The Ghsir recognizld Mr. Petika ~to stated that a tetter
h~d bfEn sent to the Army Corp o# Engineers to obtai~
pa~^~sission to in~ttl~ the low wat~r trossing in Foszil
Cr~k. At this time, the Corp of En~ineer~ f ore~ee no
proble~s with this app~oval. M1~ ire curr~ntiy awaiting
their l ett~r of approval . TM~ ~?aba~tit were at the park
in ~arty April and have the plans desig~~d f or the low
water crossing, which wi11 be instwiia~d upan the written
~ apprcvat of the Army Ccu~p of Enginea~^s.
Also the trAilg ar~ nea~ co~pietian. Once the tow water
crossi~g fs ca~teted, mowing and ~aintenance can be9in.
• I TEM 2: PARKS DE~AF7TMENT l~'DATE
The Chair reco9nized Mr. Giacomarro wha gave the
4ollowing reparts on the City Parksc
Richfietd Parks Curr~ntly tfie field~ ar~ being used.
Tht li9hts ar~ workins. The tow ptaces which were
teft by Giffa•d Electric will be filled fn. Aigo there
are a couple of water l~ak:.
Northfield Parka There are ~titl problems with the~
tights. Tha bal]field and tennit~ court lights are on,
must b~ tu~^r~Ed on by hand, tha timers do not work. The
playgrourtd and street lights are inoper~tiv~. The item~
need~cl ta repair these lights have ba~n received and ara
currently awaiting f or the electrici=ns to instalt them.
Nir. Petika inf ormed the Board that the relays had been
burnad out due to the hot wiring of th! baltfietd light~
an the key terminals. The switchrg are in three
po~itians, Arc, Neutral, Off. The wires were b~ing hot
wired in th~e Arc position. There are fail safe~ in this
sy~tea?. The cover~ were befng taken off by taking the
brackets off. Tamper-proof screws ww^e speced but never
instaltrd. Mr. t3iacomarr~o has now instailed those
sc~ws. There are now spare relays on hand shoutd this
avar happen again. There have been "spring loaded, three
pasition, pale switches" ordered. Tfii~ will help in that
the key can only ben taken out in the neutr~l position.
In the old ~witches, the key coutd be taken out at any
position. Also in tha burning out of relay~ the tia~er~
were burned out on ~n overlaad. h~^. P~tika also stated
that for twa year$ he has be~n work i~g a~ Nor^thf ie1 d Pai^k
on the sa~r prob 1 ea~~ . Mr . McG i i vary ask ed i f th i s work
is ~till ur?der warranty. Mr. Petika and Mr. Qiacomarro
conf irtiaed.

that they aere being repaired.
Norich P~rk: Mr. Davi~ asked Mr. Giacoa~arro how long the
tenni~ court tights had b~ren instatted and he ha; not
ga~ anyo~e playing on the tennf~ cc~u^ts. Mr. Giacamarro
stat~d that the tights will be in t~ years irt S~pta~ber.
As to no one using the tennis courts, the elertricity has
been cut off at tha~t park be~causs of faul ty wiring s~nd
- someone ha~t vandali~ed the tennfs courts by cutting up
the tennis nat. A new net h~t~ been ardered.
ITEM 3: RECREATION REPORT
The Chair recognized Mr. B~owne who gave the fol{o~ing
reports
- Founde~~'= Day has been schedul ed for^ June 21 in
conjunction with the 5esquictnt~nnial Wa~g:an 7rain and
3ubile~r 33. In k~aping with the pioneer them~ enter-
tainment 4ran church choirz, square d~nters, arts &
craftB, ~tc hai bee~ solicited. Anyon~ wanting to get
invotved piease contact the Se~quicent~rn~ial Committe
ar for Foundlr': Day conta~ct Jim Brc~wne. A1 so the
May~'s Cup Softbatl Game wiil be op~n to ail th~ City
Aepartments this y~ar.
- Bid op~inq f or th~ concefsion at Northfield has begun.
Mr. 1~?itney, Purcha~ing Agent, wi~ll ba takin9 care of
the~bids. We shouid have a cancecsionaire at
Northfield within a week to 10 days.
- The Muitiple Sclerosis Tow^nament wiit be May 30, 31
s~nd June i, 198b. The Cetebrity Softbatl game has
receiv~d cominitt+n~ts from Troy Dungan, Scott Murray,
som~ radiQ pe~onatities. Somr of the Dalta~s Cowboy~
have b~n contacted, but have nat reteaived a re~ponse
fram them.
IMr. Petik~ ~dded that the flyer that the Boird received
was d~e by tomputer^ graphics.

