MEETING CALLED TO ORDER: Mr. David McGllvary, Chairman at 6:03 PM
APPROVAL OF THE MINUTES: Motlon was made by Mr. Parks to approve and
accept as sutxnitted the minutes of the
November 5, 1995 Board Meeting. Motion was
seconded by Mr. Tipps. Vote wa~ unanimous in
favor of the motion by those in attendance at
the November 5, 1985 Board Meeting.

NEW BUSINESS .
ITEM 1: DISGUSSION OF CITY SWIMMING POOL - DOROTHY BROi~

ITEM 2: ~ATE ON FOSSIL CREFK - SEABEE PR~JECT
The trails have been cut through by the 3eabees and the
placement for stations marked. The stations have arrived
~
and have been put together and weather stained by the Parks
Department. The Seabees wlll be presenL on the weekend of
January 18. 1986 to ecect the statlons. Very little money
ls involved for the amount of work being done.
Mr. Tipps asked tor the expected c~letlon date and if plans
were being made for an opening ceremony. Mr. Petika replied
that unofficlally it Is c~npleted for a"scenlc walkthrough".
When the exercise stations are erected it would be consldered
a"fair weather" trall. The technical completlon date would
be late spring to mid-surr~ner. The opening ceremonles wiil
will be Jointly done by a spansored fltness rally backed by
Fort Worth Osteopathic Hospltal, Gamefleld-Wells Fargo and
the National Fitness Center. A ribbon cutting wlll also take
p1aCe.
ITEM 3: ~PDATE OAi ~EAUT?FIGATION PROJECTS
Mc. Glacomarro briefed the Board by stating that two men have
been as~igned to the Beautlfication Program and working full
tlme on these projects. Trees and being pruned and 100 crepe
myrtie~ have been planted along Harwood Road in front of
TCJC. These men are atso replacing/replanting dead trees
throughout the parks and especlally through Northfield Park.
Mr. TIpp~ a~ked if the bluebonnet planting wa~ part of the
Beautlfication Program and if blooms could be expected this
spring. Mr. Giacc~narro answered that the bIuebonnet seeds
were planted along Loop 820 from Rufe Snow to Grapevine Hwy.
Mr. Petika stated that the ~eeds were ~caclfled and should
blooan this spring/summer.
Mr. Petika also added that the City of North Richalnd Hills
was the only city in the metroplex to quaJify with the State
for a matching fund~ program. Mr. Mark Matt~ews, Land~caping
Divi~ion of the State o# Texas~ is in th~ fI°nalizing stages
of thls program. The State will buy all material~ and the
Parks Department wlll install them.
ITEM 4: UPCOMING EVENTS
Mr. Browne briefed the Board with the following lnformation:
i. The Park~ and Recreation Department will be offering an
ASA Officials School beglnning Janu~ry 2? for eight
~
week~. He Invited the Board members to attend.
2. Softball registratlon will be March 3-7 and 10-13, 1986.
3. Dr. Pepper has agreed to provide three lighted score-
boards. They wili also sponsor a~oftbail tournament and
provlde full service vendors in the parks and new
cc~Ynunity center, as well as pre-mix unit~.
4. The Federal Food Distributlon Program "Butter & Cheese"
~ has provIded cor~nodities to 56 familles/88 Indlviduals.
Sixty-five households applied.
5. We wlll be adding Country & Western Dance and Square
Dance to the list of class actlvitles beginning March 3.
6. February 7 and 8 the Parks and Recreatlon Department and
Fire Bepartment will offer a Babysitting Clinlc at the
Cmnmunity Genter.
The Board cor~mended Mr. Browne on his efforts in obtaining
the contract with Dr. Pepper.
ITEM 5: DISCUSSION OF ITEMS NOT ON AGENDA
Mr. Gearge Angle, 6428 Suncrest Court, NRH; Presldent of the
North East Fine Arts League.
Mr. Angle stated that the Northeast Fine Arks League ls a
non-proflt organization. It Is also recognized by the
Secretary of State of Texas since last August, 1985. Members
are citlzen~ of Nvrth Rlchiand Hill~ and adJoining communi
ties. They organized to develop and gtimulate cultural
activities. Wauld Ilke to utillze the new "cultural center"
to pranote the NE Fine Arts League actlvities. The
actlvltles are art, drama, dance, ph~tography, music and
film. Mr. Ang1e stated that he is currently sending his
chlldren to Fort Worth CCasa Manana> for acting classes and
feels it would be ea~ier for an instructor to cane to the
area, in~tead of all the chitdren going to meet him.
They also are prc~noting these teachings fran the preschool
level to the ~eniar cltizen categary.

