Mr. Jack Giacomarro, Superintedent, Parks Division Mr. Jim Browne, Recreation Coordinator, Recreation Division Ms. Dorothy Brown, 7709 Perkins Drive, NRH, TX Mr. Bill Caubert, 5357 Tiffin Drive, NRH, TX Mr. Robert Trice, 7552 Circle Drive, NRH, TX MEETING CALLED TO ORDER: Mr. David McGilvary, Chiarman, at 4:06 p.m. , APPROVAL OF THE MINUTES: Motion made by Mr. Davis to apgrove and accept as submitted, the minutes of the 3une 4, 1985 Commission Meeting. Motion was seconded by Mr. Fenimore. Vote was unanimous in favor of the mot3on by those in attendance at the June 4, 1985 Commission Meeting. NEW BUSINESS iTEM 1: Slides/pictures of the City's parks and scenic drive were presented and narrated by Mr. Giacomarro. Mr. Giacomarro showed that up to date the painting of coloYful rainbows on park bathrooms has cut down on the graffiti at these locations. Mr. Giacomarro statsd that this was Mr. Petika's idea as well as placin$ turf on the sidewalks of the playgrounds. He also explained that there are maitnenance buildings at Northfield and Richfield Parks. On the scenic drive of Onyx Drive S. there had been complsints. Some citizens had complained that the right of ways needed to be cut back, and at this time the right of ways have been cut back 12-1$". Also viewed with reference to City Wide Beautification was a planter box built just outside the City Manager's Office. The Parks Division did an exceilent job of landscaping that area. ; ,i' -z- ITEM 2: The lighting problem at horthfield has been solved, but not corrected, to date. On July 3, at 9 p.m., Knowlton-English-Flowers will meet with Mr. Petika to partly correct this lighting problem. Knowlton-English- Flowers opted for a lesser equal bulb and 39 foot poles. More plainly they tried to gain candle power by direction instead of diffusion. ITEM 3: Approximately 3 years ago, the City had a user contract with RYA. Mr. Browne briefly went through the contract. The Board determined the section on coriduct guidelines to be prohibitive on the staff to enforce on a day to day basis. . Motion was made by Mr. Parkey for Mr. Petika and Mr. Browne to revise the section on conduct guidelines. Mr. Tipps seconded the motion. Vote was unanimous in favor of the motion. The Chair requested that Item 3 be tabled until the following meeting. Motion was made by Mr. Parkey to table Item 3. Mr. Fenimore seconded the motion. Vote was unanimous in favor of the motion. ITEM 4: On July 26 and 27, the City of North Richland Hills and the Tarrant County Muscular Sclerosis Association will co-sponsor a softball tournament at Northfield Park. On September 14 at 8 a.m. a Cystic Fibrosis 5k/lOk Run has been planned. There will b e s$10.00 entry fee. Also being worked out with the Cerebral Palsy Assoc. is a run in late : October. Fall Softball registration will begin in mid-July. Play will begin in mid-August. Team entry fees will be $160.00. For this year, and due to the late spring start, the summex leagues and fall leagues will overlap. In the fall recreation schedule we hope to offer jujitsu and dance. Mr. Petika stated that a Bond issue is being worked on at this time. The order of importance on the bond for the Parks and Recreation Department is the Cammunity Center, Swim~ing Pook and land acquisition. We will need these things in order to survive. The new Community Center wili be at Ruf e Snow and Watauga Road. ITEM 5: Ms. Dorothy Brown, 7709 Perkins, NRH, TX Stated that she appreciated the attention that the Commission was giving to RYA's problems. But, she is still concerned with the monies in the organization. Mr. Petika stated to Ms. Brown that Mr. Cunningham was the new President of RYA, Mr. Parkey added that the Robert's Rules of Order were probably used to appoint Mr. Cunningham the president, instead of the organization's by-laws. ~ The Chair instructed Mr. Petika to contact Mr. Cunningham, to inform him that they will have to sign the contract soon and who will be eligible to sign. . -3- J ~ Mr. Bill Caubert, 5357 Tiffin Drive, NRH, TX Mr. Caubert was anxious to say that the City should request in the user contract a quarterly financial statement, be pravided copies of all by- laws, charters, rules and reguations, name, addresses and phone numbers of officials, who will be responsible for the funding of the concession stands. He also feels that RYA can not be trusted and cautioned the City in signing a contract with them Ms. Brown asked if she could have a new RYA Board elected. She was directed to refer to the by-laws. Mr. Robert Trice, 7552 Circle Drive, NRH, TX Mr. Trice also stated his appreciation in the Board taking interest and an effort in trying to control users. He also stated that all he is really looking for is a suitable organization for his child. Mr. Davis stated that the members of the Board sympathized with the parents. But, the Board was unaware of the internal problems that RYA was having. Mr. Parkey did state that ti~ere is a need for an RYA type organization in the City. Mr. McGilvary expressed his appreciation in the parents coming before the Board. There was a question as to why the gate at Northfield Road was closed because of citizens using this as a thoroughfare and speeding through the park. The gates on Cato Drive and Davis Blvd. Fublic Works will close gates at 11:00 p.m. if we maintain their properties. Mrs. Perry, former owner of the building that will be the new Senior Citizen's Ceater, is trying to find a piano for the center. Presently, we are trying to work out a deal with St. John the Apostle Catholic Church volunteers to deliver 49 hot meals ta Mosier Valley and the Tarrant County Senior Citizen's Services will provide a one (1) four (4) hour per day part-time person, This person will not be on City payroll but will answer the Parks and Recreation office. The group of senior citizens who appeared before the Board at May, 1985 meeting do not want to meet or use our Senior Center.
