CALLED TO ORDER . Mr. Tipps, Chairman, at 6:37 P.M..
APPROVAL OF THE MINUTES . Mr. Davis made a motion to approve the
minutes as submitted. Ms. Battles secanded
the motion. Vote was unanimous in favor of
the motioii by those in attendance at the
October 1, 1990 Board meeting.

ITEM 4: YOUTH SPORTS ASSOCIATI(3NS
Mr. Jq11I1 Williamson, Vice President, RYA, gave the following report:
The Senior Division played their games at Texas Stadium on October 13,
1990. The Bantam and Junior Divisions were nat scheduled to play tl~at
day so that they could take advantage of viewing their siblings pl,~y
at Texas Stadium. The children enjoyed this event ai~d vaill probably
never forget this exciting day, On~ RYA "Cowboys" team won two games
in ane day and the Manager af Texas Stadium stated that that had never
happened before. The play-offs will be Y~eld OT1 Saturday, November 10
at Birdville Stadium. The "Super Bowl" will be held on November 17,
1990. The football seasan ;aent very well.
The Concession Stand had been burqlarized aqain. The ladies bathroom
ceiling was the point of entry. The oiYly tliing tampered with was st7me
chips ancl I1dCYl0 cheese. Mr. Williamson stated that he would like t~~
~uggest to the Board that RYA ha~e installed a security systein in the
Concessian Stand. (Mr. Williamsan has not discussed this issue witli
the RYA Board but he mentioned that he wculd at their next meetinc~.;
He felt that a sectirity system would deter burglaries.
Discussioi, was held c~n the striicture of the Concessi~7n Stand and ways
t~ prevent future bttrc~Iaries. Mx. Tipps stated that the City Couiicil
~nd Police would have to be consulted after discus~ing this suggestion
witri the RYA Board.

ITEM 6: NORTH RICHLAND HILLS SEN30R GENTER REPORT
The Senior Citizen Center sent in their report as follows:
The Holidays are coming u~ very st~on and ,~ne of thz biggest ttirill~
our Senic~rs had was the trip to the Texas State Fair. It was er~joyed
by 35 Seniors, for some it was their first trip to see "Big Tex".
Plans wi11 be made for anather trip in 1991! Membership h~s growii as
well as the number of programs. A cUmmittee has been ~ormed ta seek
nominations for the Center Cauncil Officers. The monthly covered ~.i~;h
ZLii1CY1L'O11 was held. The AIlIlUal Coakie Sale was held at the F.ecreation
Center. T~IE' pr~ceeds will CJd ~OWdT'Cl ~~72 NRH Senior C1t1.Z~IlS Center
Scliolarship Fund far a student interested in the medical field. A
qroup of Seni~rs went tt~ "Games Day" hostecl k~y Telephai~e Pir~nee~ s. A
~reat time was had by all as well as breakfast at McDonalds. A"fast
facts" talk was given by Marie Autry ~~n th~ Texas Rangerti. The TCSC
Drama Department performed a skit for the Center toa. The annual
Halloween Dance and Party was held in CO11]L1I1C'tlOri with the NRH AARP
Chapter. We are grateful to Mr. Marlin Miller far the music and all
the help he extended ta us ta make this party a success. We were
proud to have vur City tifficials as our guests and ju~g~s. T-shirts
were pr~sented to Hazel Rhine, Melto~l Rhine and Deilnis Moare fc>r
walking 300 n~iles in the walking program. The Parks and Recreati~n
D~partment came thraugh again by ~raviding soft chairs, the metal
chairs are a bit to hard for us. :3haron McKinney, VolLtnteNr Cratts
Instructoz,, has been busy working with us in preparing for the ~pen
Hc~use ~o be he3.d on November 2S, 1990. As always, a cordial
invitatian is extended to the Parks and Recreation Board and Staff to
visit the S~ilior Citizens Center.