feels that this wouid be the perfect location for their home
base.
Mr. McGllvary stated that they would be welc~ned to use the
facilitles. Mr. Tlpps reminded the Board that this was the
same group that he had spoken of in the November, 1985 Board
meeting and beileves that this would be a great opportunity
for this area to gain thls type of program. (Mr. Tipps is
a member of the NE Fine Arts League)
Mr. McGllvary stated that the remodeling to the New Center
will be fairly extensive and have not set down with the
LIbrary and worked out a master pian.
Mr. Tlpps a~ked Mr. Petlka that he had heard sane rumors that
the preaent audltorlum at the church would be converted into
a Library. Mr. Petika stated that that was correct. Mr.
Tlpp~ then asked where an organlzatian like the NE Flne Arts
League perform. Mr. Petika answ~red that he had acted on the
Board's request and submltted It to the Clty Manager's office
in November, 1965. Other than In the gymna~ium, he did not
know where eise they couid perform. Mr. McGllvary asked if it
would be possible to leave the auditorium In tack with remov-
able tabies and leave the stage. Mr. Petika stated that he
did not know the Library's plans, but he did know that the
auditorium would be the Llbrary.
Mr. Tlpps asked lf that part was also part of the Parks and
Recreation building. Mr. Petika answered that it was not and
and that we do not have anything to do with the Llbrary. The
Parks and Recreation Department will obtain the "Famlly Llfe
Center", the ~naller bullding adjoining the main building.
Mr. McGIlvary stated that he did nat want this only for the
Parks and Recreation Department, but he thought that it would
serve oth~r purpo~es for other Departrner~ts .in the City. He
also asked if wc could get to t~gether with the Library and
reha~h the changes. Mr. Petika stated that the Library
already had the consulting engineers draw up the plans and
are on the City Manager's desk. Mes~rs. McGilvary and Tipps
feel that since no renovatlon has begun. that a proposal
could be made to the Library. Mr. McGlivary stated that the
New Center would be a good nucleus to start the NE Fine Arts
League and thaugh the Clty May not be able to provlde a 5,000
seat in-the-round auditorium, other places could be sought.

Mr. Angle stated that not only the NE Flne Arts League need
a facllity, but atso the Trlnlty Arts Leagu~, an organization
on equal footing with the NE Fine Art~ League. They are
currently housed in a facl]Ity that can seat only 250 people.
If there is an auditorlum, they would also be able to utllize
the facility. Though the Llbrary is an excellent benefit,
and enJoyed, it would be nice to have an exlsting facility be
utllized. It would be easier to make a libcary out of Na
space". rather than making an auditorium out of "a space°.
Mr. Petika added that he knew that It ls going to be a
llbrary. The srnaller auditorlum, "chapel~ Is also going to
be utiiized by the Library. Mr. McGllvary suggested that a
couple of inembers of the Board and htmself and Dave meet with
Mr. Rodger Llne, City Manager, to find out what Is going on.
Mc. Tipp~ made a motlon to contact Mr. Line at the earliest
po~slble tlme to discus~ the posstble Ideas for the future of
recreation center.
Again, Mr. Petika added that the future Recreation Center is
the "Family Life Center". Board was under the impression
that no plans had been made for renovatlon. Mc. Parks stated
he was very much in favor of ineeting with Mr. Line because
i what the Parks and Recreation Department got was "what was
- left". In his opinion, it would be a grave lnjustice to lose
an audltorlum that is already set up #or ~aund and has been
analpzed. Mr. Petika ~tated that he would s~t up a meeting
wlth Mr. Llne for tomorraw (01-OS-86). Mr.McGllvary stated
that Mr. Tipps, Mr. Parks and himself would meet with
Mr. Line.
Mr. Park~ ~ecanded the motion. Vote was unanlmous in tavor
of the motlon to contact Mr. Line at the earliest possible
tlme to dlscu~s the possible idea~ on the recreation center.
Mr. Garvln ~tated that he would not be able to make the
meeting, but woutd be in touch with Mr. Llne. He also stated
that during the Bond electlon the Library had support In full
force and the Farks and Recreatlon Department did not. He
also ~uggested that may be sanething could be worked out with
the the Schoot Dl~trlct in utillzing thelr audltoriums.
Mr. Angle replied that the School Di~trict havt their school
year booked and the facllities are well utllized in each
school.