The Bou~d was requ~cted to re-approve the packet of
polici~slr~co~mend~tions f orward to City Councii to
accept the~.

favor of the ~otion.

Statute atates that no entrance f et inta a pArk can be
chu•ged, unless the fee is put back into the p~rk for
uint~nanc~r. Th/r Bosrd, in an e~rri i~r ution, nixed the
RYA cm a si~ilar situation.

1986 in which a fat could nat be charged. Messrs. Petika
a~d MkCiitvai^y agreed with that but ctated that the #1.00
would b~ a doc~atian, not a fee. Mr. tiraves inserted that
he has a tea~ that ha~ ptaytd i~ a gr~eat ~any parks in
thi~ state ~d in five other states and hss never
attsnded a tou+^nament in which dvnatic~n/fiee was not
collect~d/chau^ged. According ta 1~. 6~*aves' inter-
pretation af the Statute, the City can pas: an ordinance

states that they do not want to pay or they feei they

City would have to run the 1e~gue. 1~^. P~rks inserted

field ~aintenanc~ in the past, feels that the City will
be losin~i teams at the next adutt season. Ntr. P~?rks
f~teis th~ Hoard should somehow back I~iG3L in their
eff orts. Mr. Graves stated that the Friday night of the
tasrnaa?ent, it rained quite heavf 1 y the t~tt~SL a~embeti^s
w~re at the fietds untit 1:30 AM tryin~ to p~pare the
f iel ds for the next day of pi ay at 9:30 ~'1. They have
even rec~t~tved letters of commendation to the orqa~?-
izstion for their efforts in coa~leting th~ tournament
f~ thase who had to cooe from South 7exas and Oklaho~a.
The or~anization has put in so much money and tia?e into
the f iel d~c that they +~re now on~ of the be~t bal l f iet ds
in the mekropl~x.
Due to per~san (s) messing up the softba~t l f iel d:, usins
th~ for a a?otc~rcrass tra~ck with ssiat T~otor^ bikes,
they wa,tt d 1 ikt to fence in the f iet d~ fram the rest of
th~ park. Th~ Board asked Jack if this woutd be
difficult to da. Mr. G`~aves ~tated that his organization
weaid provide valunta~ers to install thi~ fencing.

volunte~rs ~nd will not have prc~atem~ with khis, but that
he is asking f~ the Bo:rd'g approvxt for th~ f encinq
and donation pra.iects. t~^. Davis staterd that he did not
want any caapiaints brought to hi~ attention about

M~. Linda Turk, Pre~idEr?t-RYA stated that the light
system at the Richfieid Pa~k is still not ww~icing
correctty. i~~n she left the p~rk at 6 PM there ws~
no eta~ttricity in Buildinq ~1. Ffe1d 1~3 and tfie Shettand
fietd ka~rps lasing a breake~ in th~ bo~c. The Brenco
fieid`s tights do not come on. NM. 8faco~a~ro
suggegted to Ms. Turk that at the conclusion of thi~
a~eetinQ, they caald qa toyethe~ to tha ballfield ta check
these ite~s. MM^. Petika r~a~inded the 8aard son?e of the
probie~ could be from the new work and ~ome from the atd
~ystem. The new wiring is still tind~r warranty.

~ca^eboard to RYA for th! Muutang Fieid. She asked f or
th~ Hosrd's approv~l to erect a?nd run electrical wiring
to th~ nt~w Board. Mr. P~tika ~tated tfiat the wiring

Each strp mtsst be inspect:d by the City and have the
pervsits to hook it up. Ms. Tuc~k ~tated that Cade
El ettric Co. is one of the sponsor~ fa^ RYA a~nd ha~6
agreed to do the wiring
