MEETING CALLED TO ORDER : Mr. Davis, Vice--Chairtnan at 6:01 p.m.
APPROVAL OF MINUTES . Motion made by Mr. Parkey to approve and accept as
submitted and amended, the minutes of the August 20,
1985 Board meeting. Motion was seconded by
Mr. Fenimore. Vote was unanimous in favor of the
motion by those in attendance at the August 20, 1985
Baard meeting.
NEW BUSINESS .
Item i: Mr. Davis requested Mr. Petika to explain the changes made in the
Parks & Recreation Board By-Laws. Mr. Petika stated that the
posi.tion of Secretary for the Board had been dele~ed, due to the
fact that the Parks & Recreation Department had a secretary to record
the minutes of the Board meeting. Also, the change in the Board
meeting from 7:30 to $:30 p.m.
Mr. Fenimore made motion to accept the changes in the Parks & Recreation
Board By-Laws. Mr. Parkey seconded. Vate was unanimous in favor of the
motion.
Mr. Parkey made motion to accept the by-laws as ratified. Mr. Fenimore
seconded. Vote was unanimous in favor of the motion.
Item 2: Motion was made by Mr. Parkey to retain Mr. McGilvary as Chairman and
Mr. Davis as Vice- Chairtnan of the Parks & Recreation Board. Mr. Fenimore
seconded. Vote was unanimous in favor of the motion.
. Mr. Davis thanked the Board for re-electing him as Vice-Chairman of the
~ Parks & Recreation Board.
Item 3: Mr. Browne explained that on September 21, 1985, at 8 a.m. at Northfield
• Park, the Second Annual Cystic Fibrosis SK "Run for Breath" would be held.

Mr. Petika added that in last year's "Run for Breath the Parks &
Recreation Board was instrumental and thanked them. He also asked
for their support.
Mr. Browne continued in announcing that registration for the lst Fall
Session for activities at the Community Center is September 3-14.
There are some additional classes, as well as some new instructors.
Mr. Davis asked Mr. Petika to elaborate on the Senior Citizen's Center.
Mr. Petika stated that the Senior Citizen's Center now has a Volunteer
Director who will be at the Center from 10:~0 a.m. to 2:00 p.m.,
Monday thru Friday. Registration for meals will be for the following
week. There will be several different recreational programs, as well
as physical fitness classes.
Mr. Petika also stated that each Center has an Advisory Board and asked
Mr. Davis to be the liaison between the Boards. All meals at the
Senior Citizen's Center are free to the senior citizens. There is
a"kitty" and the senior citizens are to donate what they can, if any.
Montgomery Wards Surplus Store has offered to donate their steam table
when they have finished remodeling. The Senior Citizen's Center, as
well as softball field concessions, must have health permit/license.
YMCA has voiunteered their transportation services. But, we are still
in need of finding a volunteer to deliver hot meals to Mosier Va11ey.
The Center is also in need of a donated refrigerator.
Item 4: Mr. Par-key made motion to release Mr. Milt Bockman from the Parks &
Recreation Board of the City of North Richland Hi11s due to his
moving frosn the Cit~. Mr. Tipps seconded. Vote was unanimous in favor
of the motion.
Mr. Davis requested a letter be sent to Mr. Bockman thanking him for
his service to the Parks & Recreation Board.
Item 5: There was no input from the Board or Audience.
Mr. Petika asked that the Board turn their atten.t3on to the Monthly
Performance Report. He stated that the Ballpark Rentals for the
month of August, 1985 had generated $757.50. Softball entry fees
generated, to date, $10,860.Q0, and in August, 1985 $3,680.00.
All monies generated from this Department go into a City general
fund. In order to receive these monies from the general fund,
we must go through City Council.
Mr. Petika also mentioned that 3im, 3ack and Gina have been doing a
great job. Jack and Jim had done an excellent job on the M.S.
Tournament in July. Mr. Parkey added that he had a softball team
in the City league, and from the beginning of the Summer League
to now, the fields are in great shape!
Mr. Parkey asked that in future, before the Spring League, that
consideration be made about the ballfield iights in reference to
game forfeitures.

Mr. Tipps questioned P~r. Petika about the City running a youth
athletic program/organization. Mr. Petika responded that larger
cities do not sponsor any youth organizations, with the exception
of perhaps basketball or volleyball, because of the funds and
staff needed for this type organization. ~ur present understanding
is that Texas law does not permit an enterprise fund for parks and
recreation department.s.
Mr. Petika informed the Board that the letter they had received this
evening was for their own information (letter dated August 8, 1985 from
RYA Concered Parents).
AD30URNMENT . Motion for ad~ournment was made by Mr. Parkey.
Mr. Fenimore seconded. Vote was unanimous in
favor vf adjournment at 6:37 p.m.
