May 31, 1983
The North Richland Hills Library Commission meeting was brought to order by
Chairperson Lynn 0'Day on Tuesday, May 31, 1983. The following members were
present:
Polly Brinkley
Robert Courser
Vic Darrough
Mattie Belle Lewis
Tiffany Nourse
Lynn 0'Day
Absent: Jan Daniels, Marie Hinkle (eouncil liaison) and Jim Tucker
The minutes of the May 3, 1983 Commission meeting were approved as submitted.
Director's Report:
The Library Director reported that Children's Librarian Dawn Anderson has
had 100 children sign up for the summer "Reading Rodeo" which will start
June 1. '
Michele Perkins of Richland High School will present a puppet show for the
children once a month during storytime.
It was announced that Reference Librarian Arlita Hallam will attend an Oral
History Workshop at the Dallas Public Library, June 4.
Mrs. Nourse reported that attendance at Book Talk, a discussion group, presented
at the Trinity Arts~Center, Bedford Boys Ranch was quite low. She requested
that the Commission members invite their friends to attend the next book group.
The Library Director repQrted that 5 TRS-80 personal color microcomputers have
been placed in the Library as a pilot project by a grant from the State Library
to North Texas Library System. The kits include a keyboard, a cassette player,
instructional tapes, and software. Kits will circulate to patrons over 18 years
of age on a 7-day loan. Signed contracts for borrowing privileges will be
required. In coordination with other area libraries, overdue fine regulations
have been established.. The requested fine policy is $10 per day for each of the
first three days plus $30 per day each day thereafter. Mrs. Nourse recommended
and received Board approval for the fine policy. The fine policy motion was made
by Polly Brinkley; seconded by Mattie Belle Lewis.
Old Business:
It was reported that the Needs Assessment Committee is preparing a set of Goals
and Objectives to be presented to the Commission in September.
New Business:
Robert Courser, a pilot for American Airlines, was introduced as the new
Commission member filling the vacancy Ieft by the resignation of Reverend
Ron Smotherman.
It_was suggested that the next library orientation for new members be postponed
until the September meeting so all members may attend.
There are three places on the Board open for new membership or reappointment.

A By-Laws committee comprised of Polly Brinkley, Vic Darrough, and Lynn
0'Day will meet Thursday, June 23, 1983 at 4:30 p.m.
It was announced that the next meeting of the North Richland Hills Library Commission
will be Wednesday, September 28, 1983 at 3:00 p.m. hour earlier to permit a library
orientation.)
The meeting was adjourned at 4:50 p.m. by Lynn 0'Day.
