Nortt~field Park: There w~re no protlems to be made aware of. ITEM 2: kECREATIONIATMLETIC U~GATE: Mr. Brown~ gaVe the following report: The time has expired fo~ c~rtification of youth sports coachea. There are same coaches not certified who ar~ coaching an our fields. (Two Goaches-Colt League ~nd 1 Caach-Euless team ha~e contacted this office for certification. They were gi~en an ext~nsion from the end of April to May 1~ in which ta achie~e their tertification. Th~y are now contac#ing this affice to set up certification. A time is now being coordinated during busin~ss office hours - they ha~e not contatt~d this office as to what day to began and complete certification.) -The NRH-Athletic Official's A~~ociation wilt host a Men's Open Tournament at IVorthfield ParK on June 13 and 14. The NRGSA will ho~# the Minor, Junior and Senior Girls Fastpitch Regional TQUrnam~nt on June 26-28, 1987 at Fossit Creek Park. The NRH-PARD witt host the Men's "B" R~gianal Tournament at Northfield Park on July 17-18, 1987. Mr. Barfi~ld, Owner and De~eloper of the Greert~alleY Raceway property has granted use of this praperty for the Founder's DaY Celebration. The nec~ssary permits and contracts are being pr~pared. Board Votunteers (ear~ni ttee) are need~ed for same of the planning. A Skills af StudY+n~ S~minar, conducted by Rithard SKipper, for junior high, high schoal and cotlege students, has requested use af the Cortmunity Center f or it~ seminars. This program is being conducted in other community cent~ers. The fee is ~85.04/p~rson. This kind of ren#al falls under a gray area in reference ta marketing praducts, religious funttions, political gathering. etc., accordinq ta a Gity resolution. The Board's guidance is reque~ted. Mr. Tipps ga:Ue the flaor to Mr. Petika. In refer~nce to Faunder's Day Mr. Petilta ~xplained that th~ timited alcohal permit will be the same Kind as the one used on th~ Wagon Train. One o4 tt~e funttions of the Voluntee'r Committee i~ that some ane needs to be the holder of the permit. The lease iv in being re~iewed by #he City Attorrtey. Mr. Tipps asKed if the cort~nittee could be the holder of the license. Mr. Petika explained that could not be, becaus~ the Board is a part of #he city go~ernment. Mr. Tipps asked Mr, Brvwne of the other duties of the Votunteer Cam?ittee. Mr. Browne stated th~t it woutd be a ca~ar?ittta to maKe contact~ with ser~ices arganizationa, etc. Mr. Parkey non?inated Mr. Fenimore to be the ChairmAn o# the $#eeri~g tValuntee~) Gommittee. Mr. Farks sugges#ed Mr. Tipps be the Co-Chairman of the Cortnunit#ee. Mr. PetiKa stated that the telebration will prabably take place in mid-October. Mr. Tipps addre~sed the Skills af Studying (SOS) and open~d the fioor for discussion. Mr. PetiKa beqAn by stating that the Bo~rd may onlr make a recommendAtion to City Council since this is ~bout a city resalution (Resolution 80-31) th~t forbids a profitabte orqanization from using the f~cility. If the Board feel~ tr~at this is ~ worthwhile pursuit, then recaixnendation would be forwarded to City Council. Mr. Tipps asked if this would be a one-time claas. Mr. Petika answered that he belie~ed it was. Mr. Browne stated that if it pro~ed to be successful they would probabty hald tfiis seminar again. Mr. Fenimore questioned whether anyone had experi~nced this seminar before, there wxs no answ~~. Mr. Tipps sta#ed that he feels that the ~chools should handle this and not the City and suggested tha# they contact the schoot district. Mr. Browne stated that the City of Richland Hills has approved usQ of their Community Center for this seminar. Mr. Petika ~estat~d #hat the city resa)ution does not permit marketing ~roups to ~ent city property. Mr. Fenimore made a recortmendation th~t ~ recortmrndation not be make and forwarded #o City Council in reference to SKilts of Studrino,. Mr. ParKey seconded the motion. Vote wa~ unanimous in fauor of the motion. In sunm~ry, Mr. Petika discus~ed a proposed amended Resolutian 80-31 that ha$ b~en submitted to the City's A~ninistration for re~iew. The otd Resolu#ion is outdated concerning building use policies for all facilities ta which this Department is responsible. ITEM 3: REPQRTS; A. North Richland Girl~ Softball As~ociation The Chair asked fo~ a representati~e af the NRGSA for a report. There was not a represant~ti~e pre~ent. B. NRH Senior Citizen~ Center The Chair a+sKed f4r a ~epresentatiWe of #he NRM-SCC for a report. There was not a representati~e present. C. Richtand Youth Aasociation The Chair asked for a representati~e of the RYA fo~ a repart. The fallowing report was gi~en. Mr. Terrr Hio4s. Vite-President. RYA. 54Q1 Stott Dri~e. NRH Mr. Higgs made reference to two tetters writteh about two coaehes - RicKr Hend~rson and Lynn Cranfill, 0114 to Mr. Browne, dated June 1, 1987 from Mr. Paul Ya~ndle and one to tMe RYA Basebal} Conmisaioner, Linda TurK, dat~d May 31, 1987 from