APPROVAL OF THE MINUTES: Motion was made by Mr. Tipps to approve and
accep~ as submitted the minutes of the Feb.2,
1968 Board Meeting. Motion was seconded by Ms.
Battles. Vote was unanimous in favor of
acceptance of the minutes by those in
attendance at the February 2, 1988 Board
Meeting.
NEW BUSINESS .
ITEM 4: PARKS DIVISION UPDATE
Mr. Giacomarro gave the following report:
Fossil Creek Park: Two picnic tables valued at 5321.00 each were
st- o~en some time last week end. The NRGSA restroom is aimost
completed. An electrician has been called to repair the lights
on the ballfields.
Norich Park: The walk has been completely removed and soil has
been put in to replace it, hopefully the grass that was sown
~ will be growing soon. The children's swings have been replaced.
On the adult swings the chains have been replaced.
Richfield Park: An electrician has been called ta repair the
gzts on t~ie-ballfields.
Northfield Park: The first tournament of the season will be
play~ tTiis weekend. There has been vandalism of the restrooms
and drinking fountains.
Discussion: Mr. Davis asked if the picnic tables would be
replaced. Mr. Giacomarro advised him that the remaining tables
were moved to facilities that were occupied and that cheaper
tables would be put at the park. Mr. Fenimore asked if the
tables were set in concrete. Mr. Giacomarro told him that the
tables were bolted in cancrete and the bolts were evidently cut.
ITEM 5: RECREATTQN/ATHLETZC UPDATE:
Mr. Browne qave the following report:
A. The March/April session registration for recreation classes
is currently being conducted. Registration revenues for
this session are currently ~6,478.00. Twa aerobics classes
have been mo~red to a larger room to accammodate the large
class part3.cipation. Recreation class revenues since
October equal $22,712.00, which is over ~6,004.00 more than
we did all last fiscal year. The recreation staff has done
an ou:tstanding job in getting all Lhese registrations
processed.
B. Rental demand is very hiQh. we ha.d over ~1,500.00 in room
and gymnasium renta3s in Febru~ry. However, we are on
occasion turning rentals away due to a lack of chairs and
tables. U~ifortunat~ely we can not purchase additional chairs
and tables since budqet restraints have frozen all capital
accounts. We will submit decision packages for additional
furniture in the upcoming budget.
C. Since implementing the ID card system six weeks ago, we have
processed almost 1,000 ZD cards (920).

D. softball reqistration is currently underway with
appraximately 40 teams registering during the resident and
returninq team early registration period last week. Open
registration continues through Tuesday, March 8th with our
team managers meetinq scheduled for Thursday, March 10.
League play beqins the week of March 14.

E. On February 16th we held the Adult Basketball Championship
from our inaugural basketball season. The Tuesday League
winners defeated the Monday Leaque winners with both teams
earning berths to the TAF?F Regional Tournament in Arlington.
Response to the basketball program was very good with 75~ of
the tea~s requesting that we hold a spring basketball league
in addition to the winter league just completed.
F. NYSCA clinics have been set with the RYA for baseball
coaches on March 29th and 31st. Those dates have also been
tentatively agreed to by NRGSA for their softball coaches.
The NYSCA has increased tlie excess liability insurance
coverage for each coach from $300,~00.00 to ~500,000.00
without an increase in the clinic fee of $15.00. Mr. Browne
5tated that he will have the opportunity to speak and make a
presentation of our implementation of the program at the
TRAPS Conference and the NRPA SW Regional Training
Institute.
G. The North Texas Food Bank and Department of Human Resources
notified us last week that the availability of food
commodities w311 be greatly reduced in the very near future.
As a res.ult April will be the last month in which we
distribute food commodities through the Recreation Center.
H. Thursday Monica Wa1sh and Jim Browne will be goinq to North
Texas State University to interview potential interns to
po5sibly develap a youth tennis program or summer day camp
type of program.
I. If the Board had any comments or suggestions concerning the
Mas~er P2an Survey, we will he glad to consider them prior
to submitting the final survey draft to the city
administration staff for their approval.

