Mr. Leslie welcomed the Pfanning & Zoning Commission and invited them to sit at the table 'rf
they would like.
Mr. Leslte tumed the workshop over to Mr. Bill Thomton for the presentation of the 2~0~
Nor~h Richland Hilis Parks, Recrfea#fon and 4pen Space Master P/an. Mr. Thomton went
around the room with introductions. Rresent from the Planning & Zoning Commission were;
Richard Davis, Doug Biue, Ted Nehring, Tim Welch and Joe Tolbe.rt, Also present were
Marci Ratcliff, Director of Planning & Inspections, Steve Norwood~ ~ssistant Cify`Manager
and Greg Vick, Managing Direcfor of Corrtmunity Services and ~aci1~#ies.
Mr. Thomton presented a power point presentation on fhe 2000 North R~~htand Hilis Parks,
Recreation and Open Space Mas~er PJ~n;
After the presentation Mr. Thomton opened the floor for questions. ?
Ms. Ratclit~ wanted a thumbnail sketch of where we are looking to place parks in the future.
Mr. Thomton reviewed the Community Park Senrice Ar~as map and the Neighborhood Park
Service Areas map which were included in the 2000 NRH Parks, Recneation and Open
Space Master Plan. ~

Mr. Davis inquired about the re5~rns~ of th+~ schc~ol dis#rict? Mr. Thcamton commented that
the Birdvilie independent~S~f~v+~~ Distric~ ~t~ave b~en vsry responsive and have ident'rfied the
need fr?r picnic tables and shei#ers at s~verat of t~eir~,:facitities. He also wanted4'Eo know if we
have done any overlays with the schooi district sites. Mr. Thomton res~nded ~tt~at there are
nine park service areas #ha#, ha~re schoal pr~perty within them that could hetp fulfilt some of
the neighbofiood park servi~e needs.
Mr, Dav~s feels that according ta the 5-Year Action Plan the~e appears to be three areas that
Ptanning & Zoning should be aware of for ar,quisitwn purposes. Mr. Thomton responded
that that is correct. Staff would like to ~nquire about acquiring land before i~ is gone.
Mr, Thomton also said that'the 5-Year Actian Plan is a platihing #ool `thaf identifies the scope
of the projects. Mr. Leslie also cornmented that the 5-Year Action Plan isn't something that
we wifl start at page one and do everything until, it ~s all accomplished. The plan wiA be used
as a planning tool. Mr. Thomton hopeS that fhe 2000 N~t,r~h,,,Richland Hills Parks, Recreation
and Open Space Master P/an wiil be a usefuf toQ! th~t ~la~nning` & Zoning can use also.
Mr. Nehring was curious about the trails and asked if Mr. Thomton could describe them. Mr.
Thomton responded that the trails are concrete paths, 10 f#. v~ride with signage, handicap
ramps and landscapir~g where apRropriate. The tralfis are designed for multi-purpose use
with the exception of no motorized vehicles. AI! the trails are being built with ISTEA and ~
TEA-21 grant funds.

The Parks and Recreation Department have received over $11,000,000 miUion dollars in
grant money since 199~, - ~ . -

Mr. Davis felt it would be a good idea for the Planning & Za~ing C~ommission to know about
the locations of the third recreation center which potentia!!y could be placed at Cross Timbers
Park where land has been reseru~ed,: He thinks Planning Zoning should know where
potential entryways are sa they plan accordingly.

