MEETING CALLED TO ORDER . David McGilvary, 6:35 P.M..
APPROVAL OF THE MINUTES . Mr. Davis made motion to approve and accept the
minutes of the May l, 1989 Budget Workshop and
Regular Board meeting. Mr. Tipps seconded the
motion. Vote was unanimous in favor of the motion
by those in attendance at the May 1, I989 meeting.
NEW BUSINESS ,
ITEM 4: PARKS DIVISION REPORT/UDATE
Mr. Giacomarro gave the following report:
Manpower has been increased by the addition of 5 sununer part-time and 2 JTPA
students. JTPA students are funded through the gavernment which bears no cost
ta the City. The parks did not suffer too much damage during the storms in May.
Fossil Creek Park had a wire blown down between two light fixture poles -
repaired. Light fixtures were turned by high winds and one pole was pushed
forward. Top rail damage was alsa sustained. Richfield Park had light fixtures
turned on their base and two lamps that were knocked out. Northfield Park on
Field ~~2 scoreboard was also damaged. Field ~kl has bent pipes on the scoreboard.
Most of the damage has been repaired, the remaining damaged parts are on order.
The sidewalk at Richfield Park near the tennis courts and the west parking area
is requiring additional work. The stainless steel commodes at Richfield Park
have been installed. The flowers have been replaced again at the Holiday Lane
and Loop 820 Island. The City of Euless' green.house was visited b,y Mr. Browne
and Mr. Giacomarro and were extremely impressed by the size of operation. They
also have a commercial license to sell from the greenhouse. The structure of the
greenhouse is of fiberglas. The nursery system was quite large with thousands
of trees starting from seedlings/acorns.
ITEM 5: ATHLETIC/RECREATION REPORT
Ms. Walsh gave the following report:
The Parks and Recreation Department mailed out its first brochure to 17,601
household in North Richland Hills. Parks, Senior Citizens Center, Recreation
and youth sports information was included in the brachure. Registration is
going very well. A fall program is now being compiled to be mailed out in
August. Mr. Browne commended the staff's dedication and hard work on this
brochure. The Dance Class students were in the annual recital at Richland Junia~•
High School. The auditorium was filled with 1200 spectators watching 150
dancers. The Recreation Center has one JTPA student for the summer who is being
paid by the government at no cost to the City.
Most NYSCA clinics have been completed. There were 15 participants in the 3~~n 3
Basketball Tournament's Slam Dunk Contest and 17 teams registered for the
Tournament cosponsored by What.aburger. Saftball season is almost
complete. The Building Maintenance Division putting new carpet in second
floor Room B-4, B-5 and B-6 and 5/8" padding and new carpet in the
Aerobics Studio. Painting is also being done in the Recreation Center.
Vickie Loftice, Recreation Coordinator, attended a personnel supervisory
training class and CPR classes were held for our aerobic instructors and staff.
ITEM 6: NORTH RICHLAND IiILLS SENIOR CENTER REPORT
Ms. Maryanne Gibson gave the following report:
We are so happy and appreciative about the addition and improvements at the
Center. Mr. Browne stated that the architect has finalized his drawings and
will bring them by in a few days.
The Benefit Breakfast in May for the Richland High School Scholarship Fund was a
success making $81.00. Plans are underwa,y for another breakfast and bake sale
this fall. Twenty-two (22) participants attended a country and western
dinner/dance at the Rourid-Up Inn. There were two interesting special programs
present.ed. Mr. Larry Dingmore, Weatherman from Channel 4, spoke on "Tornado
Safety". Rev. Andrew Short informed us the Presbyterian Night Shelter. The
senior citizens are always interested in community projects and with what's
going on in the world. An invitation was given ta all to visit the NRH Senior
Citizens Center.
ITEM 7: RICHLAND YOUTH ASSOCIATION REPORT
Mr. Williamson gave the following report:
The baseball seasan will be over next week then tournament play will begin.
