Minutes by Commission Item I: Five year Parks ~nd Recreation Plan disciissed and open f.or public discussion. Motian made by Mr. Davfs, Jr. to pass the f.ive qear plan since na public was present to voice discussion. Second was made by Mr. Burk. Item II: Mr. Dennis Hor~rath bro~~ght up the s.tatus c?f b~nd funds/parks and 13brary contributions. $17,00~ was left aver from the Fassil Cxeek Parks Fund. Total in Parks Fund $517y00~. Mr. Hoz'~ath also adv~.sed that the PPrks ar~d Library contributions resulted in approximately $1500.00 increase per month. Item III: Mr. Bill Burk brought up the idea of expanding the Sununer Program to Mr. Neil McComb. Mr. McGomb stated that we should expand this in recreation Pquipment and alsa with a man to canduct a child's dr.ama music theater. Mr.. McComb stated that the trampol.ine was stored at the City barn. Mr. MeComb is to draw up summer program and submit a proposal for the next meeting in January. Mr. Tipps st~ted that there needed to be a City wide basis for a run in the countrq pi.cnic, etc. fle aflvised that Pam at Richland High School coulc3 maybe mark off the conrse for the run in the country. ~r. Tipps discussed the pos,~ibility of having some type of historical event 3n the city to pull the citizens into the parks such as a parade. Mr. Bowen brought up radio airplanes since several citizens done this as a hobby. Page 1 of 2 ~ F Itam IV: Mr. B~wen advispd that Mr. Cunningham (RYA} shovZd have brought up blueprints t~ shaw the RYA setup glans for the new land that was to be purchased. Mr. Hnrvath advised that hP wauld make cantact with Mr. Cunningham, but did adviee ~hat RYA had previous problems and that was the cause for the delay in p]ans. Item V: Mr. Bc~wen Also df.sCUSSed if the purchase of the land at $6500. per acre was still a possi_ble in order to p~~nd Richfield Park to 33.42 acres. Mr. Horvath advised that the par.ks commission shou2d not let this issue die an~ sh~uld act on it. Mr. MeComb advised that it wouid be no harm to confront the council on thi~ land. He a~viGed rhar a letter to the Mayor might be Appropriate. Mr. McGilvray make a motion ta get us in the next council work shop in arder ta discuss the 1a.nd 3_ss~ie. Mr. I~av3s,Jr. fiecond the motion. Item VI: Mr. BiZl Burk asked how bids should be taken and from what contractor's. ~ Mr. Horvath ex~lained how the bids on the parks plan should be taken. Item VII: Mr. A~rvath advised of a compiaint that he received from a female about Fass31 Creek Park needing a few repairs on the equipment and the refilling of the children sand boxes. He advised that these were corrected. Item VIII: Mr. Bflwen introduced the possibility of the parks commission having by-laws and requested that this be discussed at our next meeting. Item IX: The next cor~nn~.ssion meeting was set January 12, 1983 at 7:00 P.M. at City Hall, North Richland Hills, Texas. Item X: Adj ournment A motion to ad3ourn wa~ made by Mr. Davis, Jr. A s~canfl to the motion was made by Mr. Burk.
