MEETING CALLED TO ORDER . David McGilvary, 6:10 P.M.
Mr. Browne stated the reason for this meeting was t~ inform the Board of
information pertirzent to the agenda. Mr. Brocme also suggested tihat a Pre-
Board meeting would be scheduled from time to time for information and
background to the agenda. Mr. Davis stated that he was in agreement with
Mr. Browne, but recommended having Pre-Board meetings each month at 6:30
P.M. and the regular meetings at 7:00 P.M.
Mr. Browne introduced the new staff inembers: Vickie Loftice, Recreation
Coordinator and Dawn Reiman, Recreation/Athletics Clerk.
Mr. Bruwne reviewed the Following:
ITEM 9: Skateboard Ramp
Mr. Yates has approached the Department in reference to a skateboard ramp
being erected at Richfield Park. The points of consideration are:
1. We must consider the liability c:oncerns for North Richland Hills.
2. Is park larid available, and if su is this the best possible use of
available land?
3. RYA is installing a new "T-ball" diamond an the south end of the
existing fields reducing open passive recreation park space.
4. Control of curfew in the park and the lack of supervision.
The floor then became open for discussion on liability, providing
supervision, and whether or not it should it be a commercial enterprise vs
publie. service, The City of Keller is erecting a ramp and information frc~m
them and Grapevine should be received prior to a scheduled tour.
ITEM 11: Master Plan 1990-95
The Board's endorsement and support was requested for the 5 Year Master
P1an. It would need to be recommended to Council to make funds available
to have the Plan professionally prepared.
ITEM 10: Department Goals and Objectives
Input, involvement and support from t.he Board is needed for the
Department's goals and objectives for 199d. The attached goals and
objectives have been submitted and approved by council for 1989.
ITEM 12: Mandatory Park Land Dedication
City Council requested staff and the Parks and Recreation Board to prepare
and hold public hearings concerning mandatory park land dedication
ordinance.
Adjournment of the Pre-Board meeting was announced at 6:35 P.M. for five
minutes ta prepare for the regular meeting.

MEETING CALLED TO ORDER . David McGilvary, b:33 P,M.
APPROVAL OF THE MINUTES . Ms. Battles made motion to approve and accept the
Minutes of the November 7, 1988 Parks and
Recreation Board meeting,. Mr. Tipps seconded the
motion. Vote was in favor of acceptance by those
in attendance at the November 7, 1988 Board
meeting.
NEW BUSINESS .
ITEM 4: PARKS DIVISI013 UPDATE
Mr. Giacomarro gave the following repoxt:
Fossil Creek Park: Work is continuing on the drainage ditch between
fields 2 and 3. The bleacher seats were vandalized on Decearber 31,
1988. Replacement seats are currentl,y being completed with wood
slats. Restrnorns are being painted and the comunodes are being
replaced.
Richfield Park: The parking lots are almost campleted. The restrooms
are being repainted, they are currently trying to get the toilets
replaced.
Narthfield Park: The work, on a permanent sand volleyball court near
the gazebo is near completion. A1so, ~epairing and repainting is also
- being done at the park.
ITEM 5: RECREATIONJATHLETIC UPDATE
Ms. Walsh gave the following report:
In November 1988 an NYSCA Clinic was held and 16 coaches were
certified. The Employee Sportsweek Committee wrapped up with a final
meeting with positive comments from the Committee membe~s. Parks and
Recreation staff attended Human Behaviar warkshops held at City Hall.
The Division held a Mens USVBA Tournament with 12 teams participating.
Ms. Walsh also attended a North Texas Recreation Association (NTRA)
meetin~ in Farmer's Branch.
In December 1988 the lst Annual Tree Lighting Ceremony was held witli
200 people attending. Registration for classes began for classes to
begin in January 1989. Mens and womens volleyball leagues ended with
great suecess. JTPA and Riehland High Schaol have provided a young
man ta work in the Recreation Center, his salary is being paid by the
State. He assists in preparaing rooms fnr rentals and issuing
equipment. Results of the Citizen Survey are included in the Board's
packet.
ITEM 6: NORTH RICHLAND HILLS SENIOR CITIZEN CENTER REPORT
Mary Ann Gibson gave the following report:
_ The Center's "Holiday Open Hause" was held on November 17 and was well
attended. Our participants provided gre~t refreshments, decorations
and crafts (ceramics display), The Mayor and City Manager of North
Ricliland Hi11s attended, as well as otller cammunity guests and farnily
members, We are sa proud of our Center and enjoy displaying it to the
public.
