CALL TO ORpER Chairman Mark Haynes called the meeting to order April 4, 2005 at 6:04 p.m. ITEM 2. APRROVAL QF THE MINUTES APPROVED MOTION: Ms. Kirby made a motion, seconded by Mr. Ruthven by, tQ;~a~prove the minutes of the February 7, 2005 meeting. Motion to approve c~r-~ried ~0 - , ITEM 3. PR 05-06 VIDEO PRES~N~F~eFtt~ REGARDING GIT1F BOARDS & COMMISSIONS Ms. Vickie Loftice gave a brief overview of tMe information-fo be presented. ~ Concerns were expressed by a member of the Zoning Board of Adjustments with regard to the ability of City Boards and Commission members to express their opinions and participate in various public forums and political activities that other citizens do in community events and affairs. In response, the City Attomey, George Staples, prepared a video presentation which outlines the areas where there are some (imitations w~iich relate #o conflicts of interest when a board member can exercise power ofher than adviso~`y in his or her role as a board member. The video was shown. ITEM PR 05-07 PARKS IN PROGRESS Mr. Bill Thornton gave an overview of the Hike and Bike Trail System. He also commented about the progress r~f Liberty Park an~i th~ dedication that is scheduled for May 21. ~ Chairman Haynes asked abc~ut the ParPc System Mas#er Plan Upda#e. Staff responded ~j that the update will help determine rnrhafi Mas b~een accomplishec~ from the last Master Plan and what the needs are for the #u#ure. Ms. Kirby asked if there was anyway to add mile markers on the hike & bike trail system. Mr. Thomton said that needs to fie welt thought out with regards to starting points or a generic marker system. S#~fF~wilf take titat into consideration. ITEM 5. PR 05-08 CULTURAL ARTS PROGRAM HIGHLIGHTS Mr. Stacy Smith, Cultural Art~ Prc~gl~arr~ Coordinator, was pfiesent to highlight the Cultural Arts Program. The Lotta Night Music Concert Series is beginning their 5~' season. Twenty-nine concerts have been held tc~ ~~te. North Richland Hills Elementary Schools are helping rai~e ~tth~i~~ for the Liberty Park Veterans Monument by collecting change. Registration begins May 1 for the Missoula Children's Theafire. This year the program will be Snow White and the Seven Dwarfs. Two actor/riirectors will spend one week ~ rehearsing with the children and helping #hem build se#s for fihe play which will be held on the following Saturday. The theatre costs $69 and provides a great opportunity for Pazk and Recreation Board Minutes April 4, 2005 2 , I !i i - young thespians. More than 50% of the children that participated last year have signed up again this year. ^ The Top Pop Singing Sensation will be held at NRH2O in June. The winner will receive a$500 cash award and possible representation. Also, Cul~ural Arts will continue with the Cookie Cabaret, Postry Slam and at least one theatrical event. Chairman Haynes asked how we advertise the concerts in the park. Mr. Smith told him that we distribute posters, water bill inserts and provided a sign at the park site announcing the concert. ITEM 6. OTHER INFORMATION ITEMS Chairman Haynes asked how much money has been raised for the Liberty Park Monument. Staff responded that we have raised $55,000 so far but are hoping for as much as $58,000 due to the enlarged plaza area. Staff asked what the preference of the Board would be for presentations for the Ju~e 2005 meeting. The Board requested more detailed informatio~..bl~ .~A~tC~'re~ Pfca~gr~f~r. They also requested additional information on Seniors Programs for the August ~meeting and Recreation Programs for the October Meeting. The Board also requested ~ information on the Davis Blvd Landscaping project which staff is just beginning work on. Staff has been working on a design for the proposed dog park within North~eld Park. City Management asked staff to provide a design for the two-acre site as well as the five-acre site for review. Ms. Kusmierski asked if the two-acre site would be large enough for the proposed dog park. Staff stopped design of the proposed park sites at Smithfield Elementary School and Holiday Heights Elementary School due to the Birdville Bond Election and the proposed closure of those sites. Chris Swartz, NRH2O Park Manager updated the Board on NRH2O. They are currently hiring staff and getting the park ready to open.
