HomeMy WebLinkAboutPRB 1973-05-07 Minutes MINUTES OF THE REGULAR MEETING OF THE PP,RKS AND RECREATION COMMISSION OF THE CITY OF NORTH RIGHLAND NILLS HELD AT THE GITY HALL, 4101 MORGAN CIRCLE, MONDAY, MAY 7, 1973, AT 6:30 P M CaLL TO ORDER The regular meeting of the Parks and Recreation Com~nission of the City of North Richland Hills was called to order by Chairman Everett Hays at 6:30 p.m. ROLL CALL PRESENT: Chairman: Everett Hays Secretary: Margie Robinson Members: Warren Connelley Pat Darnell Tom Connell - Benny B. Riddle STAFF PRESENT: City Secretary: Donna Pairsh ABSENT: Vice Chairman: H. E. Hunkele Councilman: Walter Smith Clerk: Jeanette Moore ITEM II. PROGRESS REPORT ON CITY PARKS. Chairman Everett Hays advised that he had asked for city representation on this matter, but no one was present at this meeting to give the progress report on the city parks. ITEM III. RICHLAND YOUTH ASSOCIATION PROPOSAL ON CONCESSION AT RICHFIELD PARK. (VERBAILY COMMITTED AT LAST MEETING.) Mr. Pat Darnell advised he has had no responce from Richland Youth Association as of this date on the proposal. Mr. Benny Riddle advised he h~as spoken with a member of Ricland Youth Assaeiation and he believes they are still working on the proposa1 and r~opefully they will come up with the proposal by the next regular meeting of the Parks and Recreation Commission which will be reviewed by this comnission and the- refered to the City Council for consideration. Mr. Tom Connell advised he was not interested in running a concession at any park. ITEM IV. TREE PLANTING PROJECT AT RICHFIELD PARK. Mr. Benny Riddle advised that he had talked with the City Manager and he thought they would be through with the construction equipment and would be out in 2 or 3 weeks. Mr. Riddle advised he had talked to Mr. Gregory and Mr. Boler of Richland Youth Association who were in favor of this project. In talking with Mr. Gregory and Mr. Boler, Mr. Riddle suggested that a team out of each league would donate one tree. Mr. Riddle also advised that the Richland Youth Association would appropriate $200.00, that the Richland Youth Association is interested and would make their decisions at the next Board of Directors some time next week. Mr. Riddle advised that McClendon's Nursery has nice frwitless mulberry trees for $4.00 each in groups of 40. Mr. Riddle advised he had talked with Mrs. Barnett of Girl Scouts of America, and she said that som~ of the girl scouts would help with this project. Mr. Riddle recommended that Chairman Hays appoint a couple of the Parks and Recreation Cor~nission members to work with him on this project. Chairman Hays appainted Pat Darnell and Warren Connelley to work with Mr. Riddle on this project. All members of the Parks and Recreation agreed to donate one tree each. Mr. Darneli moved, seconded by Mrs. Robinson, that the Parks and Recreation Commassion ta]k with the City Manager about starting a tree fund and getting publicity in the newspapers. Mr. Connell recommended not planting only fruitless mulberry trees but a variety including fruitless mulberry. After discussion, Mr. Darnell withdrew his motion and Mrs. Robinson withdrew her second. Mr. Darnell moved, seconded by Mrs. Robinson, that the Parks and Recreation Comnission go to the City Manager about starting a tree fund with publicity in the newspapers and stating the price the comnission was asking for the donations to be $4.00 per person. The motion carried by a vote of 6-0. ~ 4 ITEM V OPEN FOR DISCUSSION MIMUTES OF PARKS AND RECREATIUN COMMISSION Chairman Hays advised the City Secretary that he would and all the menbers of the Parks and Recreation Commission would like to fiave an entire set of minutes from the time Mr. Hays was appointed Ghairman so the Co~nission could see what was supposed to have been done in the past. Mr. Darnell pointed out that Roberts Rules of Order states the minutes of a board or cor~nission should be presented, read and approved at the regular meetings. Parks and Recreation Budget Mr. Darnell inquired as to the Parks and Recreation budget. Mr. Connell advised the $3,400.00 had been set aside per year to operate the spr~ner recreation ~ program. Mr. Darne1l requested information on how the money in.this budget was being spent. PARK AND LIBRARY FUND Mr. Darnell requested information on what has been receiued in the Park and Library Fund and what has been spent and for what. Mr. Connell requested information on the percentage of people that participate to the Park and Library Fund. CITY REPRESENTATIVE Chairman Hays expressed cancern as to no representative from the City being present at the meetings as the Can~nission needs to be inforn~d of new city parks in progress and whether or not the Commissions requests has been accepted. Chairman Mays also expressed concern as the appointed councilman not being present at these meetings. AJDOURNMENT There being no further items on the agenda for discussion, Mr. Darnell moved, seconded by Mr. Riddle, that the Parks and Recreation Corrnnnission be adjourned.
