The regular meetin~ of the North Richland Hi11s Library
Commission was called to order at 4s30 P.M. with six members
present. The minutes of the last m~etin~ w~re read and approved.
Mrs. Prewitt gave a report on the Texas Library Association's
District VII meetin~ that was held at Runaway Bay on October
4th and 5th. The meetings on Thursday covered the subjects
of cooperative systems and combination school and public
libraries. Mrs. Oscar l,eeder also attended the meeting
on Friday which was a discussion of the Supreme Court's
rulin~ on pornography and obscenity and its a~plic~tions
to libraries.
Projects for Children's Library ~~eek were discussed. It
was su~~ested by Dr. Ellis that if a11 three area libraries
(Haltom City, Richland Hills~ and North Richland Hills),
the Birdville school system might be more agreeable about
l~~ting elementary school classes visit the library durin~
that we~k. Mrs. Prewitt said she would checle on purchasin~
a sound filmstrip showing how to use the library to be used
durin~ that week,
Mr. Ellis announced that the City Council had passed a
resolution in support of the Tarrant County Study
Commission~s budget p1an. This resolution was sent
to the county commissioners (a copy).
Mr. ~11is reported on the meetin~;s he and Mrs. Reeder have
had. with the representatives of a foundation~ preparin~;
the way for a~run~t to be made for a new library building.
Mr~. Ellis asked for the board~s approval of a combination
museum-library if necessar~. Dr. Kulaga made a motion that
the possibility be inventigated of havin~ a library and museum
combination. Motion was seconded and apporvec? by unanimous
vote. 1'~ discussio~ Was held on various ideas for a new
library, and the neeessity of_mavin~ the dividiing wall
in the library back to ~;ive more room for shelving.
` Mrs. Prervitt reported that the circulation is still avera~in~
~2 books a day this month and that total book collection is
11,563. The Tarrant Re~;ional Library Association held its
monthl,y rneeting on Qct. 19th~ durin~ which a children~s book
exhibit was helct. The arrival of new shelvin~; and a new
typewriter were announced.

NORTH RICHLAND HILLS ~TBRARY COMMISSION
The regular meeting of the board was called to order at 4:30 P.M.,
at the library. The minutes of the last meeting were read and approved.
- Mrs. Prewitt reported on the meeting of the Tarrant County Study
Committee's Budget Committee with the County Commissioners. The
commissioners took the proposed per capita proposal under advisement.
Mrs. Prewitt requested that the board approve a revision of the
fines polic~: no fine will be charged the day after the date a
book is due. Rev. Hazlewood made the motion, seconded by Mrs.
Reeder, and the motion passed.
In the monthly library report, the circulation was ~2 books a day
during the month of September prior to the meeting. The number of
books available for circulation was 11,352.
A report was made on the amount of money left in the budget, and
the amount spent during the year.
Mrs. Reeder reported contacting an individual connected with a
foundation;~with regard to financial aid for the library's future
building plans. Mr. Ellis agreed to rneet with her to help in
providin.g the necessary information to apply to the foundation.