Mr. We~ Claments. Mr. Higgs stated that he was not awre of the incident at Richfieid ParK betwaen Mr. Henderson and Mr. Cranfitl. When Mr. Higg~ learned of the intident, he then contacted Mr. 2inrner, Prrside~t~ RYA. A Board meeting has been called, All participants ~ will be in~ited and a decision wilt be made depertding on the f act findings of this meeting. An answer wiit be forwarded to Gity ~ta~ff and then on to the Parks and Retreaticn Board by the fir$t af #he next f ollowing weeK. Mr. H+ggs Btated that he was no# present A# th~ pArk when the incident toaK piac~ and does not Know all the circumstances of the ai)eged confrontation. RYA Bo~rd members pre~ent were M~. ~em 2immer, President, Lind~ 7urK, Basebal1 Camrnissioner, and Mr. Jim Nichais, from the Pony Ba5ebA11 As$aciation. Mr. Tipps confirmed with Mr. Higgs that the RYA will ha~P to poiice and make a decision: Mr. Higgs agreed and stated that they witl have ~ report in writing to Mr. Petika by Mond~y of next weeK. Ms. Battles azked if both coache$ in~ot~ed are certified. Mr. Higgs stated that they are certified. Mr. Paul Yaodle, 4728 MacKeY Dri~e. NRH Mr. Y~ndle explained why his 1~#ter was written to the City and not the RYA. During hi~ many years af inVOl~ernent in FtYA, he has neUer seen anything g~t resol~ed. There were officers of the As~oci~tion present. They should ha~e taken control of th~ situation bef ore it started. Ms. TurK was very "laxed" in her rrsponsibilities a~ Baseball Commission~r. If she had taKen control and taKen the two managers aside, this incident wauld probably not have e~ery fiappened. Ms. TurK A~ked Mr. Yandlr his opinion vf a ruling. Mr. Yandle did go through the NYSCA c~rtification. Mr. ParKey clarified that Ms. TurK a~Ked Mr. Yandle, a~pectatar, his opi~ion of a ruling. Mr. Yandle stated that was correct. Ms. 6attl~s questioned what the incident/ruting w~s About. This particulsr game was on its third rain-out schedute. The first game was rain delayed aftar one-half of the first innin~. The secand game - the bottom of t~e first inning and the top of the ~etend inning was played, and then ta}led due to rain and lightening again. There was a player in the }ine-up cn the first game, the second ga~?e - he was not tber~ and taKen out of the line-up, and the third game - h~ was pres~nt ag~in and ptac~d in the line-up. One of the managers felt that he should not play becAUSe he had already been tak~n out of the line-up, the ather fat# khat he shoutd play becAVSe of the age of the Kids. This was the main discussion. The of#iriat scarebook could not be found for 15-C0 minutes. Mr. Yandte Ke~ps a sco~ebook of the games (he has son an one of the teams) and Ms. Turk stattd that they would use Mr. Yandle~ personal storebooK. Mr. Yandle s#ated that they could but it was not the official scorebook. Mr. Yandle cantinued that this incident was handled ~ery laosely, Mr. Tipps conmented that the RYA has taken gr~at strides ouer the past few morrths. Mr. Yandl~ cancluded that he was not degrading the Association, it does ha~e ~erY gocd affic~rs and ~otunteers and putting forth a great eff ort to help the Kids. Mr. Feimore stated that RYA should hartdle this incide~t. If RYA does not do anything about this re-accurin~ problem, tfien the SGAPd witi looK a# this quite hard. Mr. Parks stated that he appreciates Mr. Yandle approaching the Board with first hand information. Ms. Turk did ~otunteer as Baseball Gammissioner, ghe was not etected. Mr. Chris William~, 7331 De~iile. NRH Mr. Wiltir~ms stated that he was ~t both canfrontatians. Mr. Williams also agreed with M~. Yandle's statements made at this meeting. NRH Mr. Clements stated that his intent in writing this letter was to ha~e action taKan auer this incident. The letter was addre~~~d to Ms. TurK, and the Board was ~i~en a capy as information. Mr. C)ements stated that he is trying ta work within the f~ameworK vf the organization. Mr. Clements alsa informed the~ Bo~rd that he acted in the capacity as a peace officer (DJFW Airport Board Patice Sa~rg~ant) and had to breaK #he coaches up frcun fighting. A second ac#ion as a peace officer wa~ warranted between the~a two coaches. Mr. kitKr Hend~rgon. 6649 Janie. NRH. Goach Mr. Henderson txpiained his sidr of the situation. Mr. Henderson agreed 100'l. that this situation ~hould be handled thraugh RYA. The incident was batween Mr. Henderso~, a coach, and Mr. Cranfitl, present in the capacity as a fan, though he is also a certified coach, The incident taok place off the field. There was no cantrol frsxn the commissioner or officer~ of the oryanization. Mr. Hend~r~on stated that he was wrong in using a fout term once. Mr. Cranfill did make threatening remarKs tvwxrds him. The Board adU'ssed ait present that the proper channel5 through RYA must be made . ITEM 4: DISCUSSIOfJ OF OTHER ITEMS There was nor~e . ADJOURI~IENT : Mr. Fenimare ma~de a motio~ to ad~ourn.
