CALL TO ORDER The meeting of the Parks and Recreation Commission was called to order by Chairman Everett Hays at ~ 6:30 p.m. R~LL CALL ~ PRESENT: Chairman: Everett Hays Members: Margie Robinson ~ Warren Connelly . Chairman Hays welcom~d vistors from Richland Youth Association. City ~1anager Riddle gave a progress report on work bei ng done i n the netiv park. He advi sed tfie Coir~nission that due to bad ~~eather not much work had - been done. . ITEM IV Discussion a~ith RichlaMd Yauth~Associat~on~0~ficials. . ~ ~ Mr. Benny Riddle advised the Commission he had met with Richlan~ Youth Associat~on Officials and ~ ~ presented the Corr~nission Members a copy of a proposal from Richland Youth Associatio~, also a map the Association had drawn up to add another girls baseball diamond to the park on Onyx Drive South.~ ~ Mr. Ray Sprinkle of the Richland Youth Association took over at this time to present their proposal to ~ the Commission. . ~ Proposal No. I ~ ~ ~ In the new C~ty Park we need the folTowing: ~ . 3. Three (3) football fields - ttiro (2) regulation 100 yds. and one (1} S4 yd. size. . , 2. Four (4) baseball fields - regu7ation~~oys~ _ baseb311 size. ~ ~ 3. Concession Facilities ~r,d storaye area. 4. Exclusive use of 3 football fields on Saturdays during August, September, October an~ ilovember for league play only. 5. Exclusive use of 4 baseball fields, Monday thru ' Saturday nights of May, June and July for league games. . 6. A written contraet or a City Counci7 Resolution for the use of the facilities ~utlined above. The RYA will provide: 1. Lighting for 4 baseball fields. 2. Fence for 4 baseball fieids. 3. Bleachers for 4 baseball fields. 4. Dperate concession facilities for benfit of RYA . during times the facilities are being used by the RYA. Mr. Sprinkle advised the Commission that RYA need ~ to kno~>~ so~ething as soon as possible because they ~ were out of a place to play ball. Mr. Sprinkle . also advised the Carr~ission this was oniy a rough ideal and wou7d like to leave it far the Commission ~ to review. Mr. Sprinkle presented Proposal II. as follaws: ' The City if North Richland Hills.provide the area ~ in the existing Fossil Creek City Park for a new . girls softball field between the existing softball~ fields illustrated in diagram 1. This would be accomplished by the City of North=~ichland Hills removing.the trees, re-routing the road in the City park as illustrated 1n diagram 1, extending the drainage pipe and providing the fill dirt. It is the opinion of the RYA Board that it would be essentiai that the City of North Richland Hilfis complete this by Febuary 2$~, 1973 in order for the ~ RYA to complete the new gir.ls.ba71 field for use May 1, 1973. . ~ The RYA will provide far the above mentioned field. 1. Lighting ~ 2. Fence ~ 3. Bleachers q , Only 336 girls can play on ~ fields, 504 girls - can play on 3 fields. In 1972 girls wanted to play and we did not have room for them, ~02 girls are anticipated for the 1973 season. Mr. Sprinkle advised the Commission that RYA needed an answer as soon as possible on Proposal . II. so they could limit tfie number of girls they sign up to p~ay. Cha~rman Hays inquired as to had this proposal been presented to the City Council before. City Manager Riddle advised him it had by another Councilman. Mr. Sprinkle asked if they presented it to the City Council again would they vote ori it. Chairman Hays advised Mr. Sprinkle the Commission ~ wou]d vote on P'roposa1 II and if i~t carried p~esent it to the Council. ~ ~ Richland Youth Association Officials left the meeting at this time. After discussion, Mr. Darnell moved, seconded by Mr. Connely, that the Co~rnission present Proposai II to the City Council. The motion carried by a vote of 6-0. ~ Chairman Hays advised the Comrnission he thought they shou~d wait until ~the ~larch meeting to act ~ on Proposal I. . BY-LAWS . Mr, Darnell present a copy of a set of By-Lativs to the Cor~nission. After discussion, Chairman.Hays advised the Commission they needed to do more study on the By-lar~rs, and present it at the next meeting. REPQRT Oh NAMING THE PARK COiVTEST City hlanager Riddi~ advi~ed~ the Commissiori that the - new owners of Richland Plaza had sent a check for. $I50.00, for three gift certificates, ta be given to the three runner ups in the contest. City Manager Riddle advised the Con~nission he would make copies of the entries and have them hand del~vered so they coul d revi ew them before..th~e next meeti ng. . Chairman Hays advised the next meeting would be Febuary 5, 1973. Cfiairman Hays asked City ~':anager Riadle what ~ recommendation he had on how they should judge park entries. Should they judge as a Board or vse the number system. ~r. Cannell suggested they use the number system, from 1 to 5, 5 being the highest score. Chairman Hays advised they wouid use the number system as suggested by Mr. Connell. Mr. Cannell mdved, seconded by Mr. Riddle, that the meeting be adjourned. The motion carried by a vote . of 6-0.
