MEETING CALLED TO ORDER: Don Tipps, Acting Chairman at 6:31 PM.
APPROVAL OF THE MINUTES: Motion was made by Mr. Parks to approve
and accept as submitted the minutes of the
Aprit 1987 Board Meeting. Mot~on was
seconded by Mr. Parkey. Vote was unanimous
in favor of the motion by those in attendance
at the May 5, l987 Board Meeting.
t~E~' BUSINESS .
ITEM 1: INPUT FROM THE BOARD
The Chair asked Mr. Petika for details regarding a conflict on use of city
ballfields at Richfield Park by Fort Worth Chrlstian School. Mr. Petika
stated that the conflict was twofold: C1) the coaches for Fort Worth
Christian School are not certified, and this vlotates the city council
resolution; and C2) no contact had been made with the city prior to the
letter for the use of the fleids; thecefore, u~er fees were not paid. Mr.
Petika asked Mr. Brvwne to elaborate on the events surrounding the
conflict. Mr. Browne stated that it wa~ brought to the attention of the
Parks and Recreation Department that Fort Worth Christian School was using
the fields at Richfield Park without proper notification and reservatlon
procedures being followed. Subsequent to this discovery, Mr. Browne
notified Mr. Dale Hart of Fort Worth Chrl~tian School regarding proper
reservation procedure~ and user fees for clty fields. Mr. Hart cited an
agreement with the Rlchland Youth Assaciation for use of the flelds. Mr.
Browne also approached Mr. Hart regarding the use of non-certlfied coaches
on the city fields a~ per clty council resolution, and natification of the
Parks Board and City Council next year to determine status of the

staff; and t3~ fund-raising activity for the Parks and Recreation
Department via the AthleLic Otficiais Association foc future pro~ects.
The AOA is planning another tournament for the weekend of June 13-14,
1~87.
It is suggested that the City Counci] and the remaining members of the
Sesquicentennial Cat~nittee be approached about possibty changing the date
for the annual Fou~der's Day Celebrdtion. The proposed date for the
ce3ebration would be m~ved Lo October. The change is proposed for two
reasons: (i) to increase community participation by combining
Oktoberfest-type activities to draw people to the event; and C2> to escape
tha sunmer heat of June/July. It is aiso sugg~sted that the event be
moved from the city parks due to the restrictions involved. An
alternatlve locatlon to be considered Is the former Green Valley Raceway.
Holding the event at this location would open up the possibllities of
corporate spon~orship~ and obtalning a ilquor license to seil beer on the
premises.

NRH Senlor Citlzen Center
There were no representatives present.
C. Richiand Youth Ag~n~;at~~
Linda Turk, Baseball Comrnissioner, RYA, reported that things were
progres~ing smoothly. There are presently 52 teams in the association.
Ms. Turk stated that certification of coaches i~ almost complete;
approximately flve are pending.

The Chair asked fpr discussion trom the floor. There was none.
E• Admini~trative Inout
Mr. P~tika spoke with the City Manager cegarding a Councll meeting to be
scheduled wlth the Parks Board and Library Board concerning Grand Opening
activit9es for the new center. The meeting wlli be held sometime next
week; the Grand Qpening will occur sornetime in July or August. Mr.
Fenimore inquired regarding status of constructlon. Mr. Petika stated
that the wiring was being brought up to code~ asbestos has been removed,
and the gymnasium floor is to be poured. A more definite date for Grand
Opening activltles wlll be set after the Councll meeting. Mr. Tipps has
tentativety sc~eduled appearance~ by the Rebellalres, the Dfxie Belles~
the band and the gymnastics team of Richland High School for the Grand
- Opening actlvitles. Mr. Tipp~ ~tated that Richard Davis. City Council,
has issued a challenge to NRH organlzations for a chili cook-off in

