MEETING CALLED TO ORDER . David McGilvary, Chairman at

APPRDVAL OF MIIVUTES : Motion was made by Mr. Pavis to
approve and accept as submitted
the minutes of the July 1, 1986
Board Meeting. Motion was
seconded by Farkey. Vote was
unanimous in favar of the motion
by those in attendance at the
August 5, 1986 Baard Meeting.
NEW BUSINESS :
ITEM 1: UFDATE ON FOSSIL CREEh: PAFtK TRAIL
Na changes in Fossit Creek trail. Waiting for Seabees
to have weekend duty.
ITEM 2: RARI:S D~fiARTMENT UFDATE
Mr. Giacomarro gave the foilowing report:
~os~il Creek P~rk - F'roblem with vandatism which could
be due to the summer season. Fence and barri~cade torn
down 1 ast wee1; .
Richfietd - A cable was discovered too close to the soil
which the ele~tricians have not come out to repair yet.

This work. ha~ already been paid for as it was included
in th~ contract l~st summer to repair wires.
NorthfieTd - Raltfields are being built up between
season~ to correct drainage problems. Lights a~e still
out on the street; electricians have not been out yet.
Norich - Net on tennis court replaced at a cost of
~140.Of~ not including tabor. Mr. McGilvary inquired if
support f~om the police is sufficient to combat the
vandalism. J. I~avis expressed concern over the pine
seedlings that were lost and discussion ensued over the
cau~e of the flagging heatth af the crepe myrtles,
possibty carbon monar,ide or heat. Price of chain tink
fence f or tennis eourt unE;nown since D. Feti~a was
ab~ent fram meeting.
ITEM 3: FEC~EATIQN REPORT
Mr. Browne gave th~ following repcrt:
- July 18-20 m~r~ed th~ TAAF fiegion IV Men's Open C
Tourn~ment in which 22 teams participated. The
Tournam~nt received good pr~ss coverage and good
showings were made by Hurst t~ams "Eliminators" and
"Damifino" who took first and second place
r~rpectively. The Aelievers did an outstanding job of
repres~nting Narth Richl~nd Hills at the B league
regional a~t Grap~vine. Church t~ams from North
Richland Hills went to Haltam City and Stephenville as
we11 as two industrial team~ from ~e11
NelicopterlTextron went to the ~tat~ tournament. Mr.
Brawne recommended that the Nf2GSA arganization he
commended on their fine perf ormance at the state
tournament in Pa~adena where their junior team the
"Noneyb~~s" wan first in state and the minor team
"Yellow Rose" took third ptace.
Mr. Browne suggested we adopt a~ departmental policy
th~ practice of requiring te~ms that rent our fields
for privat~ tournaments to use at lcast one of our
official~ per field/p~r gam~ in order to guard against
' vandalism and give us more control over the game
situation. A motion was made by Mr. Farkey to accept
this prflposa) as policy with th~ stiputation that
prices not get out of hand. Mr. Davis seconded, and
the mbtion passed.
- Mr. Browne announced that du~ to activity canflict~,
parking problems, and concern ov~r the saf ~ty of
participants, Food Di~tr^ibution wilt now be conducted
~
at the Community Center on the third Wednesday of
every month. The food program has assisted 1,3~2
people since December, for an average of 163 per
month. Mr. Brawne also mentioned that we now need a
r~frigerator in which to store the food at the
Community Center.
ITEM 4: DISGUS5ION DF ITEMS NOT ON AGENIIA
Mr. Parkey inquired about the group that had donated
land a~nd Mr. Davis stated that the development close to
Green Valley h~d been rejected by Gity Council. He also
stated that he believed the Council had ~pproved a new
tompany to develop with individual houses at their tast
meeting. Mr. McGilvary mentioned a College Station
ordinance r~quiring developers to r~serve so much land
for parks which had previously been considered
unconstitutional but naw was being upheld in various
cases. Mr. E~rowne said that this was still in the wait
and see ~tage.
ITEM 5: INPUT FROM THE BOARI~
Mr. Tipps very concerned about the up~wing of vandalism
Mr. pavis suggested writing to the City Manager and
making him aware of the increa~ed seriousness of the
situation and our need for his he~lp and maybe even more
potice support. Mr. McGilvary d150 5uggested
taking the best phatos of vandalism and running them in
the quarterl y newsi etter^ mak ing it cl ea;r that parents
witl be expected to make restitution f or any acts of
vandatism their childr~n commit. Mr. Tipps and Mrs.
Battles ~uggested as a further deterrent a write-up in
• the Star-Telegram and NRH News that hiring people to
patroi and monitor the parks was being cansidered. Mr.
TiQps mad~ motion to accept the idea of running photos
and the write-up and Battl~s and Davis ~econded. All
were in f avor. Mr. Farkey also made motion to invite
the Hon~ybees and Yellow Ftose to dn apprapriate Board
meeti~4 and present a piaque to them #or their fine work
in softbatl. Tipps seconded. Motion passed.
ADJOIJRNMENT : The ch~ir ent~rtained a motion to
adjourn. Mr~. Davis made a motion
to adjourn at 7:15 PM. Mr. Tipps
seconded. Vot~ was unanimous in
favor of adjournment.
