Mr. Davis made a motion to approve the minutes of the February 5, 1989 Board meeting as submitted. Mr. Parks seconded the motion. Vote was unanimous in favor of the motion by those in attendance at the February 5, 1989 Board meeting. NEW BUSINESS . ITEM 4: RICHLAND YOUTH ASSOCIATION RSPORT No one present from this organization to give a report. Item 11: Recreation/Athletic Division Report was moved to this position. ITEM 11: RECRFATION/ATHLSTIC DIVISION RSPORT Ms. Walsh gave the following report: The Teen Dance had approximately 250 people in attendance. There was further inquiry from the parents and students as to when the next "Teen Dance" is scheduled. The next dance is scheduled for April 20, 1990 -"Sadie Hawkins" Dance. Recreation class registration has set a new all time high by collecting $13,000 in revenues during the month of February. Most classes are filled to capacity. The Health/Fitness Celebration is scheduled for March 31, from 9 A.M. to 3 P.M.. Softball registration is doing well. Co-Rec Volleyball begin February 1, 1990 with 17 teams registered. The NRH Athletic Officials Association held their pre-season meeting on March 5, 1990. Seven of our officials went to a National Umpire's School held in Fort Worth. The TAAF State Men's 6-Foot and Under Basketball Tournament will be held on March 10-11 at the Recreation Center. SportsFest will be held from April 16 - May 12. More participation is expected throughout the City. The 3rd Annual American Airlines Basketball Tournament was held at the Recreation Center with 16 teams participating. Attendance showed 2000 to 3000 people came through the facility in a three day period and $1,Q00 was earned in gym rental revenues. Mr. Browne and Ms. Walsh will be TAAF liaisons for the 1990 Pepsi Games of Texas. They also attended the NRPA Western Revenue Sources Management School in Estes Park, Colorado. The Parks and Recreation Department is hosting the North Texas Recreation Association monthly meeting on March 16, 1990. The staff will conduct a seminar on "Sports Festivals". Ms. Vickie Loftice, Recreation Coordinator attended the Texas Recreation and Parks Society conference in Corpus Christi, Texas. Mr. Tipps asked if the rooms on the second floar of the Recreation Center are rented. Ms. Walsh explained that several graups rent the rooms on a regular basis. ITEM 5: NORTH RICHLAND GIRLS SOFTBALL LEAGUE REPORT Ms. Candy Roos, Secretary, NRGSL, gave the following report: Registration is going well and recruiting new members. A Board meeting will be held on March 7, 1990 at 7:30 P.M.. On March 11 a meeting will be held to put the teams together and a Coaches Meeting is scheduled for March 13, 1990. The Park's lights are up and the concession stand is coming along very well. Clay was donated for the fields and the coaches are working on field preparation. A Special Thanks to the Coaches, the Board Members of NRGSL, Mr. Browne, Mr. Giacomarro, and Mr. Davis for all the work and materials put into completing the the Fassil Creek Park light improvement project. ITSM 6: FOSSIL CRE~K PARK BALLFIELD LIGHTING UPDATS Mr. Browne gave the following update: The lighting system has been installed, all the trenching and electrical are complete. We are awaiting on Texas Utilities to hook power so that an on- site final inspection can be done. According to the contract agreement the contractor has been paid 90p ($72,000) for work already completed up to this point and time. The final 10a will be paid after the final inspection has been completed and approved. There are no above ground wires. Mr. Browne set up a meeting with Ms. Allen and Mr. Massey and the Health Department to work out an agreement regarding the concession stand which, with the work of volunteers, donation of materials and labor, is approximately 90% complete. This is a good example af a joint CityJVolunteer project. The ald wooden light poles were used to temporarily mark off a parking area to develop a more orderly system of parking. Mr. Browne commended NEMA 3 for donating electrical materials and expertise for the concession stand. The spirit of volunteerism was shown in many ways. A Lighting Ceremony is being coordinated with NRGSL and involve the City Council, the Parks Board and others. Any ideas ar input is invited. The Board discussed closing the road leading to the back af Fossil Creek Park eliminating vehicular traffic near and around the playground areas. IT~M 7: NORTH RICHLAND HILLS SENIOR CSNT~R RSPORT No one was present fram the Senior Center, but a written report was submitted. The following report was read by Ms. Gonzalez: North Richland Seniors