NORTH RICHLAND NILLS LIBRARY COMMISSION
February 28, 1979
The meeting was called to order by Mrs. Brinkley. A motion to approve '
the minutes of the last meeting was made by Dr. E~lis, seconded by Mr.
Baker; motion approved.
Mrs. Prewitt reported that funds received from th~ book sale had been
spent and that the book bags and stick-ups for the children's area should be
received wita~in the next month. The carrel for audio-visual material will
not be received for at least ninety da~s.
The board members were urged by Mrs. Prewitt to write their local legislators
to ~est exp~nding more money in the next state budget for public librari~s
as a failure to do so would result in losing matching federal funds. The
North Richland Hills library receiv~d t3421 in state funds and 53411 in
federal funds for the 1978-79 fiscal y~ar.
Mrs. Prewitt brief~d the board members on a report being prepared for
a study committee t~at is wnrking on the type and needs for a computer
for the city. Automated circulation sys~ems are becominq more economically
feasible for small and medium sized libraries. ~hose iib~aries able to use city
in-house computers can develop circulation systems with progra~ming developed
by other ~ib~e€iea and hav~ aiore services available than with commercial
circulation systems.

A discussion was held on the effect of the city's new obscenity ruling
with regard to the library's polic~ statement handbook. Mrs. Reeder
explained the council's efforts to develop the new ordinance and the
care they took to avoid anything that would be so strict that it would
cause the Iibrary probc~ems (and others). A discvssion on further matters
in the policy statement handbook ended with the concensus that the
statement be left gen~ral. The board requested that Mrs. Prewitt
present ta ther~ at the n~xt taeeting those items that need to be considered
for adding to the statement that are not now covered.