April 22 NRH will host the NTRA meeting at the Rec Center
Discu~sion: Mr. Browne was asked to further explain the intern
program. There was some discussian of adding summer employees
when the next budget is prepared for City Council approval.
ITEM 6: NORTH RICHLAND GIRLS SOFTBALL F~SSN. REPORT
The Chair asked for a representative from the NRGSA. There was
not a representative present.
ITEM 7: NRH SENIOR CITIZEN CENTER REPORT
The Chair asked for a representative from NRH senior Center.
Mary Ann Gibson gave the following report: In February
breakfast was served and two City Council representatives
attended. Breakfast will also be served in March all Board
members are invited and can call the Center for dates. The
United Way filming was very exciting. One ot the still photos of
the exercise class will be used in a United Way brochure. The
NRH Senior Center fitness class gave a demonstration at a
Richland Hills nursing home. The director gave a nutrition
proqram. Other events included a Leap Year Day party and pot
luck lunch as we11 as movies and popcorn. In March the
activities wi11 include a Sain~ Patrick's Day party and a trip
to the Museum of Science and History.
ITEM 8: RICHLAND YOUTH ASSOCIATION
The Chair askad for a representative from RYA. Daniel Munoz
gave the following repor~: RYA has started sign ups and has
already sfqned approximately 170 children. RYA has been asked
by the Pony League to host a Girls Softball Tournament the last
week of July, it wili be voted on by RYA at their next meetinq.
Discussion: Mr. Munoz asked if staff had gotten an answer from
Texas Utilities concerning their billing. Mr. Petika told him
that staff had contacted TU, but they had not responded yet.
Mr. Munoz asked if RYA needed special permission to make repairs
to the concession stand at Richfield Park. Mr. McGilvary told
him that any ehanges were allowed as Iong as they met city
building code requirements. There was discussion concerning the
Pony League tournament falling under the contract RYA has with
the city. The Board fe2t it would be a compliment for the city
to host this tournament. Mr. Davis asked if admission would be
charged to the tournament. Zt was explained that charging
admission was against city ordinan~e, but donations could be
. accepted. It was also explained that persons that chose not to
donate would still have to be admitted.
ITEM 9: DISCUSSION OF CORPORATE/HOTEL MEMBERSHIPS
Mr. Bill Watson, manager of Texian Inns, answered questions
that the Board had coneerning this proposal. There was
discussion abaut liability. Mr. Watson said that he would
furnish staff with a copy of the liability form the hotel has
guests sign before using an off-site facility in Oklahoma City.
There was alsa discussion about the orientation presentation
being waived, but it was decided that anyone using the facility
weight room should have proper instruction. Mr. Browne was
asked if the facility could accommodate it if several companies
w.~ participated in the corporate membership for employees. Mr.
Browne said that he did not expect large numbers of people to
participate.

, Mr. Lambert made a motion that the Parks and Recreation Board
recammen~ to City Council that a hotel/motel membership be made
availabie for a minimum ~200.00 annual fee which would provide
10 guest passes which could be used by hotel guests throughout
the y~ar. Additional passes could be purchased for a fee of
~20.00 each if more are necessary. Mr, Tipps seconded the
mation. ~ote was unanimous in favor o£ approvaZ.
Mr. Tipps m~de a motion that the Parks ~nd R~creation Board
recomaiend ta City Council that a carporate membership (for
businesses located within North Richl~nd Hi11s} be made
available for a$300.00 annual fee which would allow up to 150
employees to use facilities at a rate equal to that of
residents. Any e~gloyees in excess of that first 150 would be
char~ed an additional fee of $2.00 each. Ms. Battles seconded
the motion. Vote was unanimo~s in favor of approval.
ITEM 10 DISCUSSTON OF OTHER ITEMS
The Chair ask~d for further discussion. Mr. Petika informed the
Board that three video tapes had been made available
through the ~~tional Parks and R~cr~a~fon Association. These
tapes detail th~ du~fes ~nd resgonsibilities of boards such
as this board. Th~se tapes will be in parks Admini5tration
€ offices should anyone be interested in viewing them or taking
the~ home for viewing,

Mr. DougZ~s made a motion to adjourn. Mr. Lambert seconded the
motion. Vote was unanimous in f~vor of adjournment at 7:40PM.
