NEW RUSINESS : ITEM 1: Update on Fossil CreeEr Trail The Seabees will be returning April b ta begin worF; an thE bridge over Possft Creek:. There are 1i7 lights to be changed at the parl~: and currently awaiting a bask.et trucE; to change out these lights. Mr. Far4:s a~ked about the arrangements mad~ with the IVorth Richland Girts Softbatl L~agues (NRGSL), b'.en Graves, ~ommission~r, about placing dirt or grav~l aut at the park. Mr. Giacamarro stated that paperwark had been submitted and currentty waiting far the City purch~sing agent to come up with th~ m~terials to spread it out. F~ea gravel is guite an expensive item. At this point, Mr. Davis pointed out that Mr. F~tiF::a is engaged with the Civit Service Commission requesting additianal personnel for the F'arks and kecreatian Department. ~ ITEM Fark:~ ~teoartment U~da~e Mr. Giacomarro gave the foilowing report~ on the City park:s: Northfield F'drk - There have been problems with the tighting system since the campletion of the Fark:. The discrepancies have been found by the eiectricat engineer. The ballfietd light~ are curr~ntly operable with the exception of the twa poles on Fie]d The tennis courts and ~treet tights are curr~ntly inoperable. Fichfietd F~ark - The lights are currently wo~k:ing. The repair~ fln the lights were campleted on Nlarch 28, 19~6. Tt~e tennis court lights are to be completed on April f986. E:aIT play can now resum~ at this par1:. At this time, RYR has not repaired the roofs or sides to the scorebooths and buildings. Mr. Fenimore ask:ed for a reaffirmation that the ~4Q,UOG spent on these lights were to reptace the wiring and bring the tighting status to meet codes. Mr. Giacomarro canfirmed this. Mr. Pa~rkey asE;~d if the ~YA had b~en notified of park avaiiability and r~minded the Board that at a Board Meetin9 in lat~ 198~, the RYA had been informed to repair the the scorebocths/buildings due to tfieir haaardaus conditions. Mr. Giacomarra stated that they had been natified (Mr. Nichols, So#tbalt Cammissioner, RYA} and that better efforts had to be made to keep the buildings tocF.ed. Mr. Rarks stated that the RYA shoultl be given a time frame on the repair of the buildin~~. The Board did not tak~ actian on this. Norich F~rk few weeks ago, ~the power was taE;en away from th~ park du~ ta un~afe wiring on a security po1e, therefore causing th~ park to hav~ na lights. Mr. Da~vi$ stated that he had seen a sign in r~f erence to re~erv~tians of the tennis court and did t~at sign mean that the tennis court(s) were not op~n for free play. Mr. Giacomarro stated that the tennis cot~rts are open for free pl ay, t~ut if someone neeried to us~ th~ court ts} far a particular date/time then they could reserv~ the court(s>. Mr. Browne stat~d that the courts are t5.00I2 haurs. Mr. Davis also questioned as to whcther thi~ Department i5 still b~ing charg~d for tfie High Schaot ttnnis court lights. Mr. GiaCOm~;rro confirmed that the U~partment is no longer being charged for those courts. He atso expiained ~hat the City and Schoot District made an agr~ement far the City to acc~pt the charges 4f those tennis courts, due to the fact that the Gity did not have lighted tenni~ courts in its parks. Mr. L~avis stated that the fields should be available to the pubtic without imptying they could not by the wording of the signs. - Mr. Browne agreed that signs had a wording problem. He also stated that on league nights (which is each r,i9ht) the fietds are prepared ttined and marked) for play before 3:3~ FM. Reservations are only for those fieids not to be ~ used by league games. League play and reservations supercede free play. Mr. Farl;ey withdrew his first motion made, and made a motion th~,t Mr. 8rowne find t~e proper wordings ta satisfy everyone, as tong aa the public does not have to cait the City for re5ervatians. Mr. Fenimore secanded the motion. Vote was unanimous in favor of the second motion. ITEM 3: Recreation fteoart Mr. Browne gave the foltawing updated report: - On the we~k~nd of March ~2, the Department had its first tournament. The purposes of this taurnament were ta attow the teams comp~titive play before the Seasan began anc! to allow our rookie umpires tc get some e.:perience in calling gamts. The tournament toak in 13 teams and played 26 games in one day. Th~ first pta~te team was First ~aptist Chureh of Eute~s - BlacE: Team and second place team was Pates Container. - The softball season began March 31 with aAproximately 70 teams. The summer and fal 1 season of 1985 r?ni y had c2 te~ms. So there has been a saTid growth in our softbail pragram. Yn tht Monthly F~epart Softbalt Entry fees came to almost ~~t~,40Q.Op. - May 30, 31 and June i the Annual Multiple 5cterosis Tournament wili be held at Northfietid Fark. - In refer.ence to the Sesquicentennial and the City's Founder's Day celebration will be heid in June. We would tike to entourage any input from the Board. - Food Distribution i$ stiil growing in serving appro;:imately 189 irtdividuals. 7he f oc,d commodities are distributed an the third ~riday of each month at the 5enior Citizen's Center f rom 1~J AM ta 2 PM . - Invited each L~oard member to Northfield ParE:: any weeE:day night to th~ dbserve teague play. Mr. L~avis inquired as to whether f ree meals were still being served regardiess of financiat ~tatu~. Mr. Browne stated that ' some took~ed upon these meals as a°handout", which caused a prid~ factor, therefore the program has n~t donE very wetl. Mr, L~avis at sa asE;ed if the cavered dish pl ans ever wori:ed out. Mr. Browne stated that the L+omino group mEet on Wednesdays and have a covered dish luncheon once a mo~?th. Mr. Uavis also pointed out that in a recent visit ta tt-~e Community Center, he noticed that the Center program~ were dving very wetl and congratulated the work and leadership. ITEM 4: Discussio~ of Items Not on Asenda No discussion from the E~oard. ITEM 5: Tnout f rom the Board The Ecoard recognized Mr. Petika upon his arrivat to the meeting. Mr. Peti~;a stated that the Civil Service Commission had just apprav~d positions f or Recreation Attendant- F'aygrade i, Recreation Supervisor, Athletics Coardinatar- w F~aygrade b and P'arks Foreman. Existing pasitions do not have ta be approved. This does nc~t mean an increase in persannel. Mr. Fetika added that this only means that this can 4o ta City Coun~il for approva].