Mr. Davis also commented that h~ is stil{ not in agreement wit~ the Neighborhood Parkland

Ms. Loftice updated the Park and Recreation Board on a few minor revisions in the Revenue
Policy. Questaons wer~e r~is~d ~tu~th~ c:ostrce~ou~ery for~~^xafter schaol program. City
~ Counci~ feels the.pco~r~m,is ~ter~t ir;~por~tan# so i# is almost f~tU.y #unded by the City.
Fundraising does, help offs~t s~me of the cost.
Mr. Wolff wanted to know how we make people aware of the s~hola`rshlps that are available
at the Re~reation ~~ntsr fc~r c~~s~e~,and~programs. Ms. Lofk~c,~ said.the scholarship program
is advertised in the Tir~e Q'f Y,oa~r~,l.i~e ~rochur~, on pa~e 22,~ ~I~iC~.~i~ mailed to every
household in North R'ichland Hil(s. He asked if we cou(d possibly r~ve it to page one and
also put a sign up at the R~ert~ation .~enter. 4~ickie said she ~rou~d..~c~ak into it.
The Board inquired about the 6Ri~hland Tennis Center and asl~gd w~iy we~don't charge non-
BISD users a higher rate. Staff responded that BISD donated that ~roperty and NRH
provides the tax dolta~s to op~r,,~ts rit. M;c, Thomton add~d tha# at th~ ar~e the fees were set,
there was considerable discussion about charging dif~erent rates. Staff will iook into it. Even
with a!I the competition from other tennis facilities and programs the Tennis Center's goal is
to be at 75% cost recQUery.. , r,
Mr. Leslie commented that he would like this item placed on the March Agenda.

PARK OPERATlONS ANb ~~lP1TA~. IMPROV~~NT P1+ttQt~i~M STATl3S REPORT
Mr. Thornton updated the Board on the following:

Design work is on hold for the North HiUs Mall Multi-se Trail project due to the possib(e site
development changes regarding North Hills Mall. TxDOT may require the City to move

forward with the project and work the Mall into the pro}ect at a later date.
Waiker's Creek Traii & Bike Transit Stations were approved under the TEA-21 Enhancement
Program and the Cottonbelt Trai~ E~tension will be funded u~der ~he CMAQ Program.

Construction continues at Cross Timbers Park. Bids for installation of the baltfield sod are
scheduled for mid February con#ingen~ on the irrigation status.
Bids have been open~~ ~~d ~i'~ b~~n~ e~aluated for the Thombridge Park. Staff received 15
to 17 bids with the low bid ~eing $3~;OOd, Funding is available for the $73,000 over the
original budget for the projec#. $60,000 can be attributed to ~xing the erosion that has
occurred at that site and $13,000 can be attributed to the 2-core irrigation system. Staff wi11
take the award of bid to the February 28"' City Council meeting.
A grant application was resubmitted in January for the Brandonwvod Neighborhood Park.
Staff expects a response in Ju{y.
Staff is completing review of the agreement between the developer (Arcadia) and the City for
the ovecall development of the Town Center.
Linda Spurlock Park is complete.
The second phase of installation of standard park signage is b~inning. Plans and
spec~cations are being prepared and staff is evaluating locations at the following facilities for
placement of the uniform park signage: Bursey Seniar Center, Dan Echols Senior Center,
Norich Park, Fossil Creek Park, North Electric Trail, Cross Timbers and Thombridge Parks
Bids open on February 16"' for the Spring Tree Planting Project. New trees are scheduled to
be installed at Linda Spurlock Park, Cross Timbers Park, Walker's Greek Park and
replacement trees at Green Valley Park, Mid Cities Blvd, Bedford Euless Road, North Electric
Trail, Norich Park, Walker's Creek Park, City Hall, Richfield Park a~nd Bursey Senior Center.
The contract is scheduled to be awarcled at the February 28"' City Council meeting.
ITEM 7.
OTHER INFORMATIONAL 1TEMS
The Parkland Dedication Article is schedu{e to be presented to C'rty Council at their February
14~' meeting as an appeal and public hearing. The Park and Recreation Board is invited to
speak on this item. Mr. Lestie will call the Board members that are not present and let them
know about the meeting. Mr. Leslie feels that some developers will be present to speak
against the Article and would like to encourage as many Board members to be present as
possible. Mr. Appling asked what Planning & Zoning's main concerri is of the Parkland
Dedication Article. The Board responded that they feel the City is taking something for
nothing from the developers. Mr. Appling asked if Colleyville, Southlake and Keller also have
a Parkland Dedication. Staff responded yes.