ITEM 6: POTENTIAL FARK PROPERTIES
Mr. Browne gave the follawing informaLi~~i~:
The Parks and Recreation Department Staff has beei~ contacted rece~~t~y
cancerning passible park sites including one locatie~i~ at Starnes Rr~a~
north of North Ridge Mid~le Schaal. The pr~operty consi:ts of six
acres which vaould be classified as a neighborlZOOd park. ~iscussion ~,as
held on the the "6 acre" praperty on t.ie drainage, layaLit, and access.
Discussian was held con~erning ather prt~perties 121 ~he area ~i~are
suitable fc~r neighborhaod parks. Mr. Trevino made a motion not ta
accept the danation af the "6 acre" praperty 1<~cat2~ ~~i~ Starnes Road
north of Nortli Ri~ge Middlz Schoal. Mr. Fenimore secc>nded the matian,

ITEM 7: FUTURE DEVELOPMENT OF FOSSIL CREEK PARK
A preliminary draft of a concept drawii~g suggesting a"multi-phase"
grawtl~ for this park was given to ~he Board. DisCUSSian was held on
tYie possibility of expanding frGm f~ur ~o six ballfields, adding 300
parking spaces in c~~ncrete, ~t111C3.1i1fJ a bridge over the creek to reduce
f~ooding, updating the playgraund, etc., wlzile preserving the "natural
forest" with wildflawers aild installing Iighted trails at th.;_s park.
The Board felt that the phase plan submitted by Schrickel, Rollins,
and Asso~iates wa~ alang the lines they were lockinq but with sc>me
minor cliaizges. TIZe "natural" area cf the park should be preserved.
Schrickel, Rollins and Associates stated that there is a need tr
- Expand for softball in a"phasirig" pr~~cess
- Preserve the "natural farest" area
Mr. Tipps suggested that an interpretive park, "Birdville Villag~",
be considered for the park. The villaye wauld c~ive the history of tl~e
Birdville area, provide educational ~~portunities, and prr~mot~
taurism.
ITEM 8: PROPOSED JOINT "FRISBSE ~OLF" PROJECT
Mr. Browr~e infarmed the Board that he 1~a~. been cantacted by Park~~ aild
Recreatior.+~fficials from tY~e City of Hurst to fdrm a joint effcrt

Golf" caurse. Further disctission was held.

secanded the motion. Vote was unanimnu~ in favor of the motian.
ITEM 9: PARKS AND 1tECRgATION BOARD BY-LAWS
Mr. Browi~.e stated that a"Mission Statement" had been added tl~e ParkC
and Recreatian Board By-Laws. The Board reviewed this s~atei~ie2it.
Mr. Fenimore made a moticn to accept the revised "By-Laws" with a
"Mis~ion Statement" preambl~. Vote was unanimous in favor of the
motio~i.
ITEM 7: PARK DIVISION REPORT
Mr. Giacomarr~ gave the followin~ In~0In1~L1UT1:
Northfield Fark: A new sand volleyball c:aurt has b2en install~d. Shr~.xbs
removed from the City Hall aiea have beei~ replanted at Northfield ~ark.
Materials have been purchased to caver the picnic tables near the
playground and a water fauntain has been installed.
The landscapinq on the berm in front af the Poliee Department at C.ity Hali
has been completed with the NRH outlined in s~irubs and flowers. The
landscaping on the medians at Starnes (in front of Fire St~tion #2l and
Stardust (at Rufe Snow) have been completed.
ITEM 14: RECREATIONjATHLETIC DIVISION REPORT
Ms. Lc~ftice gave the following report:
Ms. Loftice anncunced that the Halloween Haunted House, Carnival aii~~.
Ghofit Stories was a great success. F~ppraximately 589 people went
thrauc~h the Spo~k Hause. The Carnival haci approxima~el~r 700 childr~n.
At. the Ghost Stories there were 300 people listening to these. i~any
clr~nations were accepted. The SeniQr Citizens Center and tlie A~RF
held a Halloween Party and Dance. A c~akie sale was held at th~
Recreation Center. Mayor Brown made a presentation af the 140 atzd 300
Mile W~~.king Club to some of oL.r seniors who had waiked th~se
~.istances , The naw brochure will come o~.~t in mid-Decen~ber anc? wrill
cover the months of January thro~tqh May, 1991. The 19~0 Fali Sc~ftl~all
Season ended in mid-october. Volleyball registratiori is being accepted
presently. Men's Bas}:etball has 14 teams and play on Mon~ay and
Tuesda~rs evenings .
Mr. BYOHIil~ and Ms. Walsh attended thP TAAF l~egion I~T Meeting in
Bedfurd arid secured the Regional Men's Wc~mens and Co-Ed Volleyball
Taurnaments.
Mr. Tr~~rino commended Staff GLl the Hall~ween activities.