Mr.Angle thanked the Board and Staff for all their efforts.
Ken E. Graves, Comrnissloner, North Richland Girls Softball
Assoclatlon. Mr. Graves informed the Board that the
Associatlon had been remodelling the concession stand. The
Clty has agreed to put ln ~800.00 in a~nd the Association is
donating the labor. To this date, they have spent ~1200.00
~ and are not finlshed.
The Assoclatlon has two problems:
i. Registration Locatlon - The Association would like to
reglstration at the Community Center and waive the ~15.00
per hour fee. Reglstration would be on four Saturdays
froan 10 AM to 4 PM, beglnning February 28, 1986.
2. Thece ls a mud hole between the flrst two ballflelds.
When the City made lmprovements in the roads at the
park the raln water now settles in that area.
Mr. McGllvary stated that he felt that the Parks and
Recreatlon Department could pa~slbly help out In purchasing
pea gravel for the mud hole.
The waiver of the fee at the Cottmunity Center is not within
the power of the Board. Board suggested that they contact
the CIty Hall to check on the use of the foyer.
ITEM 6: INPUT FROM THE BOARD
Mr. Petlka asked the Board to review the memo they had
recelved with expenses total]Ing ~123,000.00 for the
following repalr~:
~100,000.00 Electrical Repairs at Richfield Park
~ 6,000.00 Repair ot Rlchfleld Park Parking Lot
~ 17,000.00 Fossil Creek Trail Improvements
There Is a~98,000.00 balance and Staff is requesting the
Board approve the balance be earmarked for renovation of
the Famlly Llfe Center to a full service Co~rmunity Center.
The Fo~sll Creek parking lot will co~t in an excess of
~120,000.00 and plans are being made to budget that within
~
the n~xt two years.
Mr. Tipps asked how the Library ended up with better than
half of the ~6a0,000.00 from the Bond electlon.
Mr. McGilvary stated that when meeting with Mr. Line they
will try to find out.
Mr. Petlka reminded the Board that during the Bond election
meetings, there was no support frortt the Parks Board members,
but the Llbrary had 3J4 of the room fllled. Mr. Petlka
stated that he wa~ infarmed approximately seven months ago
that "thi~ poction was the Library's and thl~ is the Parks
and Recreatlon's"~ etc. Mr. Tipps asked Mr. Petika if he
would rather they not meet with Mr. Line. Mr. Petlka
stated that th~y had every right as a cltlzen and Board
memtter to meet with Mr. Line. Mr. McGilvary stated that
they will meet wlth Mr. Llne.
Mr. Petlka stated that If the Parks and Recreation Depart-
ment recelved ~300,000.00 of the Band money, it would take
every bit of that to renovate the buiiding. Mr. Parks asked
if Richfield Park's electrical repairs took every bIt of the
ffif00,000.00 and ls a legitlmate prlce. Mr. Petfka confirmed
that that was true. He also stated that the ~98,000.00 would
give the Department the cushion needed.
The Chair entertained a motlon to take Staff's recommendation
to take ~urplus maney to repair Rlchfleld Park's electrical
problem~ and parking lot, Fossi] Creek Trail Improvements
and ~98,000.00 to the Family Life Center. Mr. Garvin
seconded the motion. Vote was unanimous in favor of the
motion.
Mr. Park~ asked Mr. Browne why the IIance cl,a~ses had been
cancelled. Mr. Browne stated that the classes have been
offered for over four manths, but the current facllities
are not adequatety equipped for dance lnstructlon. Also
15,000 ~chedules are dlstributed throughout the school
system and press releases are glven to all three area news-
papers. There i~ really no response for these classes.
Each clas~ has a minimum of 10. Mr. Ang3e suggested that
a demonstratlon be given at the elementary ~Ch041S by the
dance Instructor. Children will remember thls visual
contact and take the idea home to man and dad. Mr. Browne

did state that our dance instructor is a dance professor
at UTA antl has excellent teaching skllls. unfortunately
the respanse from the children has not surfaced.
ADJOURNMENT : Mr. Tlpps made a motlon to adJourn. Mr. Parks
seconded the motion. Vote was unanlmous in
favoc of adJournment at 6:55 PM.
