APPKOVAL OF THE MINUTES . Mr, Davis made a motion to approve the
minutes of the July 16, 1994 Board meeting
as submitted. Mr. Fenimore seconded the
motian. Vote was unanimous in favor of the
motion by those in attendance at the ,7uly
_ 16, 1990 Board meeting.
NEW BUSINESS .
IT$M 4: SLECTION OF OFFICERS
Mr. Tipps opened the floor for nominations for officers for 1990-91.
Mr. Fenimore made a motion ta vote the current officer (Mr. Tipps as
Chairman, Mr. Parks as vice Chairman) back into office unanimously.
Ms. Allen secanded the motion. The vate was unanimous in favor of the
mation.
ITEM 5: YOUTH SPORTS ASSOCIATIONS REPORT
Ms. Candy Roos, Secretary, NRGSL, gave the followinq report:
The Associatian is in the pr~cess of electing new Board members for
the new season. A"Pitching Clinic" was held the weekend of
September 29, a second clinic will be held in March, 1991. Field
preparation is being done at Fossil Creek Park for the new season.
Na ~ne was preseizt to give a repart for the Richland Youth
Association.
ITEM 6: N~RTH RICHLAND HILLS SENIOR CENT~R REPORT
ina Gonzalez read rep~rts far August and September, 1990 as prepared
by Ms. Marion Miller, Senior Council President. Fund raising
activities are being held and more planned far the Richland Hig3i
School Scholarship. October 2 Southwestern Bell is hosting a trip to
the State Fair free af charge with transportation provided. October 24
is the Annual Cookie Sale, 9AM - 12 NOOI1 at the Recreation Center.
October 31 a Costume Party/Dance. An Open House is being planned in
Navember. Health and fitness activities and travel presentations were
made. Table games are doing very well. Bridge is growing rapidly.
All things mentioned ties our Center together physically and mentally,
making it a great place to spend our time. Thanks to the Parks and
Recreation Department - they are always their when we need them to
help us with things we need and things we can't do ourselves. As the
Center graws, so grows our need for their help and guidance. We are
stronger because we have them behind us we squeak and they come
running! Nice!
ITEM 7: GLENVIEW FACILITY UPDATE
Mr. Browne gave the follawing update:
Staff inembers from Parks and Recreation, Management Services, and the
Tarrant County Community Development Office met recently with
representatives from tlle Team Design, Inc. Architectural and
Engineering firm. The purpose of the ineeting was to familiarize Team
~esign, Inc. with the programming needs far the new Senior Citiz~ns
_..enter. Team Design, Inc. is curren~ly working on architectural
drawings and will be reporting back to staff with their preliminary
recommen.dations in the upcaming weeks.
The Parks Maintenance Facility oriqinally anticipated to be
incorporated into the Glenview Facility will IlOt be included due to
the prohibitive cost of constructing a"four-hour" fire wall to meet
City Fire Codes. This "four-haur" fire wall wauld cost in excess of
$30,000. Staff will, in the upcoming months, propose the construction
of an additional Parks Maintenance Facility similar to the maintenance
facilities at Northfield Park and Watauga Road. City owned property
adjacent to the new fire station on Rufe Snow Drive has been targeted
for this use with the possible develapment of a"mini-park".
ITEM 8: R$VISION OF BY-LAWS
Mr. Tipps stated that he felt there was i~o need for a secretary or
treasurer. Other changes should be made in the old "By-Laws". The
following changes were recommended:
- Change the meeting date to the first Monday of each month.
- Election af officers should be kept in Octaber.
- Telephoning should be done by the "recording" secretary.
- Preparation of the Agenda will be done by the Parks and Recreation
Department.
Mr. Browne stated that Staff will draft a new set of by-laws fo~
review.
ITEM 9: POTENTIAL PARK DEDICATIONS
Mr. Brawne gave the following information:
The Parks and Recreatian Department Staff has been contacted re~ently
cancerning twa possible park land dedicatians. oile location is
Starnes Road north of North Ridge Middle School - 6 acres (a
dedicatian of this land to the City far park property - there are
drainage concerns on this property) this would be classified as a
neighborhood park. The second location is east of ~orich Park
c~ntrolled by the FDIC - 18.61 acres (approximate value of $136,000).
The FDIC praperty is adjacent to Norich Park and would increase the
size af this park from 10 acres to 28.5 acres. This information will
be turned in to the cansultants to be included in the Master Plan.
ITEM 10: PARK DIVISION REPORT
Mr. Giacomarro gave the following information:
The monthly report was reviewed shawing the following amount af haurs
~xpended in FY 89-9G.
Park Maintenance 10,787
Public Grounds Maintenance 12,926
Total Man-hours 23,9Q3
VIn additian to the total man-hours expended by City Staff, the youth
organizations have contributed a great deal of time in the parks.
North Richland Girls Softball Leaque expended 1,641 man-hours at
Fossil Craek Park on ballfield maintenancej plus $?,251 was spent on
park improvements. The Ricliland Youth ASSOCIatlOll expended 1,320
man-haurs at Richfield Park on ballfield maintenance. In addition to
the man-hours $13,360 was spent on improvements to this park facility.
These funds were not pravided by the City, but from each youtr,
organization.
Fossil Creek Park - being mowinq and maintenance.
Norich Park - being mawed and cleaned.
Richfield Park - RYA playing their football season. Some lig~it wark
is being done, three security lights are on order and light poles have
been purchased.
