APPRDl1AL OF THE MINUTES: Motian was made by Mr. Tipps to appro~e
and accept a~ submitted the minutes of the
June 2, 1987 8oard Meeting. Motion was
second~d bY Mrs. Battles. Vote was unanimous

in attendant~ at the June 2, 19~7 Board Meeting,

NEW BUSINESS :
ITEM 1 ; PARKS [~IVISIC~+t UPDATE
Mr. Giacamarrv ga~e the following report:
Regutar youth softball/baseball seasans haWe concluded.
Fossil CreeK Parka The NRGSA has not campleted #he erection af the
bathroom facilit~

ParKa DeliuerY af the m~tal pan~el far the damaged slide has not
been reteiv~ed. There is a propased deli~ery fa~ this wEeK.
Rict~field ParK: O~er the 4th af Ju1y weeKend the bathraom~ and concession
stand were vandalized. 'fhe new deodarizing canister~ were ripped from the
walls in the bathroon?s. The r~taining bar an the conce~sion stand was
Gent. The scorebooths were alsa uandalized bY tearing the locKs off the

doors.
Mr. Giacamarra recortmended to the Baard that RYA be a.sked to remo~e the
top partion of the booths. The boeths ha~e n~~er been fuliy repair~d.
These boo#hs ~iso pro~ide a place for criminai mischi~f by our youth.
Mr. McGitwary asKed if this had no# been requested at ar~ eariier Baard
me~tinp. Mr. Giacomarro did confirm that they had been requested to
rep~ir or rema~e the scaret~oaths. There has been little attempt tc keep
these booths tlean. Mr. McGit~ary requested Ehat a tetter be prepared
with the past dat~s ~f request far the reparatian ar rema~al of the top
pvrtion of the ~c~reboo#hs. Mr. Tipps requested that a time #abte af 30
days within the reteipt af the request. Mr. Tipps made a mo#ion to send a
letter to RYA in reference to pre~ious meetings requesting RYA to compty
in repairing or r~mo~ing the tap af the scarebooths.
DI~CUSSiON: Mr. Daui~ stated that if the Gity taKe~ the tops off af the
score~ooths then the RYA will be billed at the haurly ~ate t~e City
charges. Mr. GiacomArro stated that if the tops are remo~ed a roof will
ha~e to be instatled due ta t~e rain coming through and reaching the
electrical sy~#ems. Mr. PetiKa stated that he would research these
actians and if appro~ed will draw up a lett~r for Mr. McGil~ary's
~ignature. If denied, he will cortununicate t.he facts to the Chairman. No
further discussion was held.
Ms. Battles seconded the motion. Vate was unanimaus in fa~or of a tetter
requesting the remo~at af the top portions of the scor~booths at Richfield
Park by the Rithiand Youth Association be ~~nt to the president of the
RYA.
Northfield Park: Zhere w~re no probtems for discussion.
ITEM 2: RECREATI ~J1ATiiLETI C tJPDATE:

