pipe~ ~t~d build aRt 6Q' wide taw water crossing. The~e drainage
pipes are 3 faet in diameter and ? i/2 feet tong. M+^. Davis

ITEM 2: PARK~ DEPARtMENT UPDATE
Mr. Giacomarro gtat~d that the three electronic scoreboards
donated by the Dh^. Peppe~ 8ottting Co. in Da11 as, Texa~, have
6een ccmpletely in~talled.
Repair to the Richfield Park parking lot witl be ~houtd b~
fi~ist~~d by tfie end of thiz week, March 7, if the cement can
be received on tima.
At Fossil Creek Park, the North Richtand Girls So#tball (NRGS)
have taken care of the infield~, same ~owing snd p~inting.
6raves~ Comwaission~r of t~GS, is alw~ys asking if they can
be of any h~el p. In reference to the County f~ral th Departm~nt's
insp~ction af the Fa~t~il Creek facit ities, the park r~c~ived
its permit with only two comments -
1. Th¢ patp~r towel dispensers were not in ptace, and
2. 7he ~oa~p di~panssrs were empty.
Mr. IIavi~ ca~snded !~r^. Petika for the advance~nt of the Parks
and Recreation DepArtment in obtainin~ a co~puter. He also
noted th~t the monthly repo?~t is camputeriztrd. In ref erence to
tfie 5upport of Oth~^ Department~ in the monthly report, the
- hiQh figure is b~ecause of the Department havir~g to da the
Richfield Psrk parking lot instead of the St~eet Department.
ITEM 3s RECREATION REPORT
Mr. Browne ~~ve the f ollowinQ report: ~
- Food Dfstribution is growing l~rger each ~onth. In the
roonth of ~ebrusry the Department served 148 peopte.
- The Country & Wetstern Dance classes, a new p~ogram at the
~ Con?munity Center, is beginning this evening.
- On each Mond~y ~?ight, th~ Diepartment is hosting a Uinpire/
Official's schoot. Each night the~re are approximately 25-
30 officais. La~t ni9ht, the NRGS put sa~ne of their better
teams out on the field at Fos~i1 Creek for a scri~age the
~ the n~w w~rires coul d see f~~t pitCh bAt 1~ fo~ the f irst
time. We reatly appreciated their Association for their
time.

Bo~rd of the upcoming events and their date~.
ITEM 4: AISCUSSION OF ITEMS NOT QN AGEN~A
Mr. Fetika ~tAted that Mr. Line, City Manager~ had catled
him late this afternocn and said that John Whitney, Rurchasiny
Agent, believes he has found some cantr~ctar~ wha can bring the
el ectricat wiring of Richf iel d Fark yp to t,sd~ for t4~,400 in
approxim~te~y three t3> weeks. Na other^ improv~~e~ts would be
made. This wautd anly make the park ~af~ for the citizen~ to
use. Mr. Line woutd tike to go ah~ad with this project.
Mr. Petika ~~ked for the Ba~rd'~ support an thifi project and
expens~. This is not moder~izing the sy~tem, but oniy bringing
it up to a safe st~ndard ~o the park can be operational thi~
year. Any future ~odernization that woutd be done would be an
add-en to this system.
M~. Parkey a~ked what did the Board origi~~lly approve.
Mr. Petika stated that the originai costs were set at ~25,000,
after comi~g back from the engineers the co~t went up to
x1Q0,000, after th~ engineers mutled over it f or a white it
went up to #1~0,004, after bid-opening the lowest bid was f or
~178,Q00.
Mr. Garvin a~k~d what the ~40,OOfl cost wauld inciude.
Mr. Petika repiied thgt the wiring woutd have to be re-buried
coming in frota the TESCO utility aoxes tc the buildings - to
~ach pole. Same pol~ wiring wilt hav~ to be grounding.
hfr. t~avis ask~d if the wiring would be plac~d in PVC pipe,
Mr. Petika ~tated what ever i~ "code".
Mr. P~rkry asked if thi~ woutd ~top any upgrading in the
f uture. Mr. PQtika stated that the TJepartm~nt ig under some
very ri9id budget r~~t~aint~. At a later ti~ we might be
abte to go in and maderniz~ the park. Currently, eve~y penny
that can be s~ved will be needed. There have been same unex-
pected biltffi for th~ electricat wiring of the Northfield Park
scor~ba~rds aRd Rich4ieid Fark, as wetl as otha~r etectrical
work, that money h~~ not been set aside, so if this project
can~be done at ~4p,004, some of the money witi be coming fram
that. The moving ca~ts for the N~w G~nter wi11 be tremendaus.
If we can save ~ny cf this money back, to hel~ us establish the
New Center then we are doing weil. The City h~s grown and has
so many new program~ that this is going to be a very tight
budget. If we can capture son+~ of thi$ $ond money and u~e some
of i t, then we wi 11 be that much f urther ahead .
Some of the etectrical probisms at IVorthfield that Mr. P~tika
was notified of this afternoon wa~ that the el~ctrician out
there working was doing tom~ r~pairs to the orisinal wiring
protalems of the park, perhaps this can be ch~rg~d back to
the original contractor.

