CALL TO ORDER 7he meeting of the Parks and Recreation
Commission was called to order by ~
Chairman Bill Polster at 7:07 p.m.
ROLL CALL PRESENT:
Chairman: Bill Polster
Members: Jim Conkle
Tom Connell
Everett Hays
ABSENT:
Members: Paula Brooks
Berl Whitford
Pat Darnell
The following recommendations were made:
Everett Hays moved, seconded by Tom
Connell, to have a 10~ gross receipts
fee on ail concession stands in all parks.
Motion carr~ed unanimously.
Everett Hays moved, seconded by Jim
Conkle, to charge $6.00 per ball diamond,
per night,where lights are used, for a
use fee, subject to review after the City
furnished cost figures to the Parks and
Recreation Board. Motion carried unanimously.
Tom Connell moved, seconded by Everett Hays,
that all baTl garr~s s~ould be completed by
10:30 p.m., if possible and all lights off
at 11:00 p.m., regardless. PAotion carried
unanimously.
The Board made a reco~rmendation that a
timer be installed on the tennis courts,
this was suggested to have uniformity in
the time lights are turned off and avoid
lights burning all night.
Everett hays made a recorrnnendation to
change the By-Laws, Article 4, Section 1,
the address of the Commission.

Jim Conkle moved, seconded by Tom
Connell, that two (2) soft ball
diamonds be built at E~rald Hills
park, furnished with back stop and
necessary grading, with lights if
possible. Mation carried unanimously.
Tom Connell moved, seconded by Jim
Conkle, that the Park and Recreation
Cwrnnission recort~nend that the old
Ci ty Hal l be converted to a corr~nuni ty
center. Motion carried unanimously.
Bill Polster informed the Comnission
that RYA requested to use Richfield
Park on March 13th, for baseball tryouts.
RYA will furnish the CoRUnission a schedule
as soon as registration is finished.
Jim Conkle moved, seconded by Everett Hays,
to grant RYA's request. Motion carried
unani~mously.
A suggestion was made that in the future
two categories be added to the agenda,
old business and new business. The
Corr~nission was in favor of this suggestion.
Jim Conkle moved, seconded by Everett
Hays, that a proposition be put on the
ballott giving the Council authority to
issue revenue bonds for the purpose of
acquiring land,~ development of .a_ ~~vimming
pool and municipal golf course, cost of
bonds to be defrayed by green fees,
admissions and concession fees. Motion
carried unanimausly.
