APPROVAL OF THE MIi~UTES: Mation was made by Ms. Battles to approve and accept a~ submitted the minutes of the January 13, 1987 Board Meeting. Motion was seconded by Mr. Parkey Vote was unanimous ln favar of the motion by those in attendance at the January 13, 198? Board Meeting. (Messrs. Tipps and Park abstained.) NEW BUSINESS . ITEM i: ~Jpdate on Fossil Creek Trail Mr. Petika stated the last contact made with the Seabees was last week and they should be back the last week in April for one week to complete the project. There has been vandallsm to same of the signs, but they have been replaced or in the process of reparation. ITEM 2: Parks Division Uodate Mr. Petika stated that malntenance and rentals have begun at Northfield Park. The MAintenance D:~1:s~on is operating two men shori. Th~s Depar;men; has not been given authorizatlon to hire due to the financial state. Mowing, fertilizatian, painting of ptayground equ;pment, right-of-ways, lrrigatior. maintenance has also begun. Irrigation ilnes at City Hatl were cut while construct~on k=ork wa~ be~ng dane to the parking lot. They will be capped off and then the Parks Division can begin the rest of the irrigation to City Hall. In reference to the grant with the State, to date we have received one two inch check valve and four vaives boxes - 25x18. The memo written to Mr. Line was then read by Mr. Petika. The Chair asked for discusslon, there was none. ITEM 3: Athletics.~P.ecreation Divislon R onrr Mr. Browne gave the following report: January 29 ~ 30 the fir~t NYSCA Clinlc-Coach Certlfication-Basketball/Glrls Softball was held at the CoRUnunity Center. Forty coaches attended the flrst night which covered first aid, maxlmizing performance and gsychology of youth sports. Twenty-eight coache~ canpleted the Clinic - 26 ln softball and two ln basketball. tBasketbal] was an optional spor.t because it is not played on City facilities, but they were welcomed and the training was provided for them.) The 12 not certified were coaching in either ba~eball or football and will be co~ning back for the sport they coach in the ~e~slons off~red at a later date to complete their training. Mr. Davis was certifi~d in the NYSCA Cllnic. An invitation was extended to all Board Members. The Texas Amateur Athletic Federation CT.A.A.F.) ha~ awarded the City of North Richland Hills Parks and Recreatlon Department a bld to host the 1987 Men's T.A.A.F. Region IV Open "B" Regionals at Northfield Fark. Last year, this Dlvision hosted the Men's Dpen NC" Regionals. Dates for softball are: February 23-28 Returning and resident team registration March 2-10 Open registration March 7 Pre-S~ason "RookieU Tournament March 16 League play begins There witl be a change in format as how the men's open clas~Ification leagues will be organized thi~ spring. Both "B" and "C" leagues wlil be offered on Tuesday and Thursdays. The season will be split in two halve~. The firs~ half is a preliminary or qualifying type round - ist and 2nd place trophies to teams. With the ist and 2nd Place teams in the "C" league moving up to the "B" league and the two last place teams in the "B" league moving down to the "C" league. That will help eliminate forfeits and blowouts and glve a little more of a competitive incentive. The second ~ half of the season will determine clty champions and the teams going to ceglonals. Mr. Tipps asked for the feeling of attitude with the coaches at the ciinic. Mr. Browne stated that NRGSA senlvr divlsion coaches who fiave been coaching for 10-15 years ~,a~e comtnents that they had picked up a lot useful information, it was receivea rather well. There was a strong support from the leaders of the organizatiens. Mr. Parkey asked Mr. Higgs cVice-President-RYA) if there had been any teedback from his coaches on the Clinics? Mr. Higgs stated he had not. ITEM 4: Discussion of Itemg Not on Aaenda The Chair opened the floor for discussion Mr. Terrv Hiaas. Vice-Presldent. RYA. 5401 Scott Drive. N~H. TX Mr. Higgs introduced two attending RYA Board Members - Ms. Meloday Rabertson - Fund Raising Dlrector Mr. Jackie Scruggs - Faotball Commissioner All the Board received thelr agenda through the mail and are appreciative of being individually notified. Mr. Higgs asked when the baseball cllnic will be held for announcement during their Boatd meeting next week. Mr. Browne asked Mr. Higgs to have his baseball conunissionsr to contact him to coordinte a mutually convenient date for the clinlc. Before February 29, there will be a caaches meeting. Of all the coaches he has spoken to, they are Ivaking forward to the I~IYSCA Clinics. Mr. Parks asked when the season begins? Mr. Higgs stated it will begin