One-hundred fifty-five (155) coaches have been NYSCA certified. Fields are in
excellent condition. The Texas/Oklahoma Pony League World Series have been
changed from North Richland Hills to Mesquite. Of course there is some
unhappiness about this decisian but will be getting several Pnny League
Tournaments in place of the World Series. This will mean more baseball but not
as prestigiaus a tournament. A sign asking for voluntary donatiuns will be
clearly marked also noting that the park is not closed to the public. A T-Ball
field has been constructed by the RYA. Mr. Browne commended the RYA on their
dedicated work and efforts on the construction af the field.
ITEM 8: NORTH RICHLAND GIRLS SOFTBALL LEAGUE REPORT
A letter was read by Ms. Gonzalez for the NRGSL. The League is finishing league
play. Division champions and runner-ups will be determined at the end of the
season. League elections are also being held and Ms. Allen will again run for
cammissioner. The Annual Coaches Ga?ne at 6:30PM and Awards Ceremony will be
held at 8:OOPM on Tuesday, June 13. They have held three very successful
invitational tournaments this year. A total of 57 teams have competed in these
tournaments. They have been very proud of Fossil Creek Park and have worked
hard to ensure the visitors have enjoyed their stay in our City. On July 15-17
NRGSL will host the Annual Al1-Star Tournament and hope to draw several teams.
TAAF tournaments have been sclleduled for July 21-23. Fields will continue to be
used for team practices for any af the upcoming tournaments. Ms. Al1en extended
her apologies for not being present at this Board meeting.
ITEM 9: PROPOSED FISCAL YEAR 1989/90 BUDGET
The Board reviewed the Decision Packages that were submitted for the Z989/90
Budget. Mr. Browne requested that the Board review these packages carefully.
Discussion by the Baard was held on the Decision Packages.
Mr. Davis asked if the Department was going to have to bear the costs of he
damage to the City parks by the storms. Damage due the storms in May will be
repaired hopefully with some assistance from the Federal Government, however we
do not have 100% confirmation at this time.
ITEM 10: DISCUSSION OF OTHER ITEMS
A final draft of the Park Land Dedication Ordinance was submitted to Planning
and Zoning Commission. The Planning and Zoning Commission was asked to look at
it carefully for any concerns. The next P&Z Commission will hold their next
meeting on June 22. Discussion was held on the ordinance. The Board suggested
getting on their agenda in July.
Mr. Davis asked what the discussion was about concerning skateboarders in City
Council. Mr. Browne stated that this discussion is about skateboarders on the
streets. This discussion has no bearing on the Department at this time.
The Board requested that a brief note be sent to both youth organizations and
the senior citizen center for their hard work and dedication. Mr. Browne
suggested a Mayoral Proclamation. Ms. Battles made a motion that the Parks and
Recreation Board establish a"Volunteer Service to the Community" Award to be
given to organizations or individuals who exhibit exemplary service and good
W~11 toward the City and the Parks and Recreation Department. Mr. Tipps
seconded the motion. Vote was unanimous in favor of the motion.
Mr. Fenimore made a motion to give the Volunteer Service to the Community Award
to the NRH Senior Citizens Center, North Richland Girls Softball League and the
Richland Youth Association. Ms. Battles seconded the motion. Vote was
unanimous in favor of the motion.
The Board requested that a plaque and letter from the Parks and Recreation
Board along with a Mayoral Proclamation from the City Council be given to these
three groups prior to August.
Mr. Fenimore made a motion to bypass the July, 1989 meeting due to vacations
being scheduled. Mr. Tipps secanded the motion. Vote was unanimous in favoi~ of
the motion. The next Parks and Recreation Board meet.ing will be in August,
1989.
ADJOURNMENT . Mr. Fenimore made a motion to adjourn. Mr. Tipps
seconded the motion. Vote was unanimous in favor
of adjournment at 7:40PM.