Mr. Davis stat~d that a motion has be~n ~ade to support
Mr^. Line ori ths i~roven?ent of tightinq at Richfietd Park
yet stipulatin~ that we be aitowad to a~d~rnize at a later

the rtext fiscs~t year. Mr. Fetika stated tha~t it could not.
It couTd post~ibly be three to f our years before modernization
can be budgeted. Mr. Pa~key s~sked if gpending the t40,000
it wi11 be ~af e-"up-to-code". Mr. Petika acknowled9~ed that.

Vote was unanimous in favor of the motion.
In reference to bud9eat. The City is worki~g on Line Item~
our day to day expenses, which are due on Mlarch 15, 1986.
We are looking at art austeer y~ar wha~t with the ait ths City's
expa~nsion prograais. Our pro3ections far m~intaining the same
that we have now with no gr~h with be a 3,SX f udge #actor.
The Rec~eation I~caunts t02) will hit tha red dra~tically
this yerar. Durin~ budggt prxess last year that account wa~
cut considerably. Out of that account the officia]s/score
~ ke~per~, in~tructarrs, tienior citizen directa~ are paid.~he

next process in budgat are the Decision PackagES which is
anything new, new pragrams, adding per~onnel, upgrs~ding Jim's
pasition. Atang witM thase Decfaio~ Packages if ther~ is 9aing
to be ~n increase in vehicles, f or ex~mpte, would ~ls~o need
a Capital 4uttay. If there i~ a r^~pla~ca~ment there is no need

Patkagers a~re du~ on April 15. The budget process is tediou~
and long because you a~re in servere com~retition with the other

Mr. Garvin asked about the newspaper clippings regardin9 AARP.

cama in one time ta ~t f~ea~ and then th~y cau?d meet with the
Board. No one ~~?id they could continue ta a?eet there free.
Mr. Garvin asked if anything i~ being done. hir. P~tika replied
that noth ing Mas been dane . They arer ctu~rent 1 y~et ing at the
Church and after their meetings th~y aeet at the Senior Citizen
Center. Mr. Davis recalled that there was never a motion.
The Board ~?a~~ onl y briefed on AARP and Nh^. P'etika tot d the~e

point, there wa?s a 1 ittle more di:cut~~ion, but no motion wa~
made. l~. 6arvin asked if ms se~ior citizens shouldn't th~y
~ be giwrn t?c~e type of exemption. Mr. P'etika stated that he
w~ has off~red tha~ the Senior Citizen Cent~r fr~e~. They .iust

enough room at the Center. 8ut there is enaugh for 25 to
meet. t~^. Parkey sts~ted that that waz o~e of the reasons the ~
Senior Genter was built and was und~r the i~ras~ion they were
s~tisfied. Wc did not aba~don them. There is a place for th~m
but they wish not to go there. Mr. Davi~ stated that they are
looked upan as any othrr ctub becaus~ they probabiy nay a dues,
but if we allc?wed a single club to solety occupy the Senior
Center on any one d~y, then that would cut out the fetlowship
~ that.the Centa~r i~ for. Mr. Parks asked about the statement
that the RYA does not pay similar fees for th~ ballfietd.
Mr. Petika stated that they do net. iiowever, Mr. Giacomarro
did state that th~y pay for the lights and r~entat of the
concession stand(~). Mr. Parkey ~tated that he did not know
why Gouncilwvn?an Moody even brought that up.
Mr. Davi~ asked if the t40,000 woutd cover the 4 ballfieids,
2 f ootball fields, piaygraund and basketbalt courts.
Mr. Petika statld that it would not. It is to bring the
exi~ting tight$ up to code.
ITEM 5: TNPUT FROM 7HE BOARD
. Mr. Parkey stated that att the Board memb~rs need to visit the
Parks and R~cr~ation Department Office~ to se~ how the Depart-
had computerized. Even the minute~ have been put on the
computer as weil aa the ~ger?da.
Mr. Davis infor^r~d tfie Board th~t as mem6er~ of the Fark~ and
Recreatfon Board thmt th~y could take ~ome deductionz off their
income taxes. He wi11 give th~ sheet out to be tapied f or each
Board Member.