March 21. Mr. Browne stated that he would need to speak to the commi~~ioner as soon as possible so he may order the new baseball sport speclfic tape. Mr. Higgs stated that t~ey are in the pCocess of finding a certified electrlclan in their organization to help fund and do work for the erectian af the scoreboards. He should have turther informatlon by the next Board meeting. Mr. Cranfill wi11 be donating his time in working on the fencing at the ballfields. Volunteers will be sought in helping donate their time. Mr. Parkey sugge~ted that he cail Mr. Joe Gidry, A-i Fencing to donate his time. e Mr. Tipps asked far a schedule of activitie~ for baseball. Mr. Higgs stated that he will grovide a scheduls. Mr. Tlpps asked if a sofball/~a~eball contract had been signed? Mr. Htggs stat~d that one has not. Mr. Petika ~tated that there is a contract in the FARD office that has to be signed. Mr. Parkey stated that he thought the RYA had signed a yearly cantract. Mr. Petika stated that NRGSA slgns a yearly contract and theY Pay for the lights year round. The RYA signs seasonal contracts so a~ not to have ta pay for the lights betwten ~ea~ons. Mr. Higgs asked if he may pick up a contract next week. Mr. Petika st~ted they are available at the PARD office. Mr. Petika aiso stated that a church had contacted him as to youth spocts. Mr. Petika gave him Mr. Higgs phone number. Mr. Higgs stated that he will be glad to work with them. The Chair asked for furthsr discus~ion from then floor. (j~,r,y Ahne Gibson B~33 0'Dell NFH TX Reoresentatlve-NRH Senior Citizen Center Mrs. G;bson stated that Mrs. ~odgriquez will 5e instructing their new ceramics c;ass on Wednesaa,~s. On February 12 they wFll hoid their Valent~ne~s U«}~ Party, Febr~ary 16 they will be having a Birthday Party. There has been an increase in attendance Lo the physical fitness class. Also scheduled is a fire prevention seminar. A sewirg machine has been donated to the Center so they wi;l beg?n mending and sewing of all items. ,The craft class is still growing and are plann~ng arother craft sale. Mr. Petlka stated that any monies generated from their projects goes back into their own. They are pretty much self supporting - purchasing thelr own coffee, etc. Any maJor purchases come through the PARD office. Mr. Tipps asked about a raffle on crafts. Mrs. Gibson stated that the quilt they made foc the Sesquicentennial was auctioned off. They earned ~713.00. Mrs. Gibson stated they are doing some volunteer work on some headt~ands for Mayfest. Mr. Petika stated that the senlor citizens volunteer their time for the Food Distribution Program and are doing a fine job. Mrs. Gibson stated that they cook on Fridays at the Senior Citi`ens Center and the Board is welcomed to come and eat around noon. The Chair asked for further dlscusslon, there was none. ITEM 5: Inaut from the Board The Chair asked for discussion from the Board. Mr. Parks asked Mr. Browne how do the fields look? Mr. Browne expiained they are tooking much better. The continued maintenance af contouring the infields for better drainage is being done and supp;emented with additional ctay. Field #1 has had approximately 1000 cu.yds. of top soil added for the dralnage problem in rlght field, plus elevating the fence~. Seed has been put down tor grass. Mr. Farkey asked if the vandalism to the coverings of the dugouts had been corrected? Mr. Petika answered that had been correc~ed. Mr. Petika stated ~hat he is trying to get a Park Watch Pragram started with heip from the Police Bepartment. It is in the infant stages, tua.t works like the Neighborhood Crime Watch Program. Mr. Browne stated the PARD has been approved for purchase of equipment for a soil aerator and drag. Mr. Parkey a~ked if about the User Contract terms as to who Corganlzations- city) keeps the infields and outfields. Mr. Petika stated that the organizations naintain the infields and the City malntains the outfields. Mr. Parkey asked if the soil aeratar could be used at Richfield Park. Mr. Browne ~tated that would have to be discussed with Mr. Giacomarro. Mr. Parkey stated that Rlchfield Park is in great need of this work. Mr. Petlka stated that the equlpment is trailer mounted and could be moved. Mr. Parks a~k~d about the fire ant probiem. Mr. Petika stated that everything posslble is being done about the fire ants. Mr. Higgs stated that 20 sacks of Diazinon have been bought and put on the fields. Mr. Parkey stated with the aeration of of the ground would help with the fire ant problem. Ms. Battles mads a motion to accept Mr. Don Tlpps as 3rd Chairman for this meeting. Mr. Parkey seconded the motion. Vote was unanimous in favor of the motion.
