ITEM 1.
CALL TO ORDER
Mr. Tipps called the meeting tQ order August 4, 1997 at 6:04 p.m.
ITEM 2.
APPROVAL OF THE MINUTES
(Passes 6-0)
Ms. Perchard made a motion, seconded by Mr. Work, to approve the minutes of the
June 2, 1997 meeting.
ITEM 3.
PARK 4PERATIONS AND CAPITAL IMPROVEMENT STATUS REPORTS
Mr. Bill Thornton updated the Board on the following:
The foilowing ISTEA projects are in final design, Calloway Branch Trail, Little Bear Creek
Trail, North Hilis Multi-Use Trail, and Trail Signage.
North Electric tr~il is awaiting final review from TxDOT.
Glenvrew Neighborhood Park is complete, we are wai#ing on one final application of hydro
muich.
The foundation has been completed for the buiidings and walis for the Girls Fast Pitch
Softball Complex.
Staff is awaiting word from the Texas Parks and Wildlife DeparCment regarding the
$500,000 grant forthe 100 Acre City Park Site. The announcement sMould be made at the
end of August at the Texas Parks and Wildlife Commission hearing.
Staff is preparing to bid out Phase I of the Standard Park Signage in August.
A matching grant has been submitted to the Texas Parks and Wildlife Department for the
Thombridge Neighlx~fiood Park. If the grant is awarded the par~c will be developed without
any expense to our taxpayers. There is a six month review period for the grant,
announcement is expected in January 1998.

Mr. Pena inquired abou# fences at the Girls Fast Pitch Softbait Complex regarding the
parking area and entry area. Mr. Thomton responded that no fences have been planned,
staff is trying to keep it an open area since it is a community parlc.
ITEM 4.
RECREATI4N, ATHLETICS, SENtaR A~ULTS
AND RICHLAND TENNIS CENTER REPORTS
Ms. Monica Sue Walsh updated the Board on the following:
Participation in youth Summer programs increased drasticaHy. Camp NRH, for children
ages 6-12, began the week of June 2 with maximum enra(lment ea~ch week. The week
long volleyball camp drew and impressive 71 participants.
The "Head for the Hills" Family Festival is scheduled for October 11th. Preparations have
~ begur? with committee meetings, securing entertainment and developing marketing
strategies.
The second annual Registration Party "In Your Backyard", is scheduled for Saturday,
August 16 from 9:30 a.m. -1:30 p.m. The party includes activity demanstrations, children's
activi#ies, live entertainment, food and the presence of class instructors.
The Fail Brochure will be mailed out this week.
The Gad-A Boats from Bursey Road Center, enjoyed trips to Granb~ry and Bossier City,
Louisiana.
The Dan Echois Center's dances eontinue to do great with about 10~ in attendance each
week.
Seniors at Qan Echols are exc~ed with the bridge that has been instalied to allow access
to the new parking lot.
The Dallas Mavericks Basketbail Camp was held the week of July 21-25. Ninety children
were in attendance. Highlights tncluded an appearance by current M~verick Derek Harper
and the Mavs Man dunking exhibition. A check for $1.500 was deposited into the Teen
After Schoo! Program Scholarship Fund from this activity. Richard Bacon is the new
basketba4l coach at Richland High School.
Planning continues for the {ronKids Bread Triathlon to be heid on August 24. The Fort
Worth Star Te{egram has committed to be a sponsor for the event. TCJC announced that
they wi{1 not charge us far u~e of the facility.
The Hook A Kid On Golf progtstn was a saccess with 45 kids in a#~endanee. A Hook A Kid
on Golf League was in~uce~! this year withh an outsta~f~ng tumo~t. Seventy-seven kids
signed up for the skills evaluation. Fifty-eight passed and fifty-five are playing in the league
on Sunday evenings.
The Richland Tennis Center received a$500 grant from the Texas Teinnis Association for
the Play Tennis America program.
The 7.0 BMW Mixed Doubles Team playing for the Richland Tennis Center has qualified
for the sectionals in Houston.
The NRH Junior Open was held June 27-29, at the tennis center, with 155 juniors
participating.
A Virginia Slims Grassroots Challenge Toumament will be held at the tennis center
September 13-14. The ~egends toumament will be hetd i~ Las Colimas.
Ms. Walsh thanked the Richland Youth Association for sending out a newsletter asking for
~ volunteers for the IronKids Triathlon.
Mr. Tipps commented that his grandson participated in the Hook A Kid In Golf Program and
had a great time.
ITEM 5.
AQUATICS REPORTS
Ms. Marcia Minni~s upda#ed the Board on the following:
NRH2O participated in tv~rcy lit~guarci cornp~titions this s~r~z The first was held in College
Station and is known as "Super Guard". One of our lifeguards, Beth Bracken flnished third
overall. The second competition was held at NRH2O~ the Southwest Regional National
Pool and Water Park Lifeguard Competi#ion. Tfiirteen t~ams competed and NRH2O
finished 7th overail. NRH2O placed first in the lntegrated Problem section of the
competition. Heralded as the most complex portion of the competition, it dealt with both
a dry First Aid scenario and an unconscious victim in the water. Lifeguards had to identify
the situation, act according to proper procedures and simulate th+e management of a
passive victim. NRH2O also finished third in the spinal immobili~ation seetion of the
competition.
NRH2O has surpassed revenues from the same time as last year. Sunday, August 10 will
be the last day for daily operations. The park will be open on weekends through
September 14th.
I n an effort to show app~a~o~ to the residents of No~th R~t#~d~ Hi~ls, NRH2O is offecing
a 10% discount, at a1# "pc~int o# safe locations", to Res'rd~er~t 1~ ~ard holders for the
remainder of th~ sea~on.
Splash CasM tumed out to be a huge success. NRH2O is completely sold out of the splash
cash ordered for this season.
ITEM 6.
OTHER fTEMS IVOT ON AGENDA
Mr. Tipps, who is serving on the Historical Committee, would like the Board to write a
history of each member to include in the historical book. Mr. Tipps handed out samples
to everyone so they could write their family stories.
Mr. Browne updated the Board on the following:
The budget r~treat was held in Paradise, TX. The work sessian was very positive. Staff
received a lot of praise and nice comments regarding the accc~mplishments of the last five
years. The Council approved the reinvestment of revenues to NRH2O. They also
~ approved service enhaneements to include people, suppiies and equipment.
The Department has the support of the Mayor and Council reganling the maintenance fees
at the Green Vatiey Socxer Complex. Staff wiil explore the possibility of expanding that
program.
Mr. Wark wanted to know what the City of North Richland Hil1s gets r~garding the IronKids
Triathion. Ms. Walsh commented that NRH will get national exposu~re, $3,500 to run the
event, ESPN exposur+~, p~tion of NRHZ~ and economic be~n~fiits by bringing in lots of
participants to the ci~y.
Ms. Walsh also cc~m~n~ed tMat the sponsors, EarthGrains, wiil be'~ providing lunch and
drinks for all the volunteers and participants.
