APPR4VAL OF THE MINUTES : Motion was made by Mr. Parkey to
approve and accept as.submitted the
minute~ of the Augu~t 5, 1986 Board
Meeting. Motion was seconded hy
Mr. Tlpps. Vote was unanimous ln favor
of the motion by those in attendance
at the August 5~ 1986 Board Meeting.
NEW BUSINESS :
ITEM 1: $~~~?r!~ITION OF NQRTH RIC LA61D GIRLS SOFTBAL•L•
` ASSOCIATION
The Chair recognized Mayor pon Echols wi~o presented a
plaque to the State Champion Honeybees of the N.R.G.S.A.
Acceptinq the plaque tor the group wa~ Comnissioner
Jerrell Neeley who thanked the city and the Park~ &
Recreatlon department foc their support. The Honeybees,
their coache~ and a large group of supporters were
present for the award presentatlon.
ITEM 2: PARKS DH~ARTNIENT UPDATE

'~he Chair recognized Mr. Giacanarro who gave the
following report~ on the City Parks:
The Nature Trail~ at Foasil Creek are not complete. Are
waltinq for the Sea Bee~ to have an Acttve Duty Day.
Mr. Glacamarro ~tated that vandailam !n the parks 1~ the
bigq~st p~obtem at this tlme. There were six Incldents
In the month af August alone. At Fo~sll Creek Park on
Auguat 13th two windows wera broktn in concession stand
and vn the 23rd, 20Q feet ot fancing, two gates and nine
po3t~ wel~e~troyed. Police report~ have been flled on
both of these.
The cances~lon stand at Rlchfieid Park has had to be
painted three times in one week because of graflttl being
spray gainted on the brlck. Mr. Giacamarro presented
picture~ of the grafitti.
At Norwlch Park, the chalns on the swings have been
twi~ted off. Wlll go to a heavier chain.
Thert are no vandallar? prablems at Northfleld Park
prabably because it is locktd up at ni~t.
Mr. Parkey aaked i# t~is had been put in the Newsletter
as was sugg~sted at last Board Meeting. Also suggested
canplste}y fencing all packs and closing them at night.
After much dlacussian by the Board, Offiaer Tim Samsll of
the I~R~D was a~ked what he would au~est to curtail the
vandalia~n. He ~ugge~ted the Board spcak with Jim
Wilkins, Crlme Prevention Officer.
The Chairman tabled Item 2 until Officer Wilkins would be
avaIlable.
ITEM 3: j'~E,CREATI0~1 REPORT
Jim Browne reported the following:
Cralg M31ler of CC Mi11er Landscape Coa~any volunteered
36 hours or ~1,260.Q0 to correct the dralnage problem on
the infield at Northfield Park. A letter of thanks wlll
be aent.
The Fall Softball Leagues have ~tarted. Forty elght
teams ace partlclpating whlch Is a twenty ttam increase
ov~r la~t f~ll'~ partlclpatlon. Revenue generated was
~7,680.00.
The monthly report wa3 reviewed and adJustments noted.
The Cystic ~ibrosls Run for Breath will be held agaln
thl3 year and a tentative date of 5aturday, October iith
at 9 AM has been set. It witl take place at Northfield
park.
Fall Co~munlty Center cla~ses are reglstering now through
September 12th. 13,500 schedule~ have been dlstr3buted
through the sChoal ~ystem. ~
The Babysltting Seminar will be held Saturday, Dctober
18th.
ITEM 4: ~ESENTATIt)N OF NATIDNAL YOUTH SPQRT,~ COACHES
BSSO~IATION
Dave Petika presented a videotape on the NYSCA program.
Jim Brawne will attend a certification seminar in Abilene
September 14th which will allow hIm to certify coacfies.
A motion was made by Mr. Parkey that the City Council
inact a city ordlnance that any youth orgainizatlon
utllizing city facllitic~ be certifled by the National
Youth Sporta Coaches Assoclatlon. Mr. Tibbs seconded. A
di~cu~sion fcllawed and the mation pas~ed unanlmously.

Mr. David Fulton of 2300 Timberline #105, Grapevlne,
Texas representing Theatre Amerlca was recognized by the
Ghair. He was requesting the uae of the C~nunity Center
for a Haunted Hou~e on a contractual basi~ wlth 50~ of
the profits goln~ to the City. The question of llabillty
wa3 discu~sed and Wade Parkey moved to tabie thls item
untll the Parks Director and city attorney could discuss
and a decl~lon be made by Frlday, Sept~nbar Sth. At that
time a telephone vote would be taken. Bob Fenimore
seconded. The motlon passed with one No vote fran Mr.
Tibbs.
Mr. Parkey made the motion to bring back tabled Item 2.
Mrs. Battles ~econded and the motion passed unanimously.
Tht ~halrman recogmlzed Jlm Wllklns, Crlme Preventlon
Officer who wa~ asked by the Board to answer questlons as
to deterring vandall~cn ln the clty parks. He suggested
making the re~idents around the parks aware of the
problems. Al~o, slnce school started the kids will have
to be in earlier and the vaadali~m should decrea~e. A
Crime atopp~r type program was dlscussed, but is only
effective for felony crimes. Other sugg~estion~ were a
reward to the chlldren far Information vn vandals or
~
letting them paint the concession stands themselves.~ Mr.
Wltklns wlll took into hl~ fltes for Information on Park
Vandalian probiems and get with Dave Petlka.
ITEM 6: INPUT FRDM THE BOARII
Wade Parkey a~ked about a notlce he saw~in the paper
about a program whereby all Boards are meeting in
Septetnber to get guldeline~. Mr. Petlka ~aid a workshop
wavld be held in the near future.
A motton was made by Bah Fenimoce that the meeting
ad,iourn. Mr. Tlbbs seconded. The motion carried.
