CITY OF NORTH RICHLAND HILLS
Parks and Recreation Commission of the City of North Richland Hills, Texas
April 2, 1985, at 6:36 p.m.
Meeting Place: Council Chambers, Municipal Compex, 7301 ldortheast Loop 820.

Meeting Called To Order: Mr. David McGilvary, Chairman, at 6:36 p.m.
Approval of the Minutes: Motion made by Mr. Tipps to approve and accept
~ as submitted the minutes of the March 5, 1985
Commission Meeting.
Vote was seconded by the Chair.
Vote was unaminous in favor of the motion by those
. in attendance at the March 5, 2985 Commission Meeting.
(Mr. McCombs abstained from voting due to he not being
present at the March, 1985 Commission Meeting.)
NEW BUSINESS
ITEM 1: Mrs. Perry stated that she and her husband built the home, now
being renovated for the Human Services Center (Senior Center),
on Bursey Road 30 year5 ago. She is proud that the City had
purchased that building for the purpose of Senior Citizens and
Human Services. She also stated that she was associated with
the opening of the Senior Citizen's Center on Hemphill Road in
~ Fort Worth, Texas. She feels that if it were not for Senior
Citizen Centers that the Seniors would not have anything to look
forward too.
Mr. McGilvary requested that Mrs. Perry be the Chairman for the
Senior Citizen's Committee, but she declined and stated that she
~ would attempt to find someone who might be more capable of handling
~ this type of position. (She is 80 years old'.)
~ ITEM 1: Mr. Tipps added that some organizations from Richland Senior
cont'd High School would like to entertain for the Senior Citizens.
The Commission requested Mr. Petika to send a letter to churches
asking for help from their Senior Citizens and for them to become
involved with the Center.
ITEM 2: After reviewing the Recreation Schedule at the Community Center,
Mr. McCombs stated that several of his students had only favorable
comments about the gymnastics classes.
ITEM 3: In review of the Northfield Park Schedule, along with other parks,
Mr. Petika added that one and one-half ballfields are still under
water. The contrartor does not seem to be utilizing the good
weather days to work on Northfield Park.
At Fossil Creek Park and Richfield Park, the Parks Department crew
has painted rainbows on the bathrooms. This is to be a deterrent
to graffiti.
The Parks and Recreation Department is waiting for the City Council
to approve the hiring of a Recreation Coordinator who will coordinate
all recreational activities for Northfield, summer, etc.
ITEM 4: The Parks and Recreation Department is planning another run.
This is another item that the Recreation Coordinator will coordinate.
The chair asked if the opening of Northfield and the kick-off of the
run could be tied-in to each other. Mr. Petika stated that sounded
like a goad idea and would speak to the Recreation Coordinator.
ITEM 5: The Review of the Perfoiznance Report brought about some questions.
- Where is restitution coming from? Mr. Petika stated that restitution
is coming from the Juvenile System.
- If there was something that could be done to bring down the hours
(manhours) devoted to City Hall for non-ground duties? -
Mr. Giacomarro did state that one man has ~een permanently assigned .
to the Municipal Complex during the spring and summer months to
work the ground duties. Mr. Petika stated that while devoting
some hours to City Hall was a plus in one hand, it subtracted from
the other, because of the parks being neglected.
Mr. Petika asked the commission to look at the some of the Parks
themselves and see the playground areas. The turf installed at
these areas have received nothing but compliments.
-ITEM 6: The Co~nission suggested that the names for Northfield Park and
Nor~h Park be changed.
Mr. McCombs made motion.that steps be made to change the name of
Norich Park to Emerald Hills Park (due to its geographical location
and esthetics).
~ Motion was seconded by Mr. Tipps.
Vote was unaminous in favor of the motion.

ITEM 6: Mr. McCombs also asked that the same steps be made for a change
cont'd in name of Northfield Park.
Mr. McCombs inquired as to the summer programs and suggested that
a City Track Day involving all four cities in the Birdville
School District.
Mr. Tipps asked that a intra-golf tournament take place involving
department heads and superintendents.
Mr. Petika added that the Recreation Coordinator would head these
type of activities.
Mr. Petika stated that according to the Master Plan, we are 76
acres behind on park space. And asked the commission to keep
an eye out for this type of land.
Mr. McCombs made a motion that any future bond issue include
new park lands.
Mr. Tipss seconded that motion.
Vote was unaminous in favor fo the motion.
ITEM 7: Mr. Tipps inquired as to the responsibility that the Sesquicentennial
committee take during their use of Northfield Park. Mr. Petika
stated that they would be responsible for all damages and clean-up
- of the park.
Motion for adjournment was made by Mr. Don Tipps at 7:43 p.m.
Motion was seconded by Mr. Neal McCombs
Vote was unaminous for adjourrnnent at 7:43 p.m.
