Mr. Smith with this
position. Softball field maintenance will begin soon.
Ms. Candy Roos, Secretary, NRGSL, gave the following report:
Pre-registration flyers will be mailed out to participants from the
1990 season. Registration will be taken at the Outlet Mall on
February 9, 16, 23 and March 2, 1991.
ITEM 5: GLENVIEW FACILITY IIPDATE
Mr. Browne stated that City Council has approved the plans for
renovations to the Glenview Facility for a Senior Citizens Center.
The bidding process has started and according to scheduled dates,
~ the Center should begin operations this summer. Currently,
nonprofit organizations are permitted to use the large multi-
purpose room in this Facility without charge. The nonprofit group
must check out the key from the Recreation Center on the day of
their meeting and return the next day. Redesign of the facility
~ allows continued use of the large multi-purpose room and restrooms
in the Facility. Input from the Board on nonprofit and civic
organizations for continued use of this facility is requested.
Discussion was held on this subject. Ms. Battles made a motion to
maintain policy as is with an opportunity for change, if needed, in
the future. Mr. Davis seconded the motion. Vote was unanimous in
favor of the vote.
ITEM 6: PARR MASTER PLAN IIPDATE
Mr. Browne gave the following information:
Mr. Browne and Mr. Bo Bass, SRA, will make a presentation to the
Planning and Zoning Commission on January 10, 1990 at 7:30 P.M..
The presentation will be made to inform and familiarize the
Commission with the land use assumptions, Park Land Dedication
Ordinance, and other items Planning and Zoning issues related to
the Plan.
In additional discussion with the Consultants, it was agreed that
they will provide more detailed information regarding maintenance
and operations in the preliminary draft copy of the Master Plan.
The preliminary draft will be available around January 18 and will
be delivered to the Board Members and City Council Members for
~ review before the next meeting. The next meeting was scheduled for
~ January 22 but the Town Hall meeting has been scheduled for that
date resulting in a conflict. After discussion the Board decided
to invite the City Council for a second workshop on the next
scheduled meeting on February 4, 1990. This will provide the Board
and Council Members two weeks to review the preliminary draft of
the Master Plan.
ITEM 7: PARKS DIVISION IIPDATE
Mr. Giacomarro gave the following report:
Mr. Giacomarro pointed out that seven men have been assigned to
Public Grounds and five men have been assigned to Parks.
The Beautification Commission's Christmas Tree used 78 man-hours to
maintain. The Christmas Tree Mulching Project used 106 man-hours
and we have mulched 1568 Christmas trees to date.
Northfield Park - Winter maintenance is being continued.
Richfield and Fossil Creek Parks - The weather has slowed the
winter maintenance scheduled.
Norich Park - Low elevations have been top dressed.
The City Hall Landscaping Project - Mr. Hightshoe has removed the
freeze damaged pansies from various beds. The planter box near the
City Manager's off ice was also removed. A replacement will be
~ installed after some maintenance to an air conditioning unit in the
same area.
The City's Median Prajects have been completed. The Rufe Snow/
Glenview Drive Median was driven through. Replacements were made .
to most item. The remainder of the plant material is being
procured.
ITEM 8: RECREATION~ ATHLETICS AND SENIOR CITIZEN CENTER UPDATE
Ms. Loftice gave the following report:
RECREATION
The "Leisure Celebration" Winter/Spring 1991 Brochure has grown to
24 pages and a four color printing process. Much work was put into
this Brochure and the Recreation Department is very proud of it.
Class registration for the Winter Session I began December 26,
1990. The first day of classes is January 7, 1991. The Elves
Workshop had 21 participants and Santa Calls had 32 participants.
The Santa Calls had letters and phone calls commending Bryan Taylor
and David Froberg for their outstanding job as Santa's. The
Department Logo is now complete and can be found on the back of the
Brochure. This logo will be used on uniforms, t-shirts,
stationery, etc.. The Recreation Center has received new paint,
gym doors and an awning over the front door.
ATHLETICS
, The Men~s Volleyball League is completed. The Men's Basketball
~ League has 14 teams and plays on Monday and Tuesday evenings.
Registration for the Co-Rec Volleyball League has begun. The
League will begin play on February 7, 1991. Volleyball and
Basketbal.l teams have been registered in TAAF for Regional and
State competition.
SENIOR CITIZEN CENTER
The Senior Citizen Center had a Christmas covered dish dinner for
over 50 people and visited by Santa (David Froberg, Recreation
Attendant) and concluded the evening with a"Light Tour" The
Christmas Dance was held with 100 Seniors in attendance at the
Round-Up Inn.
ITEM 9: DISCIISSION OF OTHER ITEMS ~
Mr. Fenimore stated that he had received complaints from several
individuals in reference to the new "Weight Lifting Class" to be
held on Tuesday and Thursday evenings for 45 minutes from 6:30 to
7:15 P.M.. Ms. Battles stated that she also has received
complaints. Mr. Fenimore stated that he was at the Recreation
Center this date prior to the meeting (January 7, 1991 6:00 P.M.)
and found only one room that was not being occupied (Preschool
Room). Every area is busy and the patron flow was extremely high.
~ Mr. Browne responded by saying that the ~~Weight Lifting" Class will
be held on a trial basis. Due to the time of year, the weight room
is used more than usual. The Recreation Department will look at
the situatiori more closely and develop an solution.
Mr. Browne aZso announced that the lighting of the two sand
volleyball courts is being considered. Staff has obtained an
estimate of $9,000 using new materials or $6,000 for used
materials.
Also, the Department has begun a new award by naming employees of
the year for the Parks and Recreation Divisions. The following
employees were named Employees of the Year for 1990
Tim Hightshoe Parks Maintenance Parks Division
Vickie R. Loftice Recreation Coordinator Recreation Division
Ms. Loftice has also been elected as President-Elect for the North
Texas Recreation Association for 1991.
Congratulations to both of these employees for their outstanding
work and dedication to Parks and Recreation.

Ms. Battles seconded the motion. Vote was
unanimous in favor of the motion to adjourn
at 7:35 P.M..
