APPROVAL OF THE MINLTTES: Motion was made by Ms. Battles to approve and accept as submitted the minutes of the Mar 1, 1988 Board Meeting. Motion was seconded by Mr. Feilimore. Vote was unanimous in favor of acceptance of the minutes by those in attendance at the March 1, 19E8 Board Meeting. NEw Busri3~ss . ITEM 4: PARKS DIVIS~ON 'JPDATE Mr. Giacomarro gave the following report: Fossil Creek Pa~k: Electric power has been connected to the new building. Ii1 budget preparation, it has been proposed to replace ligllts and pales on one field each year until all are replaced. Norich Park: There have been some minor vandalism and graffiti ~ut basica y fera problems at this park. ~ RichfiEid Fark: RYA is working on scoreb~oths for tlzeir seasor: t~~ at start~ z~p~ il 21th, ~~e are waitii~g f~r a wcrk order tc camplete repair r~f ladiES res~raom. Northfie].d P«r}~: Ther~ has been lighting problems ai,d timer pro lem~ cn tihe ballfields. For a week lights were controlled by hand. These prablems have been corrected and everything i~ automatic n~w. Discussion: Mi. Giac~marro distributed a report showiizg the amaunt c~f n~aney 5p~I1'~ by the Parks Department for Each facility it mair~tains. Mr. Giacomarro explained that the Commuility Center was not ir~cittded ii1 the budget for this fiscal year. Iu furth~r discussion Mr. Giacomarr~ stated that the largest items are ballfield and street lightinq. Mr. Giacomarro also said that these accounts are running a deficit and it is possiblE that this deficit cauld be subtractEd from monies allocate for next years budget. ITEM 5: RECREATION/ATHLETZC UFDATE: Mr. Browne gave the foll.owing report: A. March 3rd tdonica walsh and Mr. Browne interviewed about 20 NTSU students for a summer intern position to try to start a y~uth tEnnis and summer day camp program. The intern ` selected will work about 40d haurs this summer and will ~e paid from these programs. B. March 12th Joe Stcpan, Regional Supervisor of Officials for the USVSA, conducted an all day clinic for our volleyball officials and tllose frcro surrounding cities. Twenty four persons atte~~ded th~ cYinic and were certified. C. Tlle Humane Sc~ciety Cat Show heid at tlie Recreatian Center had 7Q ~iitries . D. Three of our aerobics instructors passed th~ Aerobics and Fitness Association Qf America examination and were ~~ertified by the Kenneth Coaper Aerobic Research Center. E. March 26th we held the TAAF Region 4 Co-Rec Major volleyball Tournarnent. Three North Richland Hills teams finished in the top four places with two of those teams qualifying for the state taurnament. F. Sgring saft~all started March 14 ;aith 84 teams registering foi 11 leagt~e~. ~28,OOc3.0~ was collectEd in league entry fees. ~ G. NYSCF~ clir~ics for baseball and scftball were held on March ~9 & 3I. 85 first y+~ar certificates were given, 70 to members c~f F.YA and i5 to inembers of NRGSP.. 51 secorid ycar certif2cates werE given, 3~ ta mem~er~: of Rr'A and ~1 to members of NRGSA. This gives us a total of 13G ccaches attei2ding thE~e clinics. WE will huld ane mc~re clinic on April ~6 & 28 for those coaches who missed ~r are added to t.eams . H. This past Saturday the Recreatian Department held our first annual Ea6tE+1 Eqg Hunt. The Easter BUilily was there, we gave away a live rabbit and other prizes. Approximately 500 kids collect.ed eggs and had a great time. our Sei~ior Citizens Center donated ceramic rabbits as prizes. we also had 65 kids particip«tE in an egg decorating contest. Ribbons were given to category winners. Z. Our dance class~s will be perfarming at trie Faur Seasans Tdursing Home di1Cl at North Hills Mall in t2ie upcoming we~}:s . J. April 15th the TAAF State Co-Rec Volleyball Tournament will bE held at our Recreation Center. April 22 we wil]. host the North Texas Recreation Associatian meeting. Liscussiun: Mr. Fenimore asked if gymnasium participation had declined since basketball seasc~n ended. Mr. Browne responded that we llave naw issued 1,ZI1 ID cards and that some participation in the qymnasium had drvpged, but it will probably pick up once people find it is not scheduled for league play two or tliree nights a week. ITEM G: PdORTH RICHLAI3D GIRLS SOFTBALL ASSI~. REP4RT The Chair asked for a representative from the NRGSA. Ken Graves gave the following repart: Tlzere was a misunderstanding abaut caoking ham~urgers. NRGSA thought if the hamburgers were cooked autside t3-,e concessi~~n stand that Envir~izmental Services would have no object3.ons. Mr. Graves also said that lze believed that the youth groups should have been asked for input before the food ordinance was written. ITEM 7: NRGSA REQUEST FOR A BUDGET ITEM The North Richland Girls Softball Association would like to ask to be allowed to move the fences surrounding their ~allfields. ~iscussion: Mr. Davis asked if this was tlie ~ame fencing change ~hat was discus;;e3 last year. Mr. Gravcs responded that last ~,~ear his organizatic~n as}:ed to put up f~iicing to ;r~a}:e one CE1~~1 dI Entrance tc~ t.he ballpark, aiid tlzat proj ect has been c.ompleted. Mr, Farkey a~},e~ if NRGSA was asking the city to fund mcving the f~i~~es. Mr. Graves said that they were asking the ~~ity to fund the moving, but that i1RGSA wculd try to dc as mucil as they cc~uld suclz as volunteering manpowEr. Mr. Fenimore made a motion to make an item iii the Park~ Departm~nt's 1938J1989 Budg~t to replace and move the lighting and fencing at the ballfields at Fcssil