September 28, 1983
The North Richland Hills Library Commission meeting was brought to order by
Chairperson Lynn 0'Day in Room 100 of the library on Wednesday, September 28,
19$3, at 3:45 p.m. The following members were present:

Absent: Bob Courser and Marie Hinkle (council liaison)
The minutes of the May 31, 1983, Commission meeting were approved as submitted.
Director's Report:
Mrs. Nourse reported that many changes have taken place in the library
since the $100,000 Supplemental Budget went into effect. The members
were invited to visit the library after the meeting to observe the new
sculpture and art prints, the new signage with accompanying stripes for
the walls, and the new office for the Library Secretary.
"Info-to-go" is the new Cable 36 program on library information services.
Reference librarian Arlita Hallam features a different subject area in
each program...from "Weight Watching, Losing, Lifting and Shirting" to
"Job Hunting" and Financial Investments". _
One member of the Commission reported that there had been several com-
~ pliments on the program being offered by the Parenting Guidance Center
which conducts seminars for parents in the library during Wednesday
morning Storytimes. The Center, which is funded by.the United Way,
teaches parents how to cope with the problems of parenting children
today.
New Business:
There was a review and discussion of the Supplemental Budget and the
1983-84 Budget.
Tiffany Nourse asked for and received approval for a fine policy on
computer check-outs. The agreement states that a microcomputer may
be checked-out for seven (7) days. The overdue charge for a micro-
computer is $10 per day for each of the first three (3) days plus
$30 per day each day thereafter. If the kit is returned with any
other item missing, this fine is $1 per day for each item. Maximum
late charges shall be $600.
The Library Reserve Book System was discussed to consider charging a
fee to patrons wanting to put library items on reserve. No action was
taken and further discussion will be tabled until more information is
available. The members of the Commission did approve a plan to dis-
continue telephone renewals on library materials.
Manter Mark, Inc. has a program by which the Library could have local
businesses sponsor the printing of new library book marks. There was
a general discussion as to whether the library wanted to do this since
local business addresses would be printed on them. Vic Darrough made
the motion to have Manter Mark find sponsors and print the book marks;
seconded by Jan Daniels. Five members voted for, one against; motion
T approved.

A motion was made by Mattie Belle Lewis to approve a new set of
~ Library Commission By-Laws and an ordinance amendment in which
"Library Board" is substituted for "Library Commission". Vic
Darrough seconded; motion approved.
There was an election of new officers for 1983-84. Polly Brinkley
made the motion to elect Vic Darrough as chairperson, seconded by
Jan Daniels; motion approved.
Jan Daniels made the motion to elect Robert Courser as Vice-Chairperson
seconded by Vic Darrough; motion approved.
It was announced that the annual Friends of the North Richland Hills Book
Sale will be October 6, 7, and 8 in Room 100 of the Library. Proceeds will
be used to purchase new library materials.
There being no further business, the meeting adjourned at 5:15 p.m.