started the month of February with a Spaghetti Dinner cooked by Marion Miller. Fifty-two guests attended and we earned $106.04 for the scholarship fund. The Center has been very saddened by the illness of their Director, Patti Fischer, but have pitched in and really kept everything going in her absence. On January 8 the Senior Center Council Members attended a Council meeting at a Foad Bank which was most interesting. Tnformation on how to save material for recycling. The Center is encouraged to join in on this program for one month to earn funds for the Food Bank and then to continue to earn money for our Center. Dick Pinner is investigating this program far us. Barbara Musick and Patsy Steele of Pete Geren's office came on February 6 and answered questions of chanqes in legislation. A Valentine's Day Celebration was held at the Richland Hills Nursing Home by our Seniors. Eighty-four (84} needlepoint hearts were taken by the Craft class. Dick Pinner and his nephew Ray Pruitt, entertained the Senior Citizens Center on February 12. Mr. Pinner played the guitar and the Center joined in with singing their favorite "oldies". On February 13 everyone brought snacks and remembered past Valentine memories. We ended our celebration at attending the Volunteer Recognition Tea on the 14th. Marie Amundson, Remonia Flowerree, Mary Ann Gibson, Marion Miller, Ann Roach, Ila Rockett and Madge Wright, NRH Seniors, received pins for volunteering more than 250 hours each. In the month of February, we had seven new members. W~ also had a Fire Drill and a nutrition discussion an healthy snack foods. Brochures from the Heart Society including recipes were given to all. Tom Clark, of the Social Security Administration, visited the Center on February 22 and talked about the new Medicare Program. We helped the Post 4ffice with their Open House by baking cookies and three members helped serve refreshments. (Tla Rockett, Hazel and Melton Rhine were the volunteers. Anne DeJournet took blood pressures on Eebruary 27. Our Center is getting close to completian and is laoking very pretty with all the curtains hung and a new floor in the ceramic room. We express our thanks and appreciation for all the special efforts in the completion process. Mr. Browne stated that a security system is being installed at the Senior Citizens Center. The VCR and camera have been replaced that were stolen during the burglary. The Open House and Ribbon Cutting Ceremony will be held on Thursday, March 29, 1990. Mr. Browne asked that the Saard make note of this date. ITSM 8: EAGLB SCOUT PROJSCT - RICHFIELD PARK Mr. Robert Niesler, Eagle Scout Candidate from Troop 341 requested the following: Mr. Niesler presented a drawing and requested the Board's permission to design, install a landscape entry to Richfield Park. Mr. Niesler explained that they would use landscape timbers to cordon off the landscaped area, then till and prepare the soil with peat moss, then plant drought-resistant, low maintenance plants. Mr. Niesler, along with volunteers from his troop, will carry out the project with the Board's approval will begin as soon as possible. The Board discussed the plans. Mr. Davis made a motion to accept the services of Mr. Niesler and Troop 341 for this landscaping project. Ms. Battles seconded the motian. Vote was unanimous in favor of this motion. ITEM 9: PARKS, RECREATION AND OP~N SPACS MASTER PLAN UPDATS Mr. Browne gave the following update: City Council has approved to send out "Requests for Proposal" to interested firms performing this service. More will be discussed in the Workshop. ITSM 10: PARKS DIVISION REPORT Mr. Giacomarro gave the following report: There were no questions on the man-hours. Northfield Park - Looks very good and is ready for the start of the softball season. Norich Parks - Is also in good condition. Richfield Park - Four {4) 1500 watt lights have replaced eight 500 watt quartz lights at the tennis courts. The RYA has been working on the fields and has painted the concession stand blue to match other structures at the park. The quarts fixtures on Field #2, that RYA stated they would replaced, has not been completed. Fossil Creek Park - Efforts are being made to enlarge the parking area. The work order has been submitted for the backstop. Mr. Hightshoe has used the new tree spade by transplanting 10 trees from the golf course. The Rufe Snow/Glenview Drive median is near completion with the exception of the monkey grass. Other median beautification projects are still in the planning stages. ITEM 12: DTSCUSSION OF OTHER ITSMS There was no discussion. ADJOURNMENT . Mr. Davis made a motion to adjourn.
