CALLED TO ORDER . Mr. Tipps, Chairman, at 6:32 P.M..
APPROVAL OF THE MINUTES : Mr. Davis made a motion to approve the minutes
of the November 6, 1989 Board meeting as
submitted. Ms. Battles seconded the motion.
Vote was unanimous in favor of the motion by
those in attendance at the November 6, 1989
Baard meeting.
NEW BUSINESS .
ITEM 4: BOARD PRESENTATION TO DAVID MCGII,VARY
Mr. Tipps presented Mr. McGilvary a plaque from the Parks and Recreation
Board and Parks and Recreation Department Staff for his many years of
dedication and service the community of North Richland Hills. Mr.
McGilvary accepted the plaque and thanked the Board for their support in
the years past.
ITSM 5: NORTH RICHI,AND HILLS SSNIOR CITIZEN CENTER REPORT
No one was present to give a report.
(A report was received by mail on December 5, 1989. The following
information was written:)
The Annual Open House was held on November 16, 1989 and was a great success
with 89 guests. over $200 was made an the crafts and baked goods that were
sold. During the week of November 13, four participants (including the
director) walked in the Walk-a-thon for Meals on Wheels and Congregate
Meals at Senior Centers. Through the sponsors $250 was raised. Another
community project was providing a Christmas centerpiece for the Mayor's
''anquet on December 6. This was made by one of the Center participants.
.anned goads are being collected at the Senior Center for the Food Bank
during the month of December. The building program at the Center is
progressing and we are grateful for the new addition. A large group from
the North Richland Hills Senior Center will be attending the Senior Citizen
Center dinner dance December 12. A Christmas sing-a-long is planned for
December 14 and the Christmas Party will be held on December Z1. An
invitation was extended to the Board and Staff to attend these functions
and visit the Center.
1EM 6: SSNIOR CITIZEN CENTER BUILDING ADDITION UPDATE
Mr. Browne qave the following update:
Construction is progressing very well. The Center had been closed for gas
leaks, but those problems have been remedied.
Mr. Browne also stated that a committee met last week concerning the
Glenview Facility. The Parks and Recreation Department recommended using
the existing fire bays for the Parks Division equipment, creating a
southern region service center, a Senior Center, and a meeting place for
nonprofit organizatians based in the City. Some areas of the building
would provide storage for city supplies. An additional meeting will be
held in January prior to making a recommendation to City Council.
ITEM 7: RICHLAND YOUTH ASSOCIATION REPORT
Mr. John Williamson, Vice President, RYA, gave the following report
The football league play and super bowls have been completed. some
football teams are participating in various tournaments. Registration for
basketball will begin in December. Elections for RYA will be held on
December 5 at the Recreation Center for the majority of the Executive
Board.
Williamson informed the Board and Staff that their Field Maintenance
-~irector has been offered light fixtures and lights for Richfield Park's
Pony and Colt fields. Mr. Browne asked to meet with the RYA Field
Maintenance Director to obtain additional information.
No further discussion was held.
ITEM 8: NORTH RICHLAND GIRLS SOFTBALL ASSOCIATION REPORT
No one was present to give a report.
(Ms. Rllen distributed the list of the Executive Board for NRGSL.)
ITEM 9: FOSSIL CREEK PARK BALLFIELD LIGHTING UPDATE
Mr. Browne gave the following update:
Bid opening was held on December 4, 1989 at 2 P.M.. The following bids
were submitted:
Nema 3 Electric $ 80,046
Sun Electric $ 83,700
Gifford Electric $107,280
Mr. Browne gave some backqround information on Nema 3 Electric. The cities
~f Mesquite, Cedar Hill and DeSoto have used Nema 3 Electric and were
xtremely pleased with their work. In fact, through a parent company, Nema
3 Electric has done field lighting work for the City of Mesquite for 10
years. Once the bid has been awarded by Council and notice to proceed is
qiven the contractor will have 75 days for completion of the project.

Mr. Parks made a motion to recommend to Council that Nema 3 Electric to be
awarded the bid. Mr. Davis seconded the motion. Vote was unanimous in
favor of the motion.
Mr. Browne stated that the NRGSL would receive a new backstop made of
chain-link fencing ta replace the old one which will be removed as a part
of the lighting system replacement.
ITSM 10: PARKS DIVISION REPORT
Mr. Giacomarro gave the following report:
Fossil Creek Park status was given by Mr. Browne. The new concession stand
construction should begin soon. Richfield Park - the sidewalks have been
extended by 75 feet on each side. This will provide more room for parking.
The mesquite trees have been pruned. Norich Park - painting and touching
up work is being done. Narthfield Park - painting and touching up work is
being continued. The shelter for Riclifield Park is on hold. The gentleman
who is donating this shelter is in and out of town quite often. The Rufe
Snow/Glenview Drive Island - 37 loads of top soil have been put into this
island. The island will be built up into a burm for good drainage. The
electrician and irrigation companies will be looking at this island so that
bids can be submitted. The brush trimming on Cardinal Lane has been halted
',zile the special projects are being completed. The crepe myrtles near the
-City Manager's office have been removed and replanted in Richfield and
Northfield Parks. Youpon hollies have been planted in their place. The
tree farm is progressing well.
Mr. Giacomarro introduced Mr. Tim Hightshae, Parks Maintenance Worker in
charge af the beautification projects and landscapes in our City.
Mr. Giacomarro expressed how pleased he is with Mr. Hightshoe's work.
Mr. Hightshoe came from the City of Euless Parks and Recreation
Department's Horticulture Program.
ITEM 11: RECREATION/ATHLETICS DIVISION REPORT
Ms. Walsh gave the following report:
Class registration showed low on the monthly report due to registration
being held in October. A survey is being conducted on the room rental
rates. Santa Calls will be held on December 12 and 14 by some of the
Recreation Center Staff inembers. The Elves Workshop will be held on
December 16, from 10 A.M. - 12 Noon for ages 3-5. The children will make
gifts for Christmas. The Winter/Spring brochure should be reaching the
homes of the citizen in rnid-December. Mens volleyball leagues have six
teams and three weeks remaining for league play. CoRec volleyball will
begin February 1. SportsFest will be held in April or May for 1990.
Ms. Loftice and Mr. Hagin attended an NTRA rneeting in Arlington, Mr. Browne
~nd Ms. Walsh attended a Texas Games meeting far Region IV. Plans to bid
.__or the 1993 games are being made. Mr. Browne and Ms. Walsh also attended
an ASA meeting in Fort Worth. The Parks and Recreation Department received
an award at the City Council meetinq from Cystic Fibrosis for their
continued support of Cystic Fibrosis.
ITEM 12: DISCUSSION OF OTHER ITEMS
Mr. Tipps reminded the Board of the Appreciation Banquet and to R.S.V.P. soon.
Motion was made by Mr. Lambert to cancel the January 1990 meeting due to
the first Monday of January being New Year's Day. Mr. Parks seconded the
motion. Vote was unanimous in favor of the motion.