In December the Center h~d a program from Social Security and Mental
Health Association, as well as electian of officers for the Center
Council (1989), For the entertainment, we attended the Senior Citizen
Center Dinne~: Dance at tYie Roundup Inn and had a Christmas Party on
December 22. Steve Papagano of the Fire Department played "Santa
Claus"' again, Jim Browne played the p1~11U far the sing-a-long and we
had a visit from Mayor Tommy Brown. A New Year's Eve Party was
celebraCed on December 30 with a potluck lunch.
In January 1989, in additian to nur numerous regular activities, we
plan to inteiact more with the community projects for all ages. The
Volunteers at the Center are always willing to do more, if they can
help anyone. The rest ~f January will featu~e a sing-a-long program,
a presentation by Kathy Rabinson of the NRH Beautification Commission,
swearing-in of the 1989 Center Cauncil Officers, a visit to a nursing
llorne by the craft class, fire drill, and a mental health prograrn.
There is always an open iilvitatian ta the Board and staff ta visit the
Senior Citizens Center and we encourage all to visit.
ITEM 7: RICHLAND YOUTH ASSOCIATION REPORT
Mr. Munoz gave the following re~ort:
Mr. Munaz announced that he had been re-elected President of RYA. In
intraduced the rest of the RYA Board of Directors. (A roster was
issued ta the Board members and staff with these new members listed
prior to tlze ~neetin~ beginning.) Mr. Munaz alsa stated that Mr.
Williamsan, Vice President, wauld be the representative of the RYA
attending these meetin~;s. Mr. Williamsan conunented that he felt the
RYA and City have come a long way in working together and it is a
ple~sure to work with the Board. The Board commented that they were
appreciative of their efforts and time.
ITEM 8: NORTH RICHLAND GIRLS SdFTBALL ASSOCIATION REPORT
Pis. Al1en gave the following report:
Ms. Allen stated that they were appreciative of the repair and
replac:ement af the stolen bleacher seats. She would like ta meet with
Mr. Giacomarro about the drainage area betweexi fields 2 and 3 at a
later date. This ar~a was considered as a warm up field. Completian
of the NRGSA building should be around the erid of January. `The Parks
Division has repaired the fences in tlZe gark ~nd crass ties were
layed. NRGSA will be repainting the dugouts, garbage cans, and
~leaning up for registxaLiun. Registratian dates are Februaryy 18, 25,
March 4 and 11 from 9 A.M. to 6 P.M. at the Outlet Mall. Informatian
flyers have beez~ mailed uut with this registration informatiun. Flyers
a~:e alsv bein;g distributed Chrough the schools. The Opening Day Parade
is scheduled fo~ April 1 beginnin~ at Richland High School. There will
be free hot dags and cokes, an open hause and an exhibition ~ame has
been scheduled. On January 15 a meeting of the North Texas 5oftball
Association will be held in Du.ncaxiville for fast-pitch presidents of
youth organizatioris. This meeting is for tournament bids. Once these
dates are set they a~•e published and distributed nationally. The
Board is welcon~e t~ the park anytime.
ITEM 9: PARR AND RECREATION DEPARTMENT CITIZEN StIRVEY
Mr. Browne gave the following report:
Iiicluded in tt~ie B~ard's paekets are the results of the Department
Citizen Survey. Of the 400 Surveys mailed, 200 mailed to the northern
~•e~ion af Che city and 200 to the sr~uthern re~ivn and those
distributed throughaut various city~ departYnents, 80 surveys were
returned (approximately 15%-20%). Randam mailing was done from the
City's water bill lists. This informatian is far the Board's perusal
over the next month ~nd discussion by the Baard can be dune at a lateY-
time. Staff will cornprise a synopsis of the survey.
ITEM 10: DISCUSSION OF NATIONAL YOUTH SPORT COACHES ASSOCIATION CLINICIAN
CFRTIFICATION OF ~ERS OF YpUTH SPORT ORGANIZATIONS
Mr. Browne explained the amended natianal palicy of the t3YSCA as it
pertains Ca who is eligible to be certified as a clinician to conduct
training programs. Initially, there were restrietions that clinicians
were ta be people who were workin~ in Che field of parks and
recreation. You had to be a member of a city department who tiosted or
sponsored the chapter.
Since that time,the policy has been expanded to include members of the
yauth urganizations themselves to be trained and certified as
clinicians and conduct the training clinics; with one stipulation -
those condueting the clinic can not be actively coaching in that
particular sporC at that particular time.
The benefits the yauth organizati~ns abtain is that they will have
mare direct involvement ttirou~h their Board Members and Commissioners.
