RECREATION COMMISSION OF THE CITY OF NORTH
RICHLAND HILLS, TEXAS, HELD AT THE CITY HALL,
4101 MORGAN CIRCLE, DECEMBER 4, 1972 - 6:30 P.M
CALL TO
ORDER The meeting of the Parks and Recreation Cor~nission
was called to order by Chairman Everett Hays at
6:30 p.m.

ITEM II Report from City Council as related to Parks and
Recreatian activities:
~ City Manager Riddle gave a report to the Conxnission
. on the progress being made in the park. Dirt work
had been done and some of the trees had been cleared.
City Manager Riddie advised the Comrnission he had
made a survey of the City for land for two more park
sites. dne had about 28~ acres and was located on
Highway 1938, east of Greenvaliey Race Way. The other
contained about 10 acres and located near Emerald Hills
Addition. City Manager Riddle advised the Commission
he took this on his awn because he was pressed for
t~me. After December 31, I972, there will not be any
more money from HUD and the application had to be
filed before 'that time.
ITEM III Report from By-Laws Comnittee.
Mr. Pat Darne7l advised the Conmission he had gane to
Haltom City and had been told they would mail him a
copy of thier By-Laws.
Chairman Hays advised he thought they should
and study the different types of By-Laws of other
Cities. Then present it at the next meeting, January
15, 1972.
Item IV Discussion of Park land survey comnittee.
City Manager Riddle informed the Commission that
Mr. Harmon had been contacted and could not serve
on the land survey corrnnittee.
Chairman Hays inquired as to how important this
committee would be. City Manager Riddle advised
the Corrnnission they should go ahead and appoint
a committee. Mr. Warren Gonnelley advised he had
contacted Mr. Biil McCiure and he would serve on
this cor~nittee. Cha~rman Nays ask.ed that Mr. McClure
be cantacted and ask to attend the next meeting of
the Parks and Recreation Comnission.
ITEM V. Report by Pat Darnell on Richland Youth Association
Meeting.
Mr. Pat Darneli informed the Comm~ssion he had
attended the Richland Youth Association meeting
and explained the items that had been deleted from
the original park plan. He also asked for donations
of trees and landscaping work. Richland Youth
Association wanted some kind of contract with the
City on the use of the ball diamonds, before they
would obligate the Association. City Manager Riddle
informed Mr. Darnell the City could not sign a
contract with them.
Chairman Nays ask Pat Darnell and Benny Riddle to
attend the next meeting of Richiand Youth Association
and ask for some kind of proposal from them.
Pat Darneil ask the City Manager who he would recomnend
to heip raise money for the park.. City Manager Riddle
recommended the Jaycees and Kiwam s Club.
ITEM VI. Rules for namjng the Park.
After discussion, the Commission made the foilowing
rules for naming the park.
The City of North Richland Nills, Texas, will give
a$500.00 scholarship to the student who successfully
names the City park. 7he student must be in grades
5 through 12 and live in the City Limits of
North Richland Hi11s. The principal where the student
attends school must verify the student's date of
birth, grade and address. The student must write in
25 wards or less why this park should be named what
he or she has suggested.
Children of employees or appointed board members of
the City of North Richland Hills are not qualified.
Only one entry per person will be allowed and
must be received by the City Secretary by 5:00 p.m.
on January 31, I973, at the North R~chiand Hiils City
Hali. The winner will be announced by Febuary 20,
1973.
The Parks and Recreation Board of the City of North
Richland Hills will be the judges and thier decision
will be final. In case of name ties, the judges wi11
judge the winner by the 25 word essay.
The scholarship must be used in an accredited college
or university. The fund must be used prior to the
winner's 21st birthday. The college or university
must invoice the city for normal college expeneses
only.
The Comnission Member's wili have a number only.
Each entry wi11 b~ numbered and the judges wi]1 not
know the name af the entree.
The date for counting the ballots and judging the
~ winner will be set at the January 15, 1973, meeting.
Mr. Darnell moved, seconded by Mr. Riddle, that the
mee~ing be adjourned. The rtrotion carried by a vote
of 7-0.
