OROER The meeting of the Parks and Recreation
' Comrnission was called to ~rder by Chairman
Everett Hays at 6:30 p.m.

Chairman Hays advised the Cor?~mission that
they would bypass Item II, Progress Report
on City Parks and Item III, Richland Youth
Association Proposal on Concession at Rich-
field Park, since there was nat any City
Official present to make a report. Also Pat
Darnell was not present to present the proposal
f'rom Richland Youth Assaciation.
Ii'EM TV. ~ ~ Dis~cussion and Possible Appointment of Committe
for Tree Plantinq Project at Richfi~ld Park.
Chairman Hay~ advised the Commission that he
had talked with the City Manager and discussed
. the replacing~the trees in the new park.
Chairman Hays said some Girl Scouts and other .
~ organizations in the Tri-Cities area had been
active in planting trees.~ Mr. Flunkein advised
he thought they should wait a while because
of the construction going on in the park. Chair-
man Hays said he thought the City could mark ~
~ ~ where tMey wanted them planted. htr. Riddle
inquired as to where the trees would come from,
would the City or individuals donate them.
Mr. Connelley advised he thought the Commission
. should appoint a chai 'rman ~ouer this corranitte2.
Chairman Nays appointed Mr. Benny Riddle to
~ talk to the City Manager and see if he thought
they needed to appei nt a comr~i t~ee os ih~i s type.
ITEM V. Discuss9on of Possibl~ ~~iu~ .ipal Golf Course.
~ Chairman Hays inquired as to how the Commission
felt about the City building a Municipal Golf
Coures. Mr. Benny Riddle advised he would like
very much to see one built. ~
Pat Darnell was present at this tine.
Mr. Darnell advised he had talked to Councilman
Newman about this and Councilman Newman advised
him that some of the developers in the area
w~re taking about building a golf course.
Chairman Hays asked Mr. Darnell to talk to sore
more of the Counciimen and get the City to
pursue this. Chairman Hays thought they might
get Federal Funds to help build a go1T course.
Tom Cvnnell was present at this time.
Chairman Hays advised the Commission that they
~ wou7d go back to Item III, Richland Youth Assaciation
Proposal on concession at Richfield Park and
ask Pat Darnell for a report. Mr. Darnell
advised he did not have a formal proposal t~
present to the Car~nission and he would tell the
Commission what RYA wanted to do. RYA wants
to let the City run the concession compl2tely
and keep all the profits and pay the umpires
for all~the games played by RYA.
Chairman Hays ask Mr. Darnell if RYA would
have a formal:proposal ready for the next meeting
of the Commission. Mr. Darnell advised he
would bring a representative from RYA to the
next meeting with a formal proposal.
Chairman Nays advised he would like to discuss
the lighting and fencing with RYA on how they
were going to pay for these things. Chairman
Hays also advised Me thought the Commission
should get the News Papers to attend the next
meeting of the Parks and Recreation Corrnnission
~ and get some publicity and maybe help RYA get
sam~ danat~ons. ~
Chairman Hays advised that Item III would placed.
on the next agenda. Item II also would be on
the next agenda.
Chairman Hays advised the~Commission he thought
~ . that someone from the City Council or City Staff
` should be present at all meetings of the Parks
and Recreation Commission to keep the Corunission
informed on the progress being made on the park.
Chariman Hays also advised he wanted it written
• in the Minutes that the work session the City
i ' Council was having on this same night of
the meeting of the Parks and Recreation
Commission, interfered with the Commission ~
and should have been called off.
ADJOURtihiE~dT There being no further items on the agen~a
for consideration, Mr. Darnell moved, seconded
by Mr. Connelley, t.hat the meeting of the Parks
and Recreation Commission be adjourned. The
motion carried by a vote of 6-0.
