PARRS AND RECREATION BOARD

CALLED TO ORDER : Mr. Tipps, Chairman, at 6:~0 P.M..
APPROVAL OF THE MINUTES: Mr. Davis made a motion to approve the
minutes as submitted. Ms. Battles
seconded the motion . Vote was unanimous
in favor of those in attendance at the
November 5, 1990 Board meeting.
NEW BUSINESS :
ITEM 4: YOUTH SPORTS ASSOCIATIONS
Mr. John Williamson, Vice President, RYA, gave the following
report:
Mr. Williamson stated that RYA would be holdinq their General
Elections on December 4, 1990 at the Recreation Center at 7:00
P.M.. The final football tournament was being held on the evening
December 3, 1990.
Ms. Candy Roos, Secretary, NRGSL, gave the following report:
Ms. Roos stated that NRGSL will hold pre-registration in January
and regular registration will begin in February. She also stated
that she was impressed with the Public Hearing and the attendance.
ITEM 5: NORTH RICHLAND HILLS SENIOR CITIZENS CENTER
Ms. Walsh read the attached letter from the Senior Citizens Center
written by Marion Miller, Senior Center Council President.
Mr. Browne stated that the Mayor appointed Glenview Facility
Committee met prior to this Board meeting. A final set of drawings
were devlivered and a recommendation will be made to Council for
approval and to proceed for bids to begin the renovations.
Plans for a facility for the southern region of the City for the
Parks Maintenance Staff is also being considered and discussed.
ITEM 6: PARR DIVISION REPORT
Mr. Giacomarro gave the following report:
Richfield Park: Trees have been transplanted to this park from
the golf course. Light poles and fixtures will be installed soon.
Norich Park : Winter time maintenance is being done. Dirt is
being brought in for low lying places.
Northfield Park: Picnic table shelters were installed at the
tables near the playground. Also installed were aluminum picnic
tables. Improvements on the irrigation system are being done.
Shrubs and crepe myrtles are also being planted in this park. The
sand volleyball court has been completed with the exception of
levelling of the dirt.
Fossil Creek Park: The trails are being cleared on the west side
of the channel.
City Hall beautification median had trees installed. Other
beautification areas are being maintained.
ITEM 7: RECREATION/ATHLETICS DIVISION REPORT
Ms. Walsh gave the following report:
The "Leisure Celebration" Brochure will be going to print this
week. The Brochure is 24 pages in length. There are many new
programs. The Brochure will be out the second week of December.
This year's final session will be concluded by the third week of
December. Table tennis tournament is continuing.
Six teams registered for the Men's Volleyball League. Basketball
season is going very well.
Mr. Tipps asked when a"Mayfest" type of festival would be held.
Ms. Walsh answered by announcing that the Easter Egg Hunt will be
much larger in celebration.
ITEM 8: DISCUSSION OF OTHER ITEMS
The old Green Valley Raceway was suggested for the radio control
field(s). Mr. Browne stated that a school was being planned for
that property. Further discussion was held on this subject.
Mr. Browne also stated that BISD is responding favorable with
working with the City. The Green Valley school has some adjacent
property to use as a neighborhood park. Fort Worth Christian has
contacted our Department in reference to land use. Mr. Browne has
a meeting with Mr. Tucker on December 4 to discuss this. More
information will be given at the January 4, 1990 meeting. A
follow-up letter is being sent to Mr. Fox, BISD Superintendent, in
reference to the Kingswood Estates/BISD property. This property
does have some potential for a neighborhood park. Mr. Trevino
asked that possibly a letter could be sent to them announcing the
City's interest.
Discussion was held on the topic of a swimming pool. Mr. Browne
stated that intensive research is needed on a swimming pool.
Mr. Scoma referred the Texas Outdoor Recreation Plan (TORP) in
discussion about a swimming pool.
Further discussion was held on this topic.
Mr. Browned stated that an Informal Report to City Council was sent
on the Starnes property. The City Council will continue to discuss
the recommendation from the Board to refuse the donation of this
property.
Mr. Browne also reminded the Board of the "Joint" City
Council/Parks and Recreation Board Workshop on December 18, 1990 in
the Auditorium of the Community Center at 6:00 P.M.
ADJOURNMENT . Mr. Lambert made a motion to adjourn. Mr.
Trevino seconded the motion. Vote was
unanimous in favor of adjournment at
7:38 P.M..