The ~lirYicirans are obviously ouC on the fields and have first hand
knowledge of these activities and can reinforce the principals of the
pr~gram. This ~ias beeri a shurtcaming of the Parks and Recieativn
Department c~u~ to the lack uf staff and ability to be on site and
o~serve and p~rticipate.
In canclusioiz, the program w~uld be more effective if tlZe people whc~
a~e benefitiiig from the progratYi or people giving the instructian are
there tu give the necessary reirzforcemerit or observations needed for
~utnpliance oI the Ethies agreen~ent. Alsa, this wauld provide the
c~rganizations a bett.er c~ppurtunity Cci cc~nduct clinics. One of tlle
diffi~°ulties the Depait.ment l~as exp~~ien~ed in dealing witli a variety
of ~rnups is being able to provide enau~Yi opportunities for evezyuue

Parks and Recreation Departmei7t would still be very actively invalved
in the program in that we are still the official chapter for the city.
We wauld assist in c:oordinating the paperwork, sending rosters ta the
nation.al and state offices, pruviding the written materials, video
tapes and the space needed at the Recreatiun Center.
Mr. Browne's recommendations are:
Tt~e yuuth arg~nizatian5 select their board members to be~ome the
certified clinicians due to their leadership capabilities. The Parks
and Recreation Baard suppozt the change of this procedural guideline.

- Questioned whether parents could be clinicians.
Answer; Mr. Browne stated that he would recommend that Board
members of the organizations become the clinicians.
- Questiuned if the Re~reation Center would be available rent free.
Answer: Mr. Browne reassured the organizations that a room at the
Recreatian Center wauld be available free since the
Department directly sponsors the North Richland Hills NYSCA
Chapter.
- Questioned if after attaining a Caaching Lifetime Certificatiuzi
could yau become a clinician in that sport.
Answer: Mr. Browne explained that a clinician could not be actively
coaching in that particular sport during the league or
season
- Questioned if ~ertification fees would still be $15.00 per year per
sport certified.
Answer: Mr. Browne stated that the standard fee of $15.00 per year
per sport certified wauld remain the same and that the
NY5CA National Office received these monies. The City daes
not ~ain m~netarily throu~h this fee.
- Questioned what iterns would be available far clinics held outside
the Recreation Center.
Answer: Mr. Browne stated that the written material, video tapes
and TV(VCR would be made available if the Recreation Center
was used. If the clinics are held outside the Recreation
Center the TV/VCR wauld not be available, but the video
tapes and written materials would be provided.
- Questioned why a coach or parent cauld not be ~ clinician in that
sport,
Answer: Again, Mr. 8rowme explained that this is a ruling of the
NYSCA National office statin~ "a member of the organization
not actively coaching that sport cc~uld be certified as a
clinician". Mx•. Browne added that he recommends that the
Board members be the organization's clinicians.
Mr. Offield mad~ the following comments:
- Wauld like to keep the commitments made to the city by certifying
the ~oaches.
- To care for the youth by insurin~ coaches are eertified in a timely
manner.
- Wi11 be pushing to certify all the youth sports.
- Clinic times would be mare a~~ailable to coaches.
Mr. Meed made the following comment:
- The youth organizations could police the activities better.
Mr. Massie made the folluwing camment:
- City and yauth organization can be sued for gross negligenee hy a
volunteer youth sp~rts ~oach.

- Mr. Parks supports this new guideZine due opportunity ta have the
pr~gram enforced aizd policed.
- Mr. McGilvary agreed that the board meinbers of the youth
or~anizations shauld be the clinicians due to many benefits the
yuuth urganizations and the city staft wauld receive.
- M~. Davis felt that without the city staff holding the clinics that
it would become to easy to "lose c~ntrol" af the pragrain. This
policy must be monitnred.
- Mrs. Battles voiced her c~nrern that clinicians shauld be people who
could conduct the clinies well.
Mr. Browne reassured the Parks and Recreation Board that the clinics
t.~ certify/train the new clinicians wauld be taught by staff. All
paperwork wauld still be handled by the city staff and feels the
leadership the y~uth organizations have would be responsible in
foll~wing through and complying with all the NYSCA rulings and
guidelines.
ITEM 11: DISCUSSION OF OTHER ITEMS
Mr. Massie, NRGSA asked Mr. Giacomarro to explain what Pa~k
Improvements meant and wha.t were these improvements as stated an the
Parks Divisian Monthly Report.
Mr. Giacc~marro stated that improvements, for example, would he the new
permanent sand volleyball caurt at Northfield Park. Imprvvement is
the upgrading of appearaxice and usefulness af the parks.
