information needrd to camptete the low water crossing. However, when they will
re#urn #o complete #he project is still unknawn. Mr,. McGil~ary agKed if ttie F&R
Department ha~ all the materials needed? Mr. Gi~co~nArro stated that the Seabees are
giving u~. that list. Mr. PetiKa stated that they hawe changed the commanding
officer to LGDR Haod. Mr. P~tiKa sta#ed that he ha~ tontacte~d th+~ chief in charge
af the operatior?. They were ariginally ~1at~d to ship al1 tt~~eir ~quiprs~ent for a
four month deplvYm~nt, in~tead they are going to ha~e ~n equipment in~spection in
January. Ther F~a~e been preparing their equipment for thi~ deployment, but it has

ITEM 2: PARKS DIVISION 'UPD~ATE
Mr. Giacamarra stated that this is the time of the year the ParKs Ui~~isian tries tc
catch,up on painting a.nd repair~.
Due to a routh getting minorly injured at F`.ichfield Park, there is now a new palicy
that the lights at Each parK are #ested eacr~ Monday morning. Mr. Giacomarro will be
notifiQd a~ #o the candition af the light~.
Rithfield Far~k: ThEre is one (1) light bulb c~ut, onF (1) fixture that needs ta be
reptaced. That will probably hawe to wait until #he beginning af the Spr~ing Season
of 19~? .
Norich Parf~: The pain#ing of plaYgraund Equipmet a.nd picnic tabtes, pruning the
trees and winter m~intenan~e is being done.
Northfield ParK: There is another pr+obtem with the lighting system. A stree# tamp
has been aut far 6-8 months and was not repaired due to other electrical problems
being repaired. The etectricians did na# place #he eiet#rital wires to that street
lamp in a conduit~ as the tode reads. The electricians are expected out tomorrow
(lc^-04-Sb).
On Ballfield #1 there is majar repair worK being dane. During a rain the right
field remains flooded for se~eral days. In order to remedY that, the ParKs Di~ision
has brought in about 300 yards of fill dirt to help drain that properly.
The RarKs Di~ision is currently installing shelter on the dugauts~f or the
ba11p1aYers. The first dugou# is being done this weeK. Mr. McGit~arv a.sKed if tr~e
electrical problem cancerna one light? Mr. Giacomarro confirmed #hat was correct.
Mr. PetiKa sta~t~d that he was in con#act with OeweY Johnston, af Steele-FrEeman,
Inc., but has ntat had an dppartunity to speaK to Mr. Giacom~rro abaut i#. The
problem was expla.in~d as wh~re the conduit gaes under the a~phait, aehind thE ParKs
R,aintenance building between the canceasion stand and the maintenance t~uilding, the
pip~ was crushed. Rather than ta lay new pipe they laid bare wire. They ne~er
bothered to rvn the wir~ through conduit. It come~ t+ff the poie next to the
maintenance buitding. C1arK Electric should be at the ~`arK at 7 AM to correct the
problem. Mr. Petika al~o sta#ed that h~ suggests that a~ soon as the Inapectiar~s
Department gets in that they be informed af Ctark Electric's presence and worK.

Mr. Pet~erson introduced his assatiation as an off-shoat from R1~A to devetop soccer.
In ~n ef~ort to de~elaR, th~Y began to ~+tay on ~ariaus fietd~ in the Hal#am-Richland
area. In iS82, with #he help of the BiSD, #heY brough# #oge~her 37 acres just betow
Fossil GreeK Pa.rK tdirec#ly behind Richtar~d Rlaza). The~ are priVa#etY de~elaping
these 3? ~.cre5 and in the near future it st~~utd be a Qublic park contair~ing other
than soccer• facitities. This deu~topment is being done with associatian fund~,
fundrai~ing and any help from the surrounding communi#ies a~ well as the Army ar~d
~eabees. They are doing this #o praUid~ ~ facitity for ~ome 2200 children per year.
Their purpose in warKing with tr~e~e thildren, a.s da aome of the o#her youth
orgar~izations, they are hetping to de~elap the chitdren into better citizens in our
community, Iteeping thern off th~ stree#s and proa~iding them #he ri~ht recreational
thallenge and endeaUVrs #hat is sa impartant to de~eiap the youth.
They are tooKing for some help and cooperation from the three-city area that they
a.re drawing people from. ThFy are ~+resent to le# the Soard Know that they are a
large ycuth oryanization (approximately 1200 families each year7. They hd~e grown
and fostered from 200 peopte and haVe plar~s ta continue and to prouide a benefi# nc~t
only to Plorth Rithtand Hifils, but to the a#her two surraunding cities.
Mr. McGituarr invited them ta the soccer cli~ics. Mr. PetiKa stated tt~~~t there i~
an a~r~ement rea.~ched by #he City Cauntit to pay for the groups using city +~wned

Petersan atated ti~~at they h~ve a Uerbal agreement with $I~D. That land is ftood
plain and cannot ha~~ any permanent fixtures, therefore tatally usetess to them.
They keep th~ maintenance down and Keeping it safer by ~occupying tt~a# lot. They do
nat lease land. Mr. Peterson did ~tate that they cauld to~e that tand an>~time.
Th~ir agreem~nt wi#h BISD i$ that they traVe na future use for that land in the next
1G-15 year~. On tha# agr~emQn# tF~ey are de~eloping #hat area. With the new
praposed sit~ of the NEW Maltam Hiqt~ 8choal, in the next two year•r that land will
become aUaitable for purcha$e and it would be nice for the City to purchase that
property.

City's of Richland Nitls a.nd Haltc,m to spe~.K #o as wett as this CitY a.nd to wark
wark with. He will change the narr~E to anYthing if there is land the~ can maue ta.
The cfiildren need the help and would appreciate any ~xssistance this City can gi~e.
Mr. McGiluar~ stated that th~re are prob)em~ with worKing between ta~a diff~rent
taxing autnari#ies. This d~es no# mean that we cannot be inno~atiW~ and da

Mr. Petik:a stated tha# if the~ City maintained school prapertr, we U~ould use tax
mor+ies that arE earmarKed for City fatitities on sthaol pro~erties wha a~re

Mr. McGil~~ary s#ated that Mr. Fenimore, Mr. FarKs, as wetl a.s him~etf, attended thE
general election. It wa$ p1a.cEd in thE RYA's By-Laws that there a~ill be a
re~,resentati~~e fram the RYA at each F&R Board meeting as we~lt as the incarporatian

best RYA Board, but theY will wark and be honest with thP P&R De~+artm~nt and P&R
Eaard. ThE RYA will t~e more professionally ran.
