HomeMy WebLinkAboutLIB 1984-09-19 Minutes North Richland Hills Library Board September 19, 1984 The North Richland Hills Library Board met in Room I00 of the Library on Wednesday, September 19, 1984, at 3:30 p.m. The meeting was brought to order by Chairman Bob Courser with the following members present: Pally Brinkley Bob Courser Jan Daniels Tiffany Nourse Lynn 0'Day Mickey Oxford Absent: Ma.ttie Belle Lewis and Kay Schmidt. Mickey Oxford was introduced as the new Board mem~er. He will replace Vic Darrough wMo resigned from the Board in May. The minutes of the May 23, 1984, meeting were approved as submitted. Reports: Mrs. Nourse reported that Lynn 0'Day has agreed to represent the Library as tfie Lay Representative to the North Texas Library System. Lynn will serve on the Planning Committee for 1985. The Lay Repre- sentative's term is two years. ~ Christiann Dykstra will begin work October 15, 1984, as the new Children's Librarian. She is replacing Dawn Anderson, Children's Librarian for the past five years, who will assume new duties as the Audiovisual Librarian for the North Richland Hills Public Library. It was reported that there will be no Annual Book Sale in October this year. The Friends of the Library have started a continuous book sale in the library, and Mrs. Nourse reported that $500 worth of hardbacks and paperbacks have been sold to this date. Lynn 0'Day asked the members to continue to think of prospective Board members living in North Richland Hills who might serve when- ever a vacancy occurs. The Planning and Zoning Board are preparing the first draft of the Comprehensive Master Plan. A statement was read pertaining to the Library. This statement emerged from the Planning and Zoning meeting on May 22, 1984, where the Library's needs for the next 10 to 15 years were discussed. Mrs. Nourse reported that the City Council established Ordinance 4~1141 which changes Ordinance ~~324 in the following ways: 1. The Board shall act in an advisory capacity to the City Manager (and City Council) rather than to the Ma.yor. NRH Library Board Minutes page 2 September 19, 1984 2. In the performance of its duties, the Board shall act in an advisory capacity, replacing "administrative" capacity. 3. Deleted was the section stating that the Board was autho- rized to employ library personnel. Old Business: During the past six months, a Non-Profit Study Committee for North Texas Library System has compiled a prospectus which includes the benef its, draft structure, cost analysis, procedures, and their recommendation for reorganizing NTLS into a non-prof it organization. Soon Lay Representatives will be asked to participatie in a straw vote, after consulting their Library Boards, to determine if it is worthwhile to pursue this and take it to city councils for approval. New Business: At present, purchase of a parcel of land off Watauga Road has become a dispute to be settled in Court. This will delay an anticipated bond issue vote request by the City til early 1985 or later. The City government is still interested in having a new Library con- structed and in making the current facilities available to the Police ` Department. The Tarrant Regional Library Association (TRLA) meeting will be hosted by the North Richland Aills Public Library at 9:30 a.m. on Friday, October 19, 1984. A Refreshment Committee including Polly Brinkley, Lynn 0'Day, and Kay Schmidt was appointed to plan the hospitality. The Library Director requested that a Compensatory ~ime Guideline be established by the Library Board. It will be on the next agenda. Adjournment: The next meeting of the North Richland Hills Library Board will be at 3:30 p.m. on Wednesday, October 24, 1984. A motion was made and seconded to adjourn at 5:10 p.m.