Creek Park. Ms. Battles secoi~ded. Vc~tE was unanimous in favar af approval. Mr. r,raves thanked the Board for listening ai7d participation in the buildiilg prcject at Fossil Creek Park. ITEId 8: IdRH SENZOR CITI%EN CENTER REPORT The Chair asl~ed for a representative from 23RH Senior Citizeil Center. Mary Ann Gibson gave the follawing report: Four volunteers fram our center were honored for contribtrting over ~ 254 haurs af volunteer service each. They were honored with a luncheon given by Sei~ior Citizen ServicES at Round Up Inn. Hazel and Milton Wright won first prize in the AmErican Heart Assc~ciatic~n Wa1k-A-Thon IZeld recently at Nortll Hills Mall. Tlie ~enter had its monthly n~ovie and popcarn party, a brea}:fast, Saint Patrick's Day party, and the dietician presented a talk titled "Dieting for Health's Sake", Plans are being made to put on mc,re fitness programs at nursing homes, etc. April opened with a Welcome Spring Luncheon. On April 7th, Saint Joseph's Hospital will llave a representative out to spea}~ on cholesterol. Other activities planned for April include a field trip to North Hi11G Mall, a volunteer appreciation coffee, and a birthday party. The Center is in tl~e process af being repainted on the ii~side . ITEM 9: P.ICHLAND YOUTH ASSOCIATICN T't~e Chair asked for a representative from RYA. T~rry Higgs made the follawing camments: After an inspection of the concession stand operated by RYA, Enviranmenta3 Services representatives tc~ld RY~ that they cauld not continue to cook and serve hamburgers from this'facility. Mr. Higgs expl.ained ti~at Lhe moiley recEived from conces~ians constitutes a very large part cf the revenu~ gen~rated by R~A. ; Pam Burney, Dirfctc~r of Eiivironmental Services gave the following explaiia4i~~n of the duties and purpose of Yier department arid 3zow this rrlates to the situation with FYF,: On October 1, 19~7, tlie city established thc Enviroiiir~er,tal Services Depnrtment and to~k over foc~d service wor}: doi,c previousiy by the Tarrant Caunty H~alth DEpartmeiit. Ordinanr.e 148~ set up the rules tliat EriVlrGilItlclltdl Services wor};s uuder, at tl~at time tl~c City also adopt~d ~u1es aird Regulations of tlie Texas Departmcilt of Health. Zn writir~g Ordii~ance 1489 special provisions were made for cammunity based sportiilg events. ThESe events are exempt from fees tliat the city charges all other establishments t;iat serve faod. Ordiiiauce 14b9 reads, "Coucession st.auds wliich aperate at a fihed location and in conjunction with scheduled community ba~ed sporting or recreational events are exempt provided: 1) such establishments are bath owned and operated by 11011p10fZt organizativn:. based Wl~Illil tlze city 2 j preparation aii3 serving of potentially hazardous faod shall be restricted to only triose pre-cooked patentially hazardous food products requiring limit~d preparation such as heating, seasaniizg or serving". ThESe requiremEnts eliminate any kind of cooking whatsoever. Under this provision the organi~ations would only be allo~ed to lieat ~,re-cooked items which limits them to hot dogs, nachos, and popcorn. Discussion: Mr. Parkey asked if hamburgers could be cooked off premises aiid brou~ht in. Ms. Burney answered this wauld be allowable only if they were cooked in a commissary that is iiccnsed by the StatE of Texas. Tliis is a requirement of the cades for the state. Tarrant CtyUll'tY only allows tlle sale of prepar.k«qed food such as chips. Mr. Higgs iilquired what the cost would be for a rzgular catitmercial permit . Ms . Buriiey replied tliat for 5 employees or less it would co~t $150.d0 per y~ar, but there is seasonal permit good for 4 months that cnly costs ~100.00. Ms. Burney cantinued that before a commercial or seasonal pzrmit is gran~ed the facility must come in to complete compliance of the cades for a business. Ms. Burney said that after discussing with the cities of Irving, Dallas, Arlington, and Tarrant Couut~ tllat Narth Ricllland Hills was the only one that even allow~d the heating cf hot dogs. Ms. Burney informed F,YA that the problems with the restroom facility had been ttirned over to Support Services far repair aild should be fixed ~y saturday. Scruggs asked how th~ hourly rate is figtired for tlze 1.iyhts. I~r. Brownc said that the utility company tiad informed him that the lights cvst approximatEly ~3 . C0 per hour per f iEld and t1lE rent.als are ciiarged $15.Q0 for an hour and a half. Mr. Scrugqs said tliat his aGSOCiation ca~i't practice T-ba11 because of tl~e soccer reiitals. t~r. Petika said that the soccer associatian does have the right to rei~t the fields. Mr. Parkey asked if the cantract signed by RYA does not give them exclusive use of the fields. l~r. Peti}:a rFFlied that th~ soccer a~sociation daes I10~ rent the softball fields. Mr. Petika explained tYiat R~c'A does have exclusive r~ghts duriiig th~ir scheduled p1ay. Ms. Sattles suggested that the rental deduction might be reflected on tlle billing, so that RYA can see the a~nauilt paid by the soccEr associations. r ~ ITEM 10 DISCliSSIGN OF OTHER ITEMS Tr,e Chair ask~d for further discussion. Mr. Parkey ~aid tllat one solution is day time use only for trie playgrounds and to close the park at night. The vote was unanimous in favor of approvsl. Ms. Burney ask~d if the Ba«rd would Zike for Environmetital Services to prGpare a policy stating wliat the regulatior,s are f~r conce.sions such as the ones op~rated by RYA and NRGSA.
