August 9, 1983 @ 7:00 p.m. Meeting Place: City Hall, 7301 N.E. Loop 820, Rm. 100 Cottunission Attendance: M~. Dennis Horvath Mr. David J. McGilvray Mr. Don Tipps Mr. J. Douglass Davis, Jr. Mr. Howard Nix Mr. Jim A. Bowen Not in Attendance: Mr. Bill Burk Mr. Neal McCombs Call to order by Mr. David McGilvray Approval of minutes motion by Mr. Tipps to approve minutes with correc- tions of Item ~1 adding that a parks director salary would be approx- imately $25,000; Alsa the addition of Asst. Chairman at the end of the minutes.dated June 16, 1983. Motion was seconded by Mr. Davis with corrections. Unanimous vote by Coamaission to Approve Minutes. New Business Conducted: Item I: Update on Parks Grant Northfield Park Sprinkler System to be added on Engineers Plans for baseball fi.elds. The Drainage was Re-done and moved 12 feet from Property ~ Line due to it being to close to a near by neighbor on Finnian Lane. Mr. Davis conf irmed with Mr. Horvath that these improvements would push the ground breaking back one(1) month. s Item II: Fossil Creek Roadway/Restroom. Mr. Dennis Horvath advised that the new Restroom Facilities were almost completed. He advised that the Raadway would be ripped up by the NRH Street Dept., whiles Austin Const. will line stable it. At that time NRH Street Dept. will pave the Roadway. He advised that Sod will be placed on the West Side of the park where the road is now. Item III: Budget Proposal Mr. Horvath advised that the City Council approved tentatively one(1) parks Director and three(3) Parks Maint- enance personnel. Funds for April lst 1984. The Parks Director may be hired in March. Item IV: Recreation Center/Swia~ming Paol Mr. Tipps discussed the pool and the recreation center. He advised that Mr. Tmby Wood is talking with others at this time about the possible merger between NRH and Birdville Athletic Complex. Mr. Tipps advised that a meeting was to be set up at a later date with Mr. inTood. a Mr. Tipps advised that if the joint venture could work out it would enable the School district to use the Complex during the School year and N.R.H. recreation departmant to use it for 3 to 4 months during the summer. Mr. Tipps advised that the only problem in the joint venture will be Haltom City vs. North Richland Hills and Birdville School District had to cover both cities. Mr. Horvath showed blueprints and the building costs of city swimming pools around the metroplex. He also advised that the P~,rks Commission had $500,000. in the fund for this type of project. Mr. Tipps advised that it would be a good idea to consider a Community Center far use at all times. Item V: Mr. Davis asked when our next meeting should be. After some debate Mr. Gilvray advised it would be the lst Tuesday of every month. Mr. Nix made a motion for all meetings to be held on the lst Tuesday o~ each month with the next meeting ta be held on Tuesday September 6, 1983. Mr. Ta.pps seconded the motion.
