I7EM III• Review and approval of By-Latras.
Chair~an F{ays advised~~he Commission that
~ they ~ne~ded to review and rrake the r?ecessary. ,
, char~ges so they could present it to the City
~ Counci]. After:discussion.. and necessary
~ chang~s, Mr..Hunkele moyed, seconde~ by Mr.
~ Riddle, that~the Commission accept the 8y-Laws ~
as presented.

~ Chairman Nays advised the Comm~isson that t~,r.
. Pat Darnell wou7d przsent the By-~aws to the
City Council at their next meeting.

Mr. Tom Connell was present at this time.
ITEM IV. Review of Richland Youth Association
Proposal No. I. ~
Mr. Pat Qarneli attended the Richland Youth
Associat~on meeting and informed the Comm~ssion
that RYA had made some changes in thier Proposa7.
The changes are as fallows:
Item II, instead of four (4) baseball fields,
it was changed to three(3). Item V, change to
three (3) baseball fields. The RYA will
provide lighting for three (3) fnstead of four
{4) baseball fieids a~d bleach~rs for three (3)
instead of four (4} basebal7 fields. Supplies
and equipment for the concess~on stand.
Mr. Darnell advised the Commission that RYA
~ wanted to keep all the the money from the
concession Stand because they needed it to~pay .
thier biils.
Mr. Darnell al~o advised the Cor~nissian that
RYA needed a.repiy as soon as possible.
Chairman Nays advised Mr. Darnell that the
Commission would present it to the City Council
at the March 12, 1973 meeting.
Chairman Nays advised the Commission he thought
a11 Parks and Recreation Commission Members
and an Official from Richland Youth Association
also be present.
. Chairman Hays advised he wanted to be sent a
copy o~ all Minutes of the previous meetings.
There being no further Items on the agenda.for

Mr. Darnell, that the meeting be adjourned.
