May 3, 1983
The regularly scheduled Commission meeting was postponed from April 26 to May 3, 1983.
Vice-President Jan Daniels brought the meeting to order.

The minutes of the March 22, 1983 Commission meeting were approved as submitted.
Director's Report:
Tiffany Nourse reported that at the Volunteer Tea on April 19, Mayor Faram ~
presented 10 volunteers with certificate awards in recognition of the 100
hours or more of both time and talent which they have given to the library.
Four North Richland Hills citizens attended the first Book Discussion group
which met at the Trinity Arts Center, Bedford Boys Ranch on March 25, 1983.
Katie MacDonald reviewed Elizabeth Forsyth Hailey`s A Woman of 7~ndependent
Means. Blood and Money by Thomas Thompson will be reviewed at the same
. location on May 27, 1983 at 10 a.m.
Adult Services librarian Arlita Hallam represented the library at a brunch
given by the Association of American University Women and received a copy of
their latest project, A Directory of Child Care Facilities in Northeast Tarrant
' County. The Directory will be beneficial to parents investigating•the
different features of child care facilities in this area.
Old Business:
The I3eeds Assessment Committee met in April and compZeted the preliminary work ~
on a 5-year study for the library. The Committee has defined its role for the
library and drawn up an evaluation of the community's needs. Goals and
objectives will be prepared at the next meeting and presented to the members
for approval at a Iater date.
Mr. Robert Courser submitted an application for Library Board membership.
The Board moved to present Mr. Courser's name to the Council for approval;
motion made by Mattie Belle Lewis, seconded by Vic Darrough.
New Business:
The Library Director led a general discussion on the Library Decision Packets
presented in the new 1983-84 budget request. .
North Richland Hills artist Betty Russell Gates requested permission to display
' an oil painting in the library. The Library Director asked for and received
Board approval to hang the pictures of local artists in the library provided
any sale will be handled by the artist and the interested party.
The next Library Commission meeting will be Tuesday, May 31, 1983 at 3:30 p.m.
The meeting adjourned at 5 p.m.
