HomeMy WebLinkAboutLIB 1988-09-28 Minutes NORTH RICHLAND HILLS LIBRARY BOARD ~ September 28, 1988 Minutes The North Richland Aills Library Board met in the board room of the library on September 28, at 3:30 p.m. Present were Mayor Tommy Bro~m, Polly Brinkley, Jan Daniels, Mickey Oxford, Roxie Hamilton, }:ay Schmidt, Mike Fritz, Alisa Wood, Arlita Hallam, and Brenda Lewis. Absent: Clyde Zeilers. Chairman Kay Schmidt called the meeting to order, and the minutes of the May 2S meeting were approved as written. Kay welcomed guest Mayor Tommy Brown and new alternate board member, Alisa Wood. Former alternate member Roxie Hamilton has been appointed to Place 4. Long-time member Mattie Belle Lewis asked not to be reappointed. Jan Daniels and Kay Schmidt have been reappointed to Places 2 and 6, respectively. Mayor Brown encouraged Board members to work ciosely with the Council to share their views regarding library matters, as citizens as well as board members. He suggested that the Board request that their concerns, such as library fees, be placed on the council agenda and th~n.appear as mesabers and citizens before Council to make the presentation and answer questions from the Council. ? Library Director Arlita Hallam reported that the proposed 1988-89 budget was approved at the Council meeting on September 2b. This will be a bare-bones budg~t year for all city departments. As a result of budget cuts, recently hired children's librarian, Gail Haire, has been released. This will have a particularly adverse effect on children's programming, forcing cuts in story hour, daycare, school, and sum~er reading programs. The library materials budget received a$20,000 cut. It will be necessary to develop additional fund-raising projects with proceeds designated for books by the "Friends of the Library." Polly Brinkley reported that she and Arlita attended a very informative r'TLS system meeting at Hurst on September 22. Arlita stated that the Library Improvement Act of 1988 has been dropped. Vice-Chairman Mickey Oxford distributed a proposed draft for amending the North Richland Hills Library Board bylaws. FoZlowing review and discussion, it was moved, seconded, and carried that the Board adopt these changes in the North Richland Hills Library Board bylaws to bring them in line with City Ordinance 1478, with the inc2usion of "officers election at the September board meeting." t ~ z ~ ~ Vice-Chairman Mickey Oxford announced his resignation from the Board, effective im~nediately. Mickey cited a demanding work and personal schedule. Both long-time members, Mattie Belle Lewis and Mickey Oxford, will be honored at a dinner in October for their years of dedicated service to the North Richland Hills Library.