Mr. Br aan~ a#tended a# meeting held by #he NE Fine Arts League at the
Cha,mber pf Ca~nerce and tooK a propasal to them. The proposal was for
them to the organization Fall Fest scheduled for October and they agreed
to a~.sume the orgxnizatian and co-sponsor~hip of the e~ent. The NE Fine
arts League is also hea~ily in~ol~ed in the Grartd Opening.
The NRH-Athle#ic Official's Association Men's Dpen Tournament to ha~e been
held on Jun~ 13 and 14 at Narthfieid ParK was rained out two consecuti~e
weeKends ar?d canceTled to b~ resch~duled in the Fa11.
The NRGSA did host the TAAF Region IV Mino~, Juniar and Senior Girls
Fastpitch Regional Tournament on Jun~ 26-c^8, 1987 at Fossil CreeK ParK.
The NRH-PARD will host the Men's "B° R~gionat Taurnament at Northfield
ParK on July 17-18, 1987. TwentY-faur team~ are ~xpected and the top
three teams will be forwarded to state campetition. The Baard is in~ited
ta ab~er~e and participate.
This day marK~ the conclusian of the Regular Spring 1987 5oftball Season.
The ~t~r Telegram did an article on Terri Riehi's gymnastics clas~. This
ia~t ses~i~n`s registratian made up the largest number af students for a
qymna~tics class e~er.
The Ghair ask~d Mr. TiUpS tv ~i~~e a r?port on the Gra.nd Ooenino.
Mr. Tip~s stated that the Grand Opening was set for September 2b, 1987.
Mr. Charles BrinKley is the tiaison between the PARD and #he Library. The
ribbon cutting is set for 30:00 AM. Mr. Harold Taft, of Channel 5, as
well as other wetl Known telebrities, will be present at the Grand
Opening. Mr. Tipps continued by giving a sun~?ary of an hour by hour
events scheduled, white noting that there were se~eral apots not yet
filted. The~e wi1i be variaus atti~litiea such as aerobics, wheel-chair
ba~ketballf dance, gymnastics, karate, dog ob~dience, et~., as well as
exhibitions, and a chili cook-aff (Mr. Richard Dauis will be the Chi{i
Chief), etc.
A guest ii~t wa~ requested from the PARD for the special in~itations.
ITEM 3: REPORTB:
A. North Richtand Girls Softbalt Associatian
The Chair asked for a representati~e of the NRGSA for a repart. There was
not a representatiue present.
B. NRH Senior Citizens Center
The Chair asked #or a r~Qresenta#i~e of the NRH-5CC for a repart. There
was no# a rrpre~entative present.
~ C. Richland Youth Assacia#ion
The Chair a~ked for a representati~e af the RYA for a rEport. There was
not a. repre~entative prese~t.
ITEM 4: DISCUS~IQN pF OTHER ITEMS
The Cha~ir ref~rr~d to an ordinance in which de~elopers will be required ta
dediGate land for parks. M~. Richard Royston, Director of Planning and
Devetapment, made #he following comments:
Mr. RaYston and Mr. PetiKa ha~e spoKe se~eral times to eath other abaut
this ordinance. Council has now di~ected Mr. Roystan to proteed with thi~
ordinance. The variou~ ordinances enacted earlier by three other ritYs
ha~e been under attarK and ha~e suruived. The i#em befare the Board is a
revisian to the sub-di~ision ordinance in which anyor~e wha prESents a plat
on a residential property undrr the r~atioa that are in the ordinance are
required to dedicate property o~ tash in tieu of praper.ty deprnding on the
size of thei~ project. There i~ a re~tersat clause af two years on the
cash dedicated to the City on a p~rcentage of the money. The monies must
be used in the same zone in which it was reteiued foF a new park or
impra~ement in a present park. The Planning and ~oni~g Cortwn+ssion has
seen the ard+nance and appro~e~ of it. It will go before the next P~2
me~ting on Thursday and will f~a~e one (i) public hearing for the
de~eloper~. Mr. Tipps asKed about the plan~ for a municipal galf caurse.
Mr. Royston stated that it would be difficult #o find an area l~rge enough
to put a si$n[ficant golf taurse on. The Board's support was solicited.
The Ch~ir asked for a motion from the Baard f or support in this ardinance.
Mr. Tipp~ made a motion to endarse #he parK land deuelopment ordinance
Gef~re the Board. Ms. Battles seconded the mo#ion. Vote was unanimous in
fa~or o# suppor#i~g and endor~ing the parK land de~elopment ordinante.
The Chair asKed S#aff to send a letter to the Pl~nning & Zaning Comrriission
s#ating the Baard's support in this ardinance.
Letter t~ Mr. Petika #rpm Mr. Zimmer. Presiden#. RYA
(Reference the disciplinary actian by RYA against two coahces concerning
their fight~s/arguments at Richfield FarK.)
Mr. Tipps stated that at first he was offended by the tetter and their
action~ taken (he expected mar~ sQUeritr) bu# then reatized that this was
the RYA's busine~s and not a City matter.
Mr. Da~is stated that this maKes a mockery af the Baard and would liKe to
see RYA remo~ed frcm the Ci#y.
Mr. Tipps interj~cted that this is an internal issue with tt~e RYA.
Ms. Battles ~ta#ed that they stilt repres~nt our City and the Board bacKs
them up. Ewen though thi~ ane particular person was presEnt as a parent
he is stilt a certified coach of that a~sociation. Whe#her a coach or
parent hi~ actions were stilt out vf line. This Board has set up training
sessians so these things wautd not ha~e happened. In Ms. Battles opinion
they ha~e not acted according to what the BQard t~as asKed af the
assa~iations.
Mr. Tipps asked Mr, Brawne if the Citr has any recourse.
Mr. Browne stated that a policy has been se# up within th~ Department
worKing ~n the Board's recortanendation. The Chair asked Mr. PetiKa to
expTain the circumstances of this situatian. Mr. Petika stated that when
the policy wa~ set up the City of North Richl~nd Hills ctearly indicates
that the first recaurse of a compiaining indi~iduat in that organization
is to take it to their Board's Grie~ance Committee meeting. That
cortrnittee is to re~iew it. If that offense or a graup of offenses is
braught against the same coach a second tim~, then this Board could
initiate same tYR~ af action. This is not retroacti~e. Since the
inteption of this policy, #here has been one complaint against these two
particular indi~iduats recei~ed in Mr. PetiKa's affice. Mr. PetiKa
cautione~d the Soard again~t any harsh mo~es at this point. Obser~ation is
needed fo~ any future complaints against these coathes. The Board will be
notified if there is a complai~t and at that p4int the Board may act. The
~ City can not interfere in private business. In the Chair's opinian, the
~ disciptine taken wa~ inadequate. Mr. Da~is stated that he woutd liKe to
establish that the Board will not accept the~ excuse af "I was acting as a
parent". Ms. BAttles bacKad up Mr. Da~is' statement by stating that the
cfiiildren do nct look at these men as parent~, but loaK up to them as
taAChe~. Mr. Petik~ stated #hat staff wa~ also di~plea.sed but had to look
at it as ta what we tan do.
The Ch~air asked for further discussions. There was none.
ADJOURP~MENT : Mr. Tipps made a mation to adJOUrn. Ms. Battle$
second~d the ma#ion. Vote was unanimous in favor of
adJOUrnment at 7:21PM.