Mr. Parkey made a motlon that Fort Worth Christlan School be notified
regarding certification of their coaches and payment of user fees for use
of city park fields. Mr. Parks seconded the motion. The Chair asked for
discussion; there was none. Vote was unanimou~ In favor of the motion.
ITEM 2: PAP,KS DIVISION UPDATE
Mr. Giacc~narro gave the following report:
Fossil Creekrpark: Constructlon is comptete except for the restroom
facilities.
Richfield Park: The fences have been moved. Holes have been dug for
installation of the scoreboards. Recently, there have been several water
leaks in the irrigation system. It is assumed that this is due to
incorrect piping installed by Gifford Electric; however, it would be
difficuit to prove tauit. The leaks are being repaired as they occur by
Parks and Recreatlon crews. Fietd #2 cannot be irrigated because of a
faulty valve. Thls wlll be repalred.

Narthfleld: The gate~ are iocked and the ~Igns have been installed. Due
to the rscent dry weather spell, a complaint was received that the fields
wece too hard. Dlscu~sion followed eoncer.ning wateri.ng the infields and
aerating the outfields.
The Chalr a~ked Mr. Giacomarro regarding the schedute for inspection of
the parks. Mr. Giacomarro replied that his staff inspects the parks
daity, and he vislt~ each park trequently~ if not daily. Mr. Petlka
stated that a safety checklist is being utilized also.
ITEM 3: flTHLETIGS/REGREATION DIVISION REP RT
Mr. Browne reported the toilowing:
Nine NYSCA clinics have been completed to date, and 165 coaches have
participated in the certlfication process. We are still receiving calls
for the certification process. Some Clty of Euless coaches are not
certified at this time.
The first half of the softball season format ha~ been completed. The
response has been very positive from the team~ regarding the program.
The Athietic Oftlcial~ Associativn sponsored its first recreational
tournament on April 25-26, 1987. The tournament was limited to twenty
teams; twenty-one teams applied. Approximateiy one-half the teams were
city teague teams; the others were trom the surrounding area. The City of
North Richiand Hllls benefit~ from thi~ tournament in several ways,
- prlmarity: Ci) softball league pramotion; C2) provides tournament
opportunlties not readlly availab3e due to lack ot Parks and Recreation

Mr. Farkey suggested that the Board loak lnto an "Adopt-A-Spvt'~ program
for public areas to be maintained by volunteers. Mr. Petika addressed
this suggestion bY providing background lnformation. There are few areas
in the city that wqutd be availaple for such a program. Mr. Petika stated
that the Parks and Recreation Department is not opposed to this progcam;
however, it is difficult to find and motivate volunteers who are willing
to be responsible for maintenance nn an ongoing basis. Mr. Fenimore
sugge~ted that Mr. Petika inve~tigate the number ot areas available and
report back to the Board. Mr. Parkey suggested that the senior cltizens
have expre~~Ed same interest in tfiis type of arrangement.
Mr. Petika announced that the Senior Cltizen Centec was holding an open
house on Wednesday, May 13, beginning at 10:00 A.M. He encouraged the
Board members to attend to lend their support for the center. The mayor
will i~sue a proclamatlon declaring the month of MaY as Senlor Cltizens
Month.
Statu~ wa~ requested on list af volunteers for the NRH Community Center.
Mr. Browne indicated that the list was being compiled.
Electivn of officers was held. Mr. Fenlmare made a motion to nominate Mr.
McGilvary for a one-year term as Chairman. Mr. Tipps seconded the motion.
The vote wa~ unanlmous in favor of Mr. McGilvary. Mr. Parkey made a
motion to norninate Mr. Tipps for a one-year term as Vice-Chairman. Mr.
Fenimore seconded the matian. The vate was unanimaus in favor of Mr.
Tipps. Mr. Fenimore made a motion to n~nlnate Mr. Parkey for a flne-year
term as Actin~ Chalrman. Mr. Parks seconded the motlon. The vote was
unanimous in favor of Mr. Parkey.
ADJOURNMENT . Mr. Parkey made a motion to adjvurn. Mr. Fenimore
seconded the motion. Vote wag unanimous in favor of
adjournment.