Northfield Park - The Fall saftball seasan is in progress, winter
maintenance will begin at the COIICZL1S1011 af the Fall Softball season,
construction of another sand volleyball court is being planned.
The City Hall median and courtyard beautification projects are in
progress. Winter flowers have been ordered and will be planted
throughaut the City. Shrubs for tlie stariies and Stardust median
projects are also on order.
Mr. Hightshoe is also coordinating the construction of a built-up berm
area, with the City's initials "NRH" highlighted in annual flawers and
urrounded by shrubbery, in accardance with the City Hall Landscape
Plan.
ITEM 14: RECR$ATTON/ATHLETIC DIVISIt?N REPORT
Ms. Walsh qave the following report:
The monthly report r~flected class registration $108,339.48 far the
year. The estimated figure was $89,000. September's registration
revenue was $15,140. Leaque entry fees is $45,000 and Tournament
entry fees $6500 for the year. The total recreation revenue was
$206,264 for 1989-90, projected was $189,000.
The 1990 Fall recreation proqram "Hunter Safety" is doing well which
was suggested by Mr. Fenimore. September's enrollment is 64, the
first class for october's enrollment is ~pproximately 55, the maximum
number of participants for this class is 70. A Hunter Safety class
was held for the hearing impaired on September 18-20, there were 4
participants. New classes are:
- Mom and Me
- Tai Chi {a form af Tae Kwon Do martial arts}
Country & Western Line Dance
- Miniatures
- Ereedom Kids (Therapeutic rec:reation class; several calls have
_ been received in a positive response to this class. Diana
McCawn, a Recreation Attendant, wi11 begin teaching this class
in October.}
- Bench (Box~ Aerobics (We are cne of the few Recreation Centers
in the Metraplex to offer this class.J
The Recreation Center has received some new weight room equipment,
i.e..
- Air Dyne
- Hydra-Fitness (lower body)
- Lifecycle
- Tables
- Chairs
- Stairmaster (on order)
The equipment was purchased with Park & Library funds. The publi~
will be informed 4n these purchases in the next brochure on haw some
of the funds are being expended. Computer hardware and software was
purch«sed to automate registratian procedures, Halloween activities
will include: Haunted Theater (Tuesday & Wednesday 7-9:30PM}, Carnival
and Ghost Staries (Wednesday 7-9PM).
Fall softball registration increased by seven teams. The 7t1z Annual
CF "Run for Breath" was held September 29, 1~90 but participation was
lown due to other larger races in the Metroplex. We wi11 try ta gez a
~"corporate/business sponsor fnr the CF Run next year. NYSCA Clinician
Certification was held with representatives from NRGSL, Staff and
NAYA. NAYA is currently using Watauga facilities but are extremely
avolved in NYSCA. They mandate that their coaches and assistant
ccaches be certified and have an additional insurance policy. They
have taught some of our football/cheerleading clinics. The ASA
National Girls 14 & Under Fastpitch Championships were held in ~ort
Worth and attended by Mr. Browne and Ms. Walsh as District
Commissioners. North Richland Hills had several teams participating.
Ms. Alicia Newton, Recreation Attendant since 1987, resiqned her
position to work in her field af her Bachelor's Degree. Ms. Dawn
An~erson, RecreatianJAthletics Clerk II sinGe 1989, resigned her
position to work with Dillard°5 Co.. Ms. Christina Lopez has taken
the position as RecreationJAthleti~s Clerk. Ms. Lopez has come to us
from NCNB after seven years of experience and ]zas a generous amaunt of
customer service and telephone experience. The new Recreation
Attendants are Diana McCown, who has a B.S, in English with a Minor in
Therapeutic Recreatian from UNT, and Dave HlIlSOI1, who is a History
teacher and an Athletic Coordinator for Jefferson Middle schaal in
Giand Prairie and has had several years of experience with the
Arlington Parks and Recreation Department.
Tize Department hosted the T.A.A.F. Region IV m~eting. Mr. Browne and
M~. Walsh attended the T.A.A.F. Annual Conference in Corpus Christi.
T~le Department bid for four state tournaments and wan four but had t~
turn one down due ta conflictinq dates. The Department will hc~st two
state tournaments: Co-Rec Volleybail April 1~ & 14, 1991 utilizing
~he Recreation Center Gym, Richland High Schovl Gym and possibly the
_~orth Richland Middle Schoal Gym and the Men's Church "C" Softball
Tournament in July at Northfield park. Ms. Walsh and Ms. Loftir,e
attended a workshop on Legal Liabilities at UNT. Ms. Walsh, Messrs.
Giacomarro and RainboZt attended the Emergency Management Meeting for
the Staff in the Library.

ITEM 15: DISCUSSION OF OTHER STEMS
Mr. Tipps asked for further discussion.
Mr. Brawne discussed the new list of Master Plan Meeting dates. The
next Master Flan meeting will be November 13, 1990. November 27, 1990
is the "Public Hearing". The October meeting was in conflict with the
"Town Hall Meeting" on October 16. Mr. Browne will invite the
Birdville Schaol Board Members and Superintendents to the Master Plan
Meeting.
Mr. Browne commended Mr. Giacomarro on his wark on the Division Report
as we1Z as his Staff. His staff report each day the data required ta
complete this accurate and detailed report. Ms. Walsh and the her
Staff in the Recreation Division were also cammended. We feel we are
becoming one of the leading Departments in th~ State for a city our
;ize. Their work is greatly appreciated. Mr. Hightshoe was also
