I Restricted Surplus Funds One hundred four thousand dollars in restricted surplus funda from the matching funds previously earmarked for Fossil Creek exists in the total assets for the dera,rtment. The Citv was audited and the auditors suggested spending the money as surplus funds can not be carried from yeax to year. The board proposed and apprc~ed spendin~- the money for capitol im- provements. ITEN: II RYA Propasal to Purch3se Adjacent Land to Richfield Park J. C. Hubb~.xd presented the R~fA pro- posal. RYA wishes to purcha.se thirty three acres east of Richfield. RYA asked the City to underwrite the loan and in turn~ the organization would donate ~ poxtion to the Parks and Recreation Department. The donated parcel would be lar~re enough to build a swimming pool. The cost of the land is sixty f3.ve hundred an acre and the loan was secured at ten per eent. Should RYA default, the land would come back to the city. The improvements RYA is to make would be four b.,ll diamonds to be completed by 1983• RYA consented t^ change their or~anization to NRYA.